The Victory Hubs Rise – 2026 Call for Applications supports Ukrainian nonprofit organizations that develop scalable and sustainable solutions for people adapting to life after war-related injuries, as well as for their families, employers, and communities.

Funding is not available for:
- private individuals seeking funding for personal benefit;
- organizations that are not engaged in charitable activities;
- individuals or organizations listed under U.S. or other applicable international sanctions;
- political parties, political campaigns, or organizations whose primary purpose is influencing elections;
- projects involving religious proselytizing or worship activities;
- organizations owned, controlled, or significantly influenced by Politically Exposed Persons (PEPs) where there is a risk of misuse of funds or conflicts of interest.
Financing
The grant programme provides financial support to registered Ukrainian nonprofit organizations.
Key funding conditions include:
- The maximum grant amount is up to USD 3,000.
- Grant funds must be used exclusively for the charitable purposes described in the submitted application.
- Funding cannot be used to support military operations, armed conflict, or any terrorist activity.
- Funding may not be available for projects implemented in areas subject to restrictive sanctions (including Crimea, Donetsk, and Luhansk), unless specifically authorized by the U.S. Treasury's Office of Foreign Assets Control (OFAC).

Projects are not supported if their primary focus is:
- physical construction or infrastructure;
- in-person training as the main deliverable;
- psychological counselling programmes;
- one-time events;
- direct humanitarian aid;
- projects that require ongoing uCare funding to continue operating.
Reporting and Compliance
Under the grant programme, funding recipients are expected to maintain a high standard of financial transparency and accountability.
