Program description

The grant competition is implemented within a project aimed at accelerating recovery and strengthening human security in Ukraine, supported by the Government of Japan and implemented in partnership with UNDP. The initiative focuses on supporting urgent and inclusive recovery efforts for war-affected communities.

The programme is designed to:

  • strengthen community resilience;
  • improve access to social and rehabilitation services;
  • support people most affected by the war;
  • promote inclusive approaches to recovery and social support.

Special attention is given to:

  • persons with disabilities;
  • older people;
  • internally displaced persons;
  • veterans;
  • other vulnerable population groups.

The project supports communities through engagement with local organisations and the development of accessible environments. A key objective is to promote social inclusion, equal access to services, and restoration of economic opportunities for conflict-affected populations.

Expected programme outcomes include:

  • increasing the number of trained specialists in rehabilitation and social services;
  • improving access to social, rehabilitation, and barrier-free services in communities;
  • raising public awareness of support programmes available for people affected by the war.

Eligibility

Within the grant programme, participation is open to non-governmental and charitable organisations, civic associations, and NGO networks officially registered in Ukraine for at least one year.

Preference is given to organisations that:

  • have proven experience in implementing similar projects;
  • have worked with international donors or technical assistance programmes;
  • demonstrate successful implementation of previous projects.

Eligibility for UNDP funding is assessed according to the Capacity Assessment Checklist (CACHE) referenced in the programme documentation.

In the case of coalition applications, the CACHE assessment is conducted only for the lead applicant.

The programme covers all territories under the control of the Government of Ukraine. UNDP accepts applications from all government-controlled regions of the country.

Financing

The grant programme provides funding for projects with budgets of up to USD 50,000. In exceptional cases, and subject to approval by the Grant Selection Committee, projects may receive up to USD 70,000 with proper justification.

Grant-funded projects must be completed by 1 February 2027. No more than 40% of the grant budget may be allocated to equipment procurement unless clearly justified.

Eligible costs must:

  • be necessary for project implementation;
  • be incurred during the project period;
  • comply with sound financial management principles;
  • be properly documented and verified.

Grant funding may cover:

  • staff salaries and expert fees;
  • consulting, communication, and information services;
  • procurement of equipment for social and rehabilitation services;
  • minor repair works related to accessibility and barrier-free infrastructure;
  • rehabilitation and assistive devices;
  • rent, catering, printing, audio and video production;
  • media promotion, utilities, and travel expenses.

All expenditures must comply with UNDP requirements and principles of cost efficiency. Publications, websites, and digital products developed within the project must be accessible to all population groups, including persons with visual or hearing impairments.

Non-eligible expenses include:

  • proposal preparation costs;
  • debt repayment;
  • political or military activities;
  • religious propaganda;
  • discriminatory activities;
  • purchase of vehicles and luxury items.

Grant instalments are paid in advance by UNDP, except for the final tranche. The last payment is reimbursed after successful submission and verification of the final financial report.

Supported Activities

Within the grant programme, support is provided through two main funding lots focused on strengthening social, rehabilitation, and inclusive services for populations affected by war.

Lot 1 focuses on introducing modern approaches to social and rehabilitation services. Supported activities may include:

  • development, piloting, and implementation of community-based social services;
  • establishment of innovative rehabilitation services;
  • procurement of equipment and assistive technologies;
  • small-scale accessibility improvement works;
  • training and awareness-raising activities.

Projects must be based on documented community needs assessments and include detailed information about the implementation team. Participation of qualified professionals in social or rehabilitation services, as well as experts in Universal Design principles, is required.

Lot 2 is aimed at promoting social inclusion and creating barrier-free environments, particularly for veterans and their families.

Supported activities under this lot include:

  • creation of accessible public spaces;
  • accessibility-related renovation works;
  • procurement of relevant equipment;
  • training sessions, seminars, and other accessibility-focused activities.

Project proposals must include support letters from local authorities or property owners, as well as confirmation of the required permits for renovation works.

Construction works and the development of analytical or informational products are not considered eligible activities under the programme.

 

Roadmap

Within the UNDP grant programme, a structured roadmap has been established outlining the key stages and implementation timeline. The grant competition was officially announced on 25 May 2026.

The first application round is open until 10 June 2026, 23:59 Kyiv time. Applications submitted after the deadline will be reviewed during the following monthly selection cycles.

After submission, applicants are expected to receive written confirmation of receipt. If confirmation is not received by 15 June 2026, or if technical issues occur during submission, applicants are advised to contact the programme representative via email.

All grant-funded projects must be completed by 1 February 2027 in accordance with the programme implementation schedule.

Key programme stages include:

  • announcement of the grant competition;
  • submission of applications;
  • monthly application review process;
  • confirmation of submitted documents;
  • project implementation;
  • completion of project activities by February 2027.

How to Apply

Within the grant programme, applications must follow the established submission procedure and be prepared only in the required format. Project proposals must be completed in Ukrainian in accordance with the templates provided in the конкурс documentation.

Step-by-step application process:

  • prepare the project proposal according to the competition requirements;
  • compile the application package in .zip or .rar format;
  • ensure that the archive is not password-protected and does not exceed 35 MB;
  • submit the application and supporting documents via the official programme email address;
  • include the required subject line when sending the application.

For the first round of the competition, applications must be submitted no later than 10 June 2026 at 23:59. Applications received after the deadline will be reviewed during subsequent monthly rounds.

Applicants are expected to receive written confirmation of receipt. If confirmation is not received by 15 June 2026, or if technical issues occur during submission, participants are advised to contact the programme representative via email.

Applications submitted through other methods will not be considered.

Evaluation Criteria

Within the grant programme, applications are evaluated by the Selection Committee after the completion of the preliminary screening process. Only projects that meet the minimum eligibility requirements proceed to the full evaluation stage.

The evaluation system provides for a maximum score of 100 points based on several key criteria.

Main evaluation criteria include:

  • Relevance of the project proposal to the core themes of the grant competition — up to 25 points;
  • capacity of the project team to implement the proposed activities — up to 20 points;
  • quality and realism of the proposed budget — up to 20 points;
  • proven experience in implementing grant-funded projects — up to 15 points;
  • quality of the proposed platforms and tools for dissemination of results — up to 10 points;
  • sustainability of the project — up to 10 points.

The highest scoring weight is assigned to project relevance, team capacity, and budget justification.

The final evaluation score is calculated as the total number of points received across all criteria.

Required Documents

Within the grant programme, applicant organisations are required to submit a complete application package for participation in the competitive selection process.

The mandatory document checklist includes:

  • a completed application form in digital format (Microsoft Word);
  • a copy of the applicant organisation’s Charter in PDF format;
  • a copy of the State Registration Certificate (PDF);
  • bank details of the organisation (PDF);
  • CVs of the proposed project specialists (Microsoft Word or PDF);
  • additional supporting documents, including recommendation letters, sample reports, and related materials.

Programme organisers recommend submitting all documents in the required formats and ensuring the completeness of the application package for proper review and evaluation.

Reporting and Compliance

Within the grant programme, grantees are responsible for monitoring project implementation and evaluating achieved results. UNDP oversees the process through report reviews, online consultations, field visits, meetings with project staff, and participation in project activities.

Reporting must follow the official UNDP format and may include:

  • interim reports describing implemented activities, achieved results, and financial information;
  • short reports submitted upon UNDP request for additional monitoring purposes;
  • monthly reports containing performance indicators and quantitative implementation data;
  • a final report summarizing project outcomes together with the financial report covering the full implementation period.

As part of the compliance requirements, grantees must ensure proper data collection and reporting procedures. Reports should include disaggregated data by gender, age, and disability status in accordance with the grant agreement requirements.

Financial and programme reporting is a mandatory condition of project implementation and remains subject to UNDP review and verification.

 

Legal Terms

By submitting materials to UNDP for participation in the competition, the applicant grants UNDP permission to process the personal data contained in the resume or other parts of the application form for the purposes of conducting the grant competition and verifying references, if necessary.
