Program description

The State Agrarian Register has launched a support program for farmers in Kherson Oblast affected by drought. The initiative is implemented by the Ministry of Economy of Ukraine jointly with the Ministry of Agrarian Policy and Food of Ukraine with support from the United Nations World Food Programme (WFP).

Eligibility

Within the framework of the grant program, small agricultural producers from the Borozenske, Kalynivske, Velykooleksandrivske, and Vysokopilske communities of the Kherson region are eligible for financial support.

The program is open to farms that:

  • cultivate between 3 and 300 hectares of land;
  • have been affected by hostilities since February 2022;
  • are located at a safe distance from the frontline.

The initiative is aimed at supporting agricultural producers whose operations have been impacted by the war and related crisis conditions.

Financing

Within the framework of the grant program, a budget of USD 2.6 million has been allocated to support participants affected by drought conditions.

Supported Activities

Within the framework of the grant program, support is provided to farms affected by war and drought through financial assistance, vouchers, and advisory support.

Supported activities include:

  • provision of vouchers for purchasing essential resources for farm recovery;
  • procurement of drought-resistant seeds;
  • purchase of drip irrigation systems;
  • access to other resources necessary for restoring agricultural production;
  • agronomic support and consultations.

Program participants will also receive guidance on applying for the state compensation program covering humanitarian demining expenses.

Roadmap

Applications can be submitted from May 8 to June 1, 2026.

The organizers encourage participants to follow the established deadlines during the application process.

How to Apply

Applicants are required to submit their applications through the DAR system.

The program предусматриває an electronic application process through the relevant registry platform.

Evaluation Criteria

Within the framework of the grant program, the selection process will consider several criteria related to the impact of war and climate conditions on farming activities.

Key evaluation criteria include:

  • the level of land damage and contamination;
  • the share of land areas not being used due to the consequences of war;
  • the impact of drought on crop yields;
  • the connection of the land plot to a watershed basin;
  • changes in farm operations since the beginning of the full-scale invasion.

The evaluation process is aimed at assessing the extent of crisis-related impacts on agricultural producers and their need for support.

Legal Terms

To apply for participation in the grant program, applicants are required to prepare and submit several mandatory data elements through the DAR system.

  • registration in the State Agrarian Register (DAR);
  • indication of cadastral numbers of land plots requiring inspection, clearance, or restoration;
  • completion of a needs assessment questionnaire.
