Program description
The "Kherson Region. Support for Socially Important Initiatives – Second Round" grant competition is implemented by the Youth of Ukraine NGO in partnership with DanChurchAid (DCA) and Norwegian Church Aid (NCA) with financial support from DANIDA.
The programme aims to support socially important initiatives that contribute to:
- improving the quality of life of people in the Kherson region;
- developing essential community services;
- strengthening community capacity to respond to challenges related to the consequences of the war.

Eligibility
The grant programme is open to non-profit organizations.
Eligible applicants include:
- public organizations (NGOs);
- charitable organizations and charitable foundations;
- municipal non-profit enterprises;
- municipal institutions and establishments.
A mandatory requirement is that the proposed project must be implemented within the Kherson region.
Financing
Supported Activities
The grant programme supports socially important initiatives aimed at improving the quality of life in the Kherson region and strengthening the delivery of essential community services.
Priority areas include:
- development and improvement of social services, including various community-based services;
- renovation, equipping, and improvement of shelters and safe spaces;
- support for the operation of mobile teams and outreach units;
- procurement of equipment, furniture, machinery, and other material resources required for delivering essential services;
- provision of personal protective equipment and specialized civilian equipment for staff and volunteers working in high-risk areas;
- humanitarian assistance for people affected by the consequences of the war;
- other initiatives that contribute to improving the quality of life in the Kherson region.
Roadmap
The grant programme follows a timeline that includes the application submission period and the project implementation phase.
- Applications must be submitted by 2 August 2026, 23:59 (EEST).
- Supported projects may be implemented for up to 3 months.
- The expected implementation period is September–December 2026.
How to Apply
To apply for the grant programme, applicants should complete the following steps:
- Complete the application form using the provided template.
- Prepare the project budget using the required budget template.
- Submit the completed application through the online application form.
- Before submission, ensure that all required fields have been completed and that the information provided is accurate and complete.
Evaluation Criteria
The selection process for the grant programme is conducted in two stages.
- Technical screening – applications are reviewed for compliance with the competition requirements, completeness of the submitted documents, and the applicant's eligibility.
- Expert evaluation – applications that successfully pass the technical screening are assessed by the Selection Committee using a scoring system based on the established evaluation criteria.
Required Documents
Applicants are required to prepare and upload the following documents as part of their application:
- A completed application form in Word format (using the provided template).
- A completed project budget in Excel format (using the required template).
- Photos of the project implementation location (one file may be uploaded; if needed, multiple photos can be combined into a .zip archive).
- Supporting documents, where applicable, including:
- a co-financing commitment letter (if co-financing is provided);
- design and cost documentation (PCD) or commercial quotations;
- a certificate from the relevant institution confirming the number of service beneficiaries;
- other documents supporting the information provided in the application.
