Main Information
Eligibility
Within the grant programme, applicants must meet specific legal, organisational, and geographic requirements.
Key eligibility requirements include:
- The applicant must be a legally registered and officially recognised Ukrainian NGO or civil society organisation.
- The organisation must hold non-profit status.
- Applicants must complete a self-assessment form and successfully pass screening through the Visual Compliance system.
- The project team must include qualified professionals with experience in project management and financial reporting.
- The organisation must demonstrate effective internal control, governance, and management procedures.
- Applicants must comply with policies related to health, welfare, and human rights protection.
- The organisation must confirm its readiness to comply with the Supplier Code of Conduct requirements.
Geographic requirements:
- The project must be implemented in at least 12 communities.
- Activities should cover a minimum of three eligible regions from the programme’s target area.
- Each selected region should include between two and four participating communities.
The following entities are not eligible to apply:
- organisations registered in temporarily occupied territories that have not re-registered in government-controlled areas of Ukraine;
- organisations involved in misuse of donor funds;
- political parties and affiliated entities;
- religious organisations whose primary purpose is religious activity;
- organisations registered in Russia, North Korea, or Iran;
- organisations or individuals included in the sanctions lists of the National Security and Defence Council of Ukraine (NSDC).
Financing
The grant programme foresees the award of one grant either through a cost-reimbursement model or a fixed-amount funding model with interim milestones. In both cases, beneficiaries are required to submit periodic financial reports.
Key funding conditions include:
- The expected grant amount is up to UAH 11,840,000.
- The final grant value will depend on the proposed activities and the outcome of negotiations.
- Eligible costs must be directly linked to project implementation and necessary for achieving project objectives.
- All expenditures must be properly justified, documented, and reflected in the beneficiary’s accounting records.
- Costs must comply with Ukrainian legislation and sound financial management principles.
Only costs incurred within the approved implementation period and supported by appropriate documentation are considered eligible.
The programme also includes procurement restrictions. Beneficiaries may not procure goods or services from entities subject to the programme’s funding restrictions, and certain products from specified manufacturers are not eligible for purchase under the grant.
Supported Activities
The grant programme supports projects aimed at strengthening rehabilitation services in selected communities through the development of local institutions, professional training, and the implementation of practical solutions.
Main supported activities include:
- Community selection and operational planning for project implementation, including coordination with local authorities and preparation of implementation plans.
- Development and adaptation of training programmes and learning modules tailored to the needs of target groups and participating communities.
- Delivery of specialised training programmes for healthcare professionals, rehabilitation specialists, and other relevant practitioners in selected communities.
- Assessment of training outcomes, collection of participant feedback, and evaluation of achieved results.
- Establishment and development of a community-based knowledge-sharing and learning network to exchange experience and best practices.
- Organisation of regular peer-learning activities and professional exchange events.
- Supervision of trained teams to support the application of new competencies and improve the quality of rehabilitation service delivery.
- Preparation of recommendations for strengthening local capacities and scaling successful approaches beyond the project period.
Roadmap
How to Apply
To participate in the grant programme, applicants must prepare and submit a complete application package in accordance with the programme requirements.
Main steps:
- Complete the online application form, providing key information about the organisation and the proposed project.
- Prepare and submit the Grant Proposal Form (Annex A), signed by an authorised representative of the organisation.
- Prepare the Project Budget (Annex B) using the required template.
- Complete the Applicant Self-Assessment Form (Annex C) and provide the required supporting documentation.
- Prepare and submit the Risk Matrix (Annex D).
- Where possible, include recommendation letters from state administrations or regional health departments.
The self-assessment package should include:
- an extract from the State Register;
- proof of non-profit status;
- the organisation’s statute;
- organisational structure and CVs of key personnel;
- existing organisational policies;
- financial statements for the last three years (if available);
- audit reports (if available).
All grant applications must be submitted via email pfru-grants@chemonics.com in Ukrainian using the official templates provided in the call documentation.
Kimonix reserves the right not to consider applications that are submitted late or do not meet the eligibility criteria.
Evaluation Criteria
After passing the eligibility screening, applications are assessed by the selection committee using a 100-point scoring system.
Before scoring, applications are checked for:
- timely submission;
- official registration and legal recognition of the applicant organisation;
- compliance with the geographical priorities of the call;
- successful verification of the organisation and personnel through screening systems;
- submission of all required supporting documents.
The evaluation criteria are:
- Project Methodology and Design – 40 points. Assessment focuses on the quality and feasibility of the proposed approach, the suitability of technical solutions, and the integration of GEDSI, Do No Harm (DNH), and conflict-sensitive principles.
- Expertise and Experience – 30 points. Evaluators consider the organisation’s previous experience, relevance of past projects, team qualifications, and demonstrated achievements.
- Budget and Value for Money – 20 points. The budget is reviewed for cost justification, efficient use of resources, and alignment between costs and expected results.
- Risk Management – 10 points. Assessment includes the quality of the risk matrix and the adequacy of proposed mitigation measures.
The minimum passing score is 70 out of 100 points. Applications reaching or exceeding this threshold may proceed to further review and due diligence stages conducted by the selection committee.
Required Documents
To participate in the grant programme, applicants must submit a complete package of required forms and supporting documents.
The mandatory application package includes:
- Completed online application form.
- Grant Proposal Form (Annex A), signed by an authorised representative of the organisation.
- Project Budget (Annex B).
- Applicant Self-Assessment Form (Annex C).
- Risk Matrix (Annex D).
The following supporting documents must be attached to the self-assessment form:
- extract from the Unified State Register (including re-registration documents, if applicable);
- proof of non-profit status;
- organisation’s statute;
- organisational structure and CVs of key personnel;

Recommendation letters from regional administrations and regional health departments may also be provided where available.

Reporting and Compliance
Under the grant programme, beneficiaries are required to provide regular reporting throughout project implementation. Grants may be awarded either as reimbursement-based funding or as a fixed-sum grant with milestone payments, and both funding mechanisms require periodic financial reporting.
Key reporting obligations include:
- submission of a training completion report summarising the sessions delivered, participant profiles, key implementation aspects, and immediate results achieved;
- provision of periodic financial reports in accordance with the grant agreement;
- submission of supporting documentation confirming completed activities and financial transactions.
The final payment, representing 5–10% of the total project budget, will be released only after complete reporting has been submitted and all financial operations have been fully verified.
Legal Terms
Under the grant programme, funding is provided in accordance with the donor’s established rules and programme requirements.
Key provisions include:
- Grants are awarded in line with the UK Foreign, Commonwealth & Development Office (FCDO) Standard Terms and Conditions and Chemonics’ Supplier Code of Conduct.
- Compliance with the Supplier Code of Conduct is a mandatory requirement for all funded organisations.
- Beneficiaries must comply with all grant agreement obligations and related regulatory requirements.
Important legal conditions:
- Chemonics reserves the right to reject grant applications or suspend funding in whole or in part in accordance with programme rules.
- Submission of an application does not create any obligation for the programme administrator to award funding.
- Final funding decisions may be subject to additional verification procedures, including Due Diligence reviews, Visual Compliance screening, budget approval, and any required donor authorisations.
Following the evaluation process, applicants will be notified of the selection results and informed about the next steps according to the programme procedures.
