Program description

An open grant competition for nongovernmental organizations working in the field of HIV prevention and the provision of services to key and vulnerable populations.

The goal of the competition is to expand access to HIV testing services at the community level, facilitate the identification of new cases of infection, and ensure that people are referred to treatment in a timely manner.

Eligibility

The applicant must be a legal entity with at least 2 years of relevant HIV-sector experience, appropriate staff and capacity to implement the project within the required timeframe. Not eligible: for-profit entities, political parties, government institutions, individuals and sole proprietors.

Financing

Grant funds may be used, in particular, for:

  • organizing HIV testing and self-testing at the community level; 
  • outreach work and engagement with representatives of target groups;
  • safe and ethical index testing;
  • screening for viral hepatitis B and C, syphilis, and tuberculosis;
  • counseling and referral regarding pre-exposure prophylaxis (PrEP) for HIV;
  • developing partnerships with healthcare facilities, veterans’ organizations, and local government bodies;
  • working with male and female veterans, as well as their partners;
  • using digital tools to engage clients in testing.

Reporting and Compliance

The organisation must systematically collect and analyse indicators, document services through DataCheck, achieve at least 80% client verification of services, and be ready for external data-quality monitoring.

Legal Terms

To receive funding, the organisation must obtain a 12-digit UEI. A UEI is not required at application stage. The organisation must not appear on SAM.gov exclusion lists and must comply with U.S. Government grant requirements, safeguarding, anti-corruption and conflict-of-interest rules.
