Program description
IZOLYATSIA (UA) and Malý Berlín (SK) with Trans Europe Halles (SE) announce a call under ZMINA: Resilience.
The aim is to support co-creation between Ukrainian artists and cultural organisations and partners from Creative Europe countries. Projects must include at least one Ukrainian partner, equal contribution of partners, and public presentations in each locality.

Eligibility
Who can apply:
- Organizations in the fields of arts and culture registered in Creative Europe countries.
- For Ukraine — organizations registered in territories under government control.
- Projects must involve at least two partners from two countries (including Ukraine).
Technical eligibility criteria:
- All required attachments must be uploaded as separate files in the specified formats.
- Documents must follow standard platform templates.
- All files must be accessible for viewing, opening, and printing.
- All project partners must meet the eligibility requirements.
- The application form must be fully completed.
Additional requirements:
- The budget must not exceed the maximum subgrant amount.
- Partner contributions must comply with program conditions.
- The project timeline and start date must meet the defined requirements.
Financing
General Information
- Total funding available: €187,500
- Grant amount:

Up to €25,000, covering up to 90% of project costs.

The remaining share of the total project budget must be covered by applicants as their own contribution.

Funding Conditions
- 70% is paid after signing the grant agreement, the remaining amount — after submission and approval of the report.
- Co-financing is mandatory and must be at least 10% of the total project budget.
- Double funding within EU budgets is not allowed.
- All expenses must be incurred after signing the grant agreement and within the project implementation period.
- Compliance with EU requirements on branding and visibility is mandatory.

- Artists’ working time: €75 per artist/day

- Management and administrative costs: not more than 20% of the total budget
Supported Activities
Main focus:
- Development of international collaboration between Ukrainian artists and partners from Creative Europe countries.
- Implementation of projects on resilience across various cultural sectors (excluding audiovisual).
Supported activities:
- Development and implementation of joint creative projects with equal partner contribution.
- Organization of at least two local presentations (one in each partner country).
- Hosting events to present results in each partner’s local community.
- Travel for organizational, rehearsal, creative, and presentation purposes.
Eligible costs:
- All costs necessary for project implementation.
- Presentation of results in partner locations.
- Travel-related expenses linked to project activities.

Selection procedure:
- Applications first undergo a technical eligibility check.
- Then they are evaluated by two independent experts who assign scores.
- Proposals are ranked based on average scores.
- Final decisions are made by a selection committee, considering diversity aspects.

- The budget is assessed for cost-effectiveness and justification.
- The final grant amount is determined after verification of costs.

Reporting and Compliance
Within the grant program, the following reporting requirements apply:
