INTRODUCTION
The eGrants Platform was created to unite communities, businesses, donors, and government organizations for Ukraine's development through a transparent system of grants and funding.
These Guidelines define:
- What types of content can be published on the platform
- Quality and accuracy requirements for information
- What is prohibited to publish
- How the moderation and verification system works
- Consequences of violating the guidelines
Acceptance of Guidelines: By publishing any content on the platform, you confirm that you have read these Guidelines and agree to comply with them.
1. TYPES OF CONTENT ON THE PLATFORM
1.1 Organization Profiles
1.1.1 Business Profile
Who can create: Users with "Business" role
What it includes:
- Organization logo
- Basic information (business type, year founded, number of employees, turnover)
- Activity description (in Ukrainian and English)
- Main products/services
- Target markets
- Investment needs
- Contact information (website, email, phone, social media)
- Location (region, district, community, settlement)
Status: Requires administrator verification after publication
1.1.2 Donor Profile
Who can create: Users with "Donor" role
What it includes:
- Organization logo
- Organization type, year founded
- Mission and vision (in Ukrainian and English)
- Funding areas
- Economic sectors
- Funding programs
- Geographic coverage
- Contact information
- Location
Status: Requires administrator verification after publication
1.1.3 Consultant Profile
Who can create: Users with "Consultant" role
What it includes:
- Profile photo
- Name and specialization
- Professional experience, education, availability (in Ukrainian and English)
- Certificates (with file upload capability)
- Languages
- Project portfolio
- Contact information
- Location
Status: Requires administrator verification after publication
1.1.4 Community Profile
Who can create: Users with "Community" role
What it includes:
- Logo
- Name, community type, head official
- Profile description (about community, mission, priorities) (in Ukrainian and English)
- Territory and demographics (area, population, demographic data)
- Budget and finances (annual budget, revenue sources)
- Infrastructure (facilities, digital access)
- Partnerships and contacts (partners, projects, contact information)
- Location

1.1.5 State Body Profile
Who can create: Users with "State Body" role
What it includes:
- Logo
- Organization name, state body type
- Description of functions and powers (in Ukrainian and English)
- Services provided
- Contact information
- Location

1.1.6 State Enterprise Profile
Who can create: Users with "State Enterprise" role
What it includes:
- Logo
- Enterprise name, type, year founded
- Description of activities and services (in Ukrainian and English)
- Contact information
- Location

1.2 Funding Programs
Who can create: Users with "Donor" role (donors)
Required fields:
- Program name (in Ukrainian, English optional)
- Program description - detailed description of goals, objectives, expected results
Recommended fields:
- Image - program cover
- Status - (open), (urgent), (closed)
- Deadline - application submission deadline
- Funding - minimum/maximum amount, currency (UAH, USD, EUR)
- Project duration - minimum/maximum duration in months
- Who can apply - target beneficiary groups
- Economic sectors - sectors targeted by the program
- Geography - regions where the program operates
- Application link - external link to application form
- Documents - files with detailed information, templates, instructions
Detailed sections (in Ukrainian and English):
- Selection criteria - who can apply, applicant requirements
- Financing - financial support details
- Supported activities - what can be funded
- Roadmap - program implementation stages
- How to apply - step-by-step instructions
- Evaluation criteria - how applications are assessed
- Required documents - list of documents for submission

Publication process:
- Creation - donor creates program with "Draft" status
- Submit for moderation - donor clicks "Submit for Review" → status changes to "Verification"
- Moderation - platform administrator reviews the program
- Approval - administrator can:
- Approve - approve the program → status "Approved"
- Reject - reject with reason specified → status "Rejected"
- Publication - after approval, donor can publish the program → it becomes visible to all users
- Resubmission - if program is rejected, donor can fix issues and resubmit → status automatically changes to "Verification"
Additional features:
- Automatic reading time calculation - system counts words in content
- View counter - tracks number of program views
2. CONTENT QUALITY REQUIREMENTS
2.1 General Requirements
2.1.1 Accuracy
- All information must be truthful and current
- Prohibited to publish knowingly false data
- Financial indicators must reflect reality
- Contact information must be valid
2.1.2 Completeness
- Required fields must be filled
- Description must be detailed and informative (recommended minimum 100 words)
- For funding programs - maximum detailed information about participation conditions
2.1.3 Language and Style
- Grammar: Use correct grammar and spelling
- Readability: Write in clear language, avoid excessive terminology
- Structure: Use headings, lists, paragraphs for easy reading
- Bilingualism: Recommended to add English translations for international audience
2.1.4 Visual Content
- Logos and photos: Minimum resolution 300x300px, recommended 1200x800px
- Formats: JPG, PNG, WebP (maximum file size: 5MB)
- Quality: Images must be clear, not blurry
- Rights: You must have the right to use images (own photos or license)
2.1.5 Documents
- Formats: PDF, DOC, DOCX, XLS, XLSX (maximum size: 10MB)
- File names: Use clear names (e.g., "Application_Form_2025.pdf")
- Language: Documents must be in Ukrainian or English
2.2 Specific Requirements
2.2.1 For Organization Profiles
- Tax ID (EDRPOU): Valid tax code required (verified during registration)
- Legal address: Must match data in state registries
- Contacts: Email and phone must be valid and accessible
- Logo: Required for all profile types
2.2.2 For Funding Programs
- Clear criteria: Specify concrete requirements for applicants
- Realistic deadlines: Deadline must be real and achievable
- Transparent financial information: Specify exact amounts and payment conditions
- Support contacts: Contact information for questions is required
- Legal correctness: Program must comply with Ukrainian legislation
2.2.3 For Consultants
- Real experience: Portfolio must contain real projects
- Verified certificates: Upload only genuine certificates
- Current availability: Update availability status
3. PROHIBITED CONTENT
3.1 Illegal Content
STRICTLY PROHIBITED:
- Content violating Ukrainian legislation
- Calls for violence, terrorism, extremism
- War propaganda, inciting hatred
- Discrimination based on nationality, race, religion, gender, age
- Intellectual property rights violations (plagiarism, piracy)
- Materials promoting drugs, weapons, explosives
- Sexual content, pornography
- Information constituting state secrets
3.2 Fraud and Deception
PROHIBITED:
- Financial pyramids and get-rich-quick schemes
- Fake funding programs
- Forged documents and certificates
- False organization data (fabricated metrics, non-existent projects)
- Identity theft (impersonating another organization or person)
- Phishing and attempts to obtain users' personal data
- Calls to invest in dubious projects
3.3 Spam and Manipulation
PROHIBITED:
- Mass registration of fake profiles
- Publishing duplicate funding programs
- Spam links in profile descriptions
- Manipulating view counters
- Using bots for action automation
- Redirecting to third-party resources to earn from advertising
3.4 Unethical Content
PROHIBITED:
- Offensive, rude, or demeaning statements
- Bullying other users or organizations
- Spreading rumors, slander, false accusations
- Private information of third parties without their consent
- Aggressive marketing and intrusive sales
3.5 Technical Violations
PROHIBITED:
- Uploading hacked or malicious software in files
- Using XSS, SQL injection, or other attacks
- Attempting unauthorized access to other accounts
- DDoS attacks and server overload
- Reverse engineering or decompiling the platform
4. MODERATION AND VERIFICATION SYSTEM
4.1 Verification Levels
4.1.1 Automatic Verification (during registration)
- Tax ID (EDRPOU) uniqueness check - each code can be registered only once
- Email and phone format validation
- Checking for forbidden words in text
- Duplicate content detection
4.1.2 Manual Moderation
Who performs: Platform administrators with "Administrator" role
What is checked:
- Authenticity: Whether the organization is real, whether data matches registries
- Content quality: Whether required fields are filled, whether there is enough information
- Rule compliance: Whether there is prohibited content
- Legal correctness: Whether content complies with legislation
Moderation timeframes:
- Organization profiles: up to 3 business days
- Funding programs: up to 5 business days
- Urgent review: possible upon request for critically important programs
4.2 Verification Statuses
4.2.1 Draft
- Meaning: Content not yet submitted for moderation
- Visibility: Visible only to author
- Actions: Can be edited, submitted for moderation, or deleted
4.2.2 Verification
- Meaning: Content submitted for moderation and awaiting review
- Visibility: Visible to author and administrators
- Actions: Editing not possible during moderation
4.2.3 Approved
- Meaning: Content passed moderation and is approved
- Visibility: After publication visible to all platform users
- Actions: Can be edited (after editing goes back to moderation)
4.2.4 Rejected
- Meaning: Content did not pass moderation
- Visibility: Visible only to author
- Reason: Administrator must specify rejection reason
- Actions: Can fix issues and resubmit
4.3 Moderation Process
Step 1: Submit for Moderation
User completes profile or program and clicks "Submit for Review" button. Status changes to verification.
Step 2: Enter Queue
Content enters moderation queue.
Step 3: Administrator Review
Administrator reviews content and makes decision:
- Approve - content meets all requirements
- Administrator can leave comment (optional)
- Status changes to
approved - User receives approval notification
- Reject - content has issues
- Administrator must specify rejection reason
- Status changes to
rejected - User sees reason in their profile/program
Step 4: User Notification
Approval:
- User sees green notification in Settings (for profiles) or My Programs (for programs)
- Content ready for publication
Rejection:
- User sees red notification with rejection reason
- Below notification - list of all remarks from administrator
- User can fix issues and resubmit
Step 5: Resubmission
If content was rejected:
- User fixes issues
- Clicks "Save"
- System automatically changes status from
rejectedtoverification - Content enters moderation queue again
- Administrator sees history of previous rejections
4.4 Moderation History
Each administrator action is recorded in history - this is a complete audit log of all actions.
What is stored:
- Date and time of action
- Administrator name
- Action type (approved, rejected, unpublished, comment)
- Message from administrator
- Metadata (previous status, new status, program/profile name)

4.5 Access Control
4.5.1 Unverified Profiles
- Page blocking: Profiles with
verificationorrejectedstatus are not publicly visible - Exceptions:
- Profile owner can see their unverified profile
- Platform administrators can see all profiles
- Access: Attempt to open unverified profile returns 404 or redirect
4.5.2 Funding Programs
- Draft: Visible only to author in "My Programs" section
- Verification: Visible to author and administrators
- Approved but not Published: Visible to author, ready for publication
- Approved and Published: Visible to all users on platform
- Rejected: Visible only to author with reason explanation
5. USER RIGHTS AND OBLIGATIONS
5.1 User Rights
- Right to create content: You can create profiles, funding programs according to your role
- Right to edit: You can edit your content at any time
- Right to delete: You can delete your content (soft delete,
archivedstatus) - Right to know rejection reason: When content is rejected, you receive detailed explanation
- Right to appeal: You can contact administration for clarification regarding rejection
- Right to re-review: You can request content re-review
5.2 User Obligations
- Comply with Guidelines: By publishing content, you agree to comply with these Guidelines
- Provide accurate information: All information must be truthful
- Update content: Maintain information currency (contacts, program statuses)
- Respond to moderation requests: If administrator requests additional information - provide it
- Respect other users: Do not publish offensive content
- Report violations: If you see Guidelines violations - report to administration
6. CONSEQUENCES OF VIOLATING GUIDELINES
6.1 Warning
For minor violations:
- First warning - administrator sends message requesting correction
- Content may be rejected with explanation
- User has opportunity to fix and resubmit
6.2 Temporary Block
For systematic violations:
- Blocking ability to create new content for 7-30 days
- Existing content may be hidden
- User receives email with reason explanation
6.3 Content Deletion
For serious violations:
- Content violating legislation - deleted immediately
- Fraudulent programs - deleted with information passed to law enforcement
- Spam content - deleted without recovery possibility
6.4 Account Blocking
For critical violations:
- Complete platform access blocking
- Tax ID (EDRPOU) added to blacklist - impossible to register again
- All published materials deleted
Reasons for blocking:
- Fraud, phishing
- Mass spam
- Platform hacking attacks
- Systematic guideline violations after warnings
- Publishing illegal content
7. APPEAL PROCEDURE
7.1 How to Appeal Decision
If you believe your content was wrongfully rejected or deleted:
- Contact us:

- Provide information:
- Your profile or program ID
- Detailed situation description
- Arguments why you believe decision is incorrect
- Additional documents if needed
- Await response:
- Appeal review period: up to 5 business days
- You will receive detailed response by email
7.2 Appeal Results
Possible decisions:
- Content approval: If appeal is justified - content will be approved
- Partial approval: Content will be approved after specific edits
- Appeal rejection: If violation confirmed - decision remains in force
- Additional review: Additional moderation may be assigned
8. RECOMMENDATIONS AND BEST PRACTICES
8.1 For Donors (Funding Programs)
- Be specific: More detailed criteria description = more quality applications
- Use templates: Add document templates for applicants
- FAQ: Prepare answers to frequent questions in advance
- Contacts: Specify several communication methods (email, phone, messengers)
- Realistic deadlines: Give enough time for application preparation (minimum 2 weeks)
- Update status: Change program status to "Closed" after application period ends
- Feedback: Notify applicants about results
8.2 For Business and Organizations
- Professional photo: Use quality logo in high resolution
- Tell your story: Describe your journey, achievements, uniqueness
- Success cases: Add specific examples of implemented projects
- Numbers and facts: Use concrete indicators (turnover, number of clients)
- Social media: Add links to all active channels
- Regular updates: Update profile quarterly
- Bilingualism: If working with international partners - add English translation
8.3 For Consultants
- Portfolio: Add minimum 3-5 real projects with descriptions
- Certificates: Upload scans of all certificates
- Reviews: If available - add links to client reviews
- Specialization: Clearly specify your expertise
- Availability: Update availability status monthly
- Transparency: Specify realistic rates and deadlines
- Communication: Specify several communication methods, respond quickly
8.4 For Communities
- Statistics: Specify current data about population, budget, infrastructure
- Priorities: Clearly define development directions and needs
- Partnerships: Tell about existing collaborations and projects
- Vision: Describe community development vision for 5-10 years
- Openness: Add links to official website, social media, public reports
- Photo gallery: Add photos of infrastructure, events, achievements

- Certificates (consultants): Up to 15 certificates
10. CONFIDENTIALITY AND DATA PROTECTION
10.1 What We Collect
- Organization profile information (name, Tax ID, contacts)
- Content you publish (programs, descriptions, documents)
- Moderation logs (administrator actions)
- Statistics (views, clicks)
10.2 How We Use It
- For organization verification
- For content moderation
- For platform improvement
- For analytics (anonymized data)
10.3 Who Has Access
- Your organization: Full access to your content
- Platform administrators: Access for moderation
- Publicly: Only approved and published content
- Third parties: We DO NOT transfer your data to third parties

11.1 When We Update Guidelines

11.3 Effective Date
