Program description
The grant program is designed to support businesses operating under increased risks to digital infrastructure caused by wartime conditions and instability in energy and telecommunications systems.
Overview:
- The program addresses challenges such as service disruptions, data loss or damage, and limited scalability of IT solutions.
- It is initiated by AM Holding Group (AMNG) to support companies in improving the reliability and security of their IT infrastructure.
- The program provides partial co-financing for solutions related to data protection, migration, and IT architecture optimization.

Eligibility
Eligibility for participation in the program is determined by compliance with defined criteria and target audience requirements.
Who can apply:
- Ukrainian companies of any legal form (LLC, sole proprietors, etc.);
- businesses where IT solutions are critical for operations or growth;
- companies planning or already entering EU markets;
- startups with technological or digital business models;
- enterprises where improving digital resilience can generate significant economic impact.
Eligibility criteria:
- official registration in Ukraine;
- proven legal business operations with established processes;
- no involvement in illegal or unethical activities.
Geography:
- the program targets businesses operating in territories controlled by the Government of Ukraine;
- project implementation is conducted remotely (online).

Financing
Support format:
- partial cost coverage for infrastructure solutions (up to 70–80%, depending on the request);
- engineering consulting;
- infrastructure outsourcing;
- support with migration and architecture optimization;
- preferential conditions for hosting in the EU or hybrid environments.
Funding volume:
- total support budget — up to €100,000 (in service equivalent);
- per applicant — up to €3,000 in AMHG services.
Financial conditions:
- support is provided as co-financing (services rather than direct funding);
- the “service equivalent” includes engineering work, consulting, outsourcing, or infrastructure resources;
- a minimum 20% co-financing from the applicant is required.
Supported Activities
The program may include (but is not limited to):
- migration of services to cloud or hybrid architecture;
- data backup and recovery;
- duplication of critical components;
- monitoring setup;
- secure remote access;
- infrastructure optimization;
- partial or full infrastructure outsourcing.
Roadmap
The program roadmap outlines a step-by-step process for application, selection, and project implementation.
Key conditions:
- applications are accepted until April 1, 2026, 23:59 (Kyiv time);
- applications are reviewed immediately after submission;
- selection is based on competitive evaluation;
- selected projects are expected to be implemented within 3–6 months after the application deadline.

Evaluation Criteria
The application evaluation system is based on a 100-point scale and considers key business and infrastructure factors.
Evaluation criteria:
- Criticality of IT for business (25 points): assesses the dependence of business processes on IT systems and risks of downtime, financial losses, and impact on clients and reputation;
- Expected economic impact (20 points): evaluates efficiency gains, cost reduction, and scalability potential;
- Feasibility of implementation (15 points): considers technical and organizational readiness, resource availability, and realistic timelines;
- Co-financing readiness (15 points): assesses the ability to provide own contribution and operational stability;
- Long-term cooperation potential (15 points): evaluates infrastructure development prospects and strategic alignment;
- Compliance with ethical standards (10 points): verifies integrity and absence of reputational risks.
Additional notes:
- the passing threshold depends on the number of applications and available budget;
- the final selection decision remains with AMHG.
Legal Terms
- Participation requires signing a service agreement.
- The minimum cooperation period is agreed upon by the parties (recommended duration — 12 months).
