Eligibility
Proposals must be submitted by a consortium of at least three applicants (beneficiaries, unaffiliated entities) that meets the following conditions:
- at least three independent organizations from three different countries;
- the consortium may include for-profit and/or non-profit organizations, both private and public, including government authorities (national, regional, local), international organizations, universities and educational institutions, media organizations, research and technology institutions, technology providers, etc.
