Program description
The competition aims to strengthen national capacity in the areas of accessibility and inclusion by fostering a multisectoral community of ambassadors.
It is expected to bring about institutional changes, transform practices, and raise public awareness.
Main Information
Eligibility
Civil society organizations are eligible to apply if they:
- were registered in Ukraine no later than December 31, 2023 (excluding temporarily occupied territories) and have nonprofit status;
- have experience in the fields of inclusion, accessibility, rehabilitation, human rights, veteran policy, or related areas;
- preference will be given to organizations whose representatives belong to the active community of accessibility ambassadors working within the national “Without Barriers” initiative;
- have the organizational and financial capacity to implement the project within the specified timeframe;
- adhere to the principles of non-discrimination, transparency, and integrity.
Financing
Key condition:
- The maximum grant amount is up to UAH 2,200,000.
Eligible costs include:
- salaries of project staff;
- fees for experts and consultants;
- organization of events (rent, technical support, materials);
- communication expenses and development of materials;
- travel costs related to project implementation.
Ineligible costs:
- political activities or support to political parties/candidates;
- repayment of debts, fines, or penalties;
- purchase of movable or immovable property;
- expenses not directly related to the project objectives;
- activities related to religious or terrorist purposes;
- payments to public officials or government employees;
- luxury items or unjustified expenditures;
- any costs prohibited by applicable law.
Supported Activities
The grant program supports activities aimed at community development, particularly in the field of accessibility and inclusion.
Key types of activities:
- Support for initiatives led by ambassador communities within national programs.
- Mapping, analysis, and segmentation of ambassadors, including defining roles and engagement levels.
- Development of community identity (key messages, participation principles, ambassador roles).
- Creation and launch of communication channels (chats, platforms, contact databases).
- Organization of interaction formats (online meetings, working groups, planning sessions).
- Implementation of events for knowledge exchange and collaboration building.
- Delivery of informational and training sessions for participants.
- Support and facilitation of joint initiatives.
- Development of a community growth plan for the following period.
Additional conditions:
- One grant will be awarded in 2026, and each organization may submit only one proposal.
- Project duration is 6 months.
- Implementation is expected to start no earlier than one month after the application deadline.
Roadmap
Main stages and deadlines:
- An information session will be held on April 14, 2026, presenting the grant opportunity and addressing applicants’ questions.
- Registration for the session is required by April 13, 2026.
- Questions regarding the competition can be submitted until April 19, 2026 (inclusive); no questions will be accepted afterward.
- Responses will be shared in a consolidated format with all potential applicants.
Key deadline:
- Final application deadline — May 3, 2026, at 18:00 (Kyiv time).
How to Apply
Key steps:
- Applications must be submitted in Ukrainian or English.
- All documents should be sent via email to grants@patients.org.ua.
- The subject line must include: “TRUE_Competition 1_[Organization Name]”.
Additional requirements:
- Applicants with the highest scores will be required to undergo a risk assessment procedure.
- They must also provide all necessary supporting documents.
Evaluation Criteria
Applications within the grant program are evaluated based on defined criteria with assigned weights.
Main criteria:
- Alignment with the competition objectives and feasibility of the implementation plan — 40%.
- Budget justification and cost-effectiveness — 30%.
- Organizational capacity and proven track record — 30%.
Additional notes:
- The evaluation is conducted by a selection committee following the principles of transparency, integrity, and non-discrimination.
- The committee may request clarifications, conduct interviews, or initiate discussions regarding the budget and implementation plan.

Note:
- Some documents must be completed in Ukrainian and/or English.
Legal Terms
Key requirements:
- Applicants confirm their commitment to prevent corruption and declare the absence of conflicts of interest (personal, financial, or other ties with project staff).
- They must refrain from any form of discrimination, violence, or hate speech.
- Applicants also confirm that they are not subject to national or international sanctions.
Additional notes:
- In case of suspected violations, reporting mechanisms are available through internal and external channels.
- Reports can be submitted via designated systems or the program’s email address.
