Program description

The project is conducted by L'OREAL UKRAINE LLC with the support of the "Tvoya Opora" Charity Foundation. Goal: to help women who want to start or expand a business, including IDPs and those in difficult life circumstances.

Program aims to stimulate initiatives with socio-ethical or innovative components that have the potential to create jobs and positively impact the economy.

Eligibility

Participation in the Project is open to adult citizens of Ukraine (18 years and older) who fully accept and comply with the established Rules of the program.

Key Eligibility Criteria

Participants may include individuals who:

  • are registered entrepreneurs or plan to start their own business;
  • operate in Ukraine or are internally displaced persons (IDPs);
  • do not conduct business activities in the Russian Federation or the Republic of Belarus;
  • are not subject to sanctions;
  • are not declared bankrupt and are not undergoing liquidation proceedings;
  • have no outstanding tax liabilities or other mandatory payments to the state budget;
  • have no unexpunged criminal convictions;
  • have no overdue loan obligations to banks or other financial institutions in Ukraine.

Conduct and Integrity Requirements

Participants undertake to:

  • strictly comply with the Project Rules and applicable Ukrainian legislation;
  • provide complete, accurate, and reliable information;
  • refrain from obstructing other participants;
  • avoid any actions that may damage the reputation of the Organizer, partners, or other participants.

Providing false information or violating the Rules constitutes grounds for removal from the Project without additional explanation. The Organizer reserves the right to exclude a participant in the event of unlawful actions.

Financing

Within the framework of the Project, a prize fund is established to provide financial awards to the winners.

Key funding conditions:

  • The total prize fund amounts to UAH 2,500,000 (after deduction of taxes and mandatory charges).
  • Five winning places are предусмотрені, each providing a payment of UAH 500,000 (after tax withholding).
  • One participant may receive only one winning place.
  • The Organizer acts as a tax agent and pays taxes in accordance with the Tax Code of Ukraine.
  • The total gross amount accrued to one winner (before taxation) is UAH 649,351, including:
  1. 18% personal income tax;
  2. 5% military levy;
  3. after tax deductions, the winner receives UAH 500,000.

Procedural conditions:

  • The payment is made after the winner provides the required personal data and signs a charitable donation agreement.
  • The winner must submit the necessary documents within 5 working days from the date of request.
  • If the required documents are not submitted or the agreement is not signed within the specified timeframe, the winner is deemed to have voluntarily refused the prize.
  • The processing period does not exceed 30 working days.
  • The Organizer and partners are not liable for technical issues or other circumstances that may prevent the transfer or receipt of funds.

Supported Activities

  • Establishment of women-owned businesses;
  • Expansion or scaling of existing businesses;
  • Rehabilitation and recovery of businesses affected by the consequences of the war in Ukraine;
  • Implementation of business ideas with a social, ethical, socially beneficial, or innovative component;
  • Development of projects with the potential to create additional jobs in Ukraine;
  • Support for enterprises representing the Ukrainian brand in international markets through the export of goods and services;
  • Activities that have a positive impact on the environment and ecology;
  • Procurement of necessary raw materials and resources for the implementation of the business plan.

Roadmap

  • Application period: February 1, 2026 — March 1, 2026.
  • Stage 1 of selection: March 2, 2026 — March 31, 2026 (selection of 15 applications).
  • Stage 2 of selection: April 1, 2026 — April 30, 2026.
  • Award ceremony: by May 31, 2026.
  • Publication of the list of winners: no later than June 1, 2026.
  • Project completion: by June 30, 2026.

How to Apply

It is necessary to fill out the questionnaire on the website https://www.loreal-paris.ua/charity, providing accurate data and a detailed description of the Business Project.

Evaluation Criteria

Business projects are evaluated based on a comprehensive set of qualitative and strategic criteria reflecting their socio-economic relevance, viability, and compliance with legal requirements.

The key evaluation criteria include:

  • Socio-economic impact: the presence of a socially beneficial and/or innovative component, potential for job creation, prospects for entering international markets, positive impact on Ukraine’s economy, and environmental sustainability.
  • Clarity of mission and objectives: well-defined goals and a coherent development strategy.
  • Long-term sustainability: the project’s capacity for effective operation and future growth.
  • Business model soundness: market analysis, identified risks and mitigation strategies, and a clear understanding of required resources (financial, material, human).
  • Competitive advantages: clear positioning, uniqueness, or strong competitive edge of the proposed product or service.
  • Feasibility of implementation in Ukraine: practical viability within the national context.
  • Use of reliable information sources: references to relevant data supporting financial calculations and analytical conclusions.
  • Compliance with legislation: full adherence to applicable Ukrainian laws.
  • Commitment to social and ethical responsibility: responsible practices toward employees, partners, customers, and the environment.

Required Documents

  • Application form (electronic form).
  • Copy of the passport of a citizen of Ukraine.
  • Copy of the Taxpayer Identification Number (TIN).
  • Bank certificate confirming the account number.
  • Charitable donation agreement.

Reporting and Compliance

After receiving funding, the winner assumes a number of obligations related to transparency, reporting, and compliance with the program rules.

Key requirements include:

  • Providing information on the implementation of the business project for 3 years from the project start date, including:

  1. structure and volume of expenses;
  2. number of employees;
  3. production volumes or services delivered;
  4. sales volumes and other performance indicators.
  • Responding to requests from the Organizer/Customer in writing within 5 working days from the date of receiving such a request.
  • Ensuring transparency of operations and accuracy of the information provided.

In cases of:

  • failure to comply with program requirements;
  • submission of false or misleading information;
  • reasonable doubts regarding the legality of activities or the proper use of funds,

the Organizer reserves the right to initiate repayment of part of the funds (up to UAH 250,000, depending on the nature of the violation).

The Organizer’s decision regarding removal from the Project or recovery of funds is final and not subject to appeal.

Legal Terms

  • All matters related to the Project are governed by the applicable legislation of Ukraine.
  • Participants act personally, on their own behalf, voluntarily and independently, assuming all risks and consequences of participation.
  • Submission of an application confirms that the business project is the original work of the Participant.
  • Participants automatically agree to the free publication of project details, as well as their name and surname, in the media and on the Customer’s platforms.
  • Participants provide full consent to the collection, processing, and storage of their personal data.
  • The Organizer’s decisions on all matters related to the Project are final and not subject to appeal.
  • In the event of situations allowing ambiguous interpretation of the rules, the final decision shall be made by the Organizer.
  • Winners undertake to conduct their business activities in full compliance with all requirements of Ukrainian legislation.
