Program description
The competition is implemented under the Regional SME Development Program for 2021–2027. The main coordinator is the Department of International Cooperation and Regional Development of the Vinnytsia Regional Military Administration. The executive administrator is the Regional Development Agency of Vinnytsia Oblast. Business plans should focus on starting or expanding businesses, developing new business areas, creating jobs and achieving economic results. Winners receive non-repayable financial support from the regional budget.

Eligibility
The grant programme is open to legal entities and individual entrepreneurs (FOPs) that are registered and have been conducting business activities in Vinnytsia Oblast for no more than two years.
The programme is also open to Ukrainian citizens aged 18 and over who are registered in Vinnytsia Oblast and intend to start their own business.
Financing
Successful applicants will receive financial support from the regional budget for the implementation of their business plans.
The grant programme provides the following funding levels:
- up to UAH 100,000 for business plans in various sectors, regardless of the location of implementation;
- up to UAH 150,000 for projects implemented in rural areas, as well as for combat veterans, persons with war-related disabilities, their family members, internally displaced persons, and social enterprises;
- up to UAH 200,000 for projects in the manufacturing sector, provided that the applicant contributes at least 50% of the total business plan budget from their own resources.

Roadmap
- Stage I: 15 Jun–12 Jul 2026 — information campaign and online applications.
- Stage II: 13 Jul–16 Aug 2026 — training seminars and submission of business plans.
- Stage III: 17 Aug–6 Sep 2026 — evaluation of business plans and selection of winners.

2. Attend the training and consultation seminars after the first stage.
3. Prepare a business plan in accordance with the competition requirements.
4. Submit the business plan by 16 August 2026 at 18:00 through the application form.
5. Await evaluation by the Competition Commission and announcement of the winners.

Required Documents

Reporting and Compliance
Winners must:
- report to the Executive Administrator on implementation of the business plan;
- continue business activity for at least two years after receiving the grant;
- not reduce staff numbers;
- use the grant within six months exclusively for the approved business plan;
- pay all applicable taxes and fees related to the grant or business income.
