  • administrative costs, stipends, and salaries, up to 60% of the total grant.

Funding restrictions:

  • international NGOs are not eligible (except as fiscal sponsors);
  • no direct financial support to individuals;
  • only projects supporting civilian populations are eligible;
  • organizations with political affiliations or annual income above $500,000 USD are not supported.

Additional conditions:

  • advocacy and human rights projects may be funded;
  • funding may include project pre-financing;
  • subgrants or microgrants are allowed if proper structure and accountability mechanisms are in place.

How to Apply

  • The session covers evidence building, budgeting, and monitoring and reporting systems.
  • A full final proposal is then submitted.

Evaluation Criteria
