Program description
The “Veteran Support” Grant Programme launches an open call for civil society organizations operating in the Voznesensk community and working in the field of veteran support.
The programme is implemented by The Possible, a platform that promotes Ukraine’s sustainable development through impact entrepreneurship, investments, and innovative financing mechanisms. The Possible previously implemented the The Possible Lab programme in the Voznesensk community to support micro and small businesses in 2024.
The programme aims to support veterans through entrepreneurship, employment opportunities, and service development.
A key feature of the initiative is the implementation of the Social Impact Bonds model, where long-term positive impact on the lives of veterans serves as the main measure of success.
Main Information
Eligibility
The grant programme is open to non-profit organizations working in the Voznesensk community in the fields of veteran reintegration, adaptation, veteran support, or social entrepreneurship.
Key eligibility requirements include:
- operating within the Voznesensk community;
- being established no later than June 2025;
- being included in the Register of Non-Profit Organizations;
- being officially registered in Ukraine in territories under government control.
Organizations registered outside Voznesensk may still apply if they actively operate in Voznesensk or in the settlements of Rakove or Novohryhorivka.
Previous experience working with veterans is desirable but not mandatory. Greater emphasis is placed on a well-developed project implementation plan and a clear understanding of veterans’ needs.
The programme also specifies that each organization may submit only one application under one of the three lots, and joint applications from multiple organizations are not accepted.
Financing
Supported Activities
The grant programme supports initiatives of civil society organizations aimed at the economic and social integration of veterans in the Voznesensk community. Funding is available through three thematic lots.
Lot 1. Support for Veteran Business Start-Ups
This lot supports projects focused on veteran entrepreneurship. Organizations may implement competitive selection programmes for veterans planning to start their own businesses and provide financial support for launching veteran-led enterprises. The programme aims to build a sustainable support ecosystem involving civil society organizations, mentors, the business community, and veterans.
Lot 2. Veteran Employment
This lot supports projects that promote sustainable employment opportunities for veterans. Eligible activities include cooperation with employers, workplace adaptation measures, mentoring programmes, and support for veterans during employment and integration into the workplace.
Lot 3. Development of Services for Veterans
Projects aimed at creating or improving services for veterans are eligible for support. These may include services related to psychological support, reintegration and adaptation, mental health, adaptive sports, craft therapy, social support, and the development of veteran community spaces. Particular emphasis is placed on ensuring the long-term sustainability of the services after the grant-funded period ends.
Roadmap
The “Veteran Support” Grant Programme follows a structured timeline for application review and project implementation.
- The application period is open until 19 June.
- Online interviews will take place from 24 June to 3 July.
- The final results of the competition will be announced by 17 July.
- Grant agreements with selected organizations are expected to be signed by 24 July.
- A meeting of the winning organizations in Voznesensk will be held on 27–31 July.
- Supported projects will be implemented from 1 August to 30 November.
- Project results assessment is scheduled for December 2026.
How to Apply
To participate in the grant programme, applicants are required to complete the following steps:
- Prepare the required documents in PDF format:
- a current extract from the Unified State Register (USR);
- the organization's charter/statute;
- an extract from the register of non-profit organizations;
- a CV or short biography of the organization's key representatives.
- Prepare the project budget using the provided template.
- Complete and submit the application by 19 June, 24:00 through the designated application form.
Before submission, applicants are encouraged to ensure that all documents are up to date and uploaded in the required format.
Evaluation Criteria
Within the grant programme, significant attention is given to the quality of project implementation and the achievement of planned results.
Selected organizations are expected to:
- sign the grant agreement in accordance with the programme requirements;
- participate in a training programme delivered by The Possible;
- achieve the defined qualitative and quantitative indicators of the relevant funding lot;
- comply with the principles of transparency and openness;
- implement the proposed project in a responsible and ethical manner;
- collect and provide data for an independent assessment of the project’s social impact, including surveys, interviews, selected participant visits, and reporting activities.
As a result, project assessment is based not only on the completion of planned activities, but also on demonstrated social impact and achievement of the programme’s expected outcomes.
Required Documents
To participate in the grant programme, applicants are required to prepare and submit the following documents:
- A current extract of the organization from the Unified State Register (USR).
- The organization's statute/charter.
- An extract from the Register of Non-Profit Organizations.
- A CV or short biography of the organization's key representatives.
- A project budget prepared using the provided template.
All documents should be prepared and submitted in accordance with the application requirements.
Reporting and Compliance
Within the grant programme, selected organizations are required to ensure proper collection and submission of information related to project implementation results.
Key requirements include:
- collecting and providing data for an independent social impact assessment of the project;
- participating in monitoring and evaluation activities, including surveys, interviews, and selected visits to programme participants;
- providing supporting documents when requested by independent evaluators;
- cooperating with independent experts and evaluators throughout the assessment process;
- preparing and submitting regular reports in accordance with programme requirements.
These reporting activities are intended to verify project results and assess the social impact achieved through the funded initiatives.
