Program description
The grant programme provides for a business plan competition to support the establishment and development of entrepreneurial activities. The competition is organised as part of the implementation of the Regional Programme for the Development of Small and Medium-Sized Enterprises for 2021–2027.
The competition is conducted in accordance with the Order of the Head of the Regional Military Administration No. 11-r of 25 February 2025, approving the Regulation on the organisation and implementation of the business plan competition for starting and conducting entrepreneurial activities, as amended.
Main Information
Eligibility
The grant programme is open to legal entities and sole proprietors (individual entrepreneurs) that are registered and have been conducting business activities in the Vinnytsia region for no more than two years.
The competition is also open to Ukrainian citizens aged 18 or older who are registered in the Vinnytsia region and intend to start their own business.
Successful applicants receive non-repayable grant funding, financed from the regional budget.
Financing
The grant programme provides financial support of up to UAH 200,000, depending on the type of business plan submitted.
The available funding levels are:
- up to UAH 100,000 for business plans in various sectors, regardless of location;
- up to UAH 150,000 for business plans implemented in rural areas, as well as projects submitted by combat veterans, persons with war-related disabilities and their family members, internally displaced persons (IDPs), and social entrepreneurship initiatives;
- up to UAH 200,000 for business plans in the manufacturing sector, provided that the applicant contributes at least 50% of the project cost through co-financing.
Supported Activities
The grant programme supports the implementation of business plans across various sectors of entrepreneurial activity. The level of financial support depends on the type of project and the applicant category.
The programme supports:
- business plans in various sectors regardless of location;
- business plans implemented in rural areas;
- projects submitted by combat veterans, persons with war-related disabilities, and their family members;
- business plans developed by internally displaced persons (IDPs);
- social entrepreneurship initiatives;
- business plans in the manufacturing sector.
Roadmap
The competition is implemented in three stages, covering application submission, business plan preparation, and the selection of winners.
- Stage 1 (15 June – 12 July 2026) — information campaign and online application submission.
- Stage 2 (13 July – 16 August 2026) — seminars and consultation sessions for applicants, followed by the preparation, drafting, and submission of business plans.
- Stage 3 (17 August – 6 September 2026) — review and evaluation of business plans by the selection committee, followed by the identification of the competition winners.
How to Apply
Required Documents
Reporting and Compliance
After receiving the grant, the competition winner is required to report to the Executive Administrator on the implementation of the approved business plan and compliance with the grant conditions.
The main post-award obligations include:
- maintaining business operations for two years from the date the grant is received;
- not reducing the number of employees;
- using the grant funds within six months exclusively for the purposes specified in the approved business plan;
- paying all taxes and mandatory fees related to the grant or income generated through the business activity.
The competition is administered by the Vinnytsia Regional Development Agency, which serves as the Executive Administrator.
