Program description

ISAR Ednannia announces a grant competition for civil society organizations to receive project grants (Wave III). The initiative aims to support systemic changes and democratic transformations in Ukraine, strengthen its recovery capacity, and bring the country closer to European Union membership.

Within the program, organizations can receive up to UAH 1,500,000 to implement projects related to reforms, recovery, and European integration. Financial support covers administrative expenses, staff salaries, expert fees, event organization, research and analytical services, and the purchase of necessary goods to achieve project goals.

The program operates throughout the territory controlled by the Government of Ukraine (projects can be implemented at the local, regional, or national levels). Officially registered public associations and charitable organizations included in the Register of Non-Profit Institutions (codes 0032, 0036, 0038, 0039) with confirmed experience in implementing development projects are invited to participate.

The grant competition is implemented within the "Unity for the Community" project by ISAR Ednannia with the financial support of the European Union.

Eligibility

  • Officially registered public associations or charitable organizations under Ukrainian legislation.
  • Organizations included in the Register of Non-Profit Institutions with codes 0032, 0036, 0038, or 0039.
  • Organizations with confirmed experience in implementing development projects at the local and/or national level.
  • Organizations that successfully pass the verification procedure (due diligence) after preliminary selection.

Financing

Funding size and conditions:

  • The main part of the supported projects will have a budget of up to UAH 1,500,000.
  • This amount may be changed by the Selection Committee depending on the project duration and scope of activities.
  • The budget must be in UAH, and all items must be detailed, justified, and based on the market value of goods and services in Ukraine.

Eligible expenses:

  • Administrative expenses (utility bills, office rent, hosting, banking services, etc.) — the total cost must not exceed 10% of the requested grant amount.
  • Salaries of personnel directly involved in the project implementation.
  • Expert fees for consulting, analytical, or training support.
  • Organization of events (round tables, trainings, conferences, public discussions).
  • Research and analytical services (preparation of reports, strategic documents, recommendations).
  • Purchase of equipment, materials, and other goods necessary for the project.
  • Other justified expenses not included in the list of ineligible costs.

Ineligible expenses:

  • Payment for commercial media placement.
  • Charitable assistance or endowment payments.
  • Purchase of vehicles, premises, and capital repairs.
  • Debt repayment.
  • Support for initiatives related to religious or terrorist activities.
  • Salaries and fees for civil servants, local government officials, law enforcement, prosecutors, and judges.
  • Purchase of luxury goods.

Co-funding:

  • Co-funding is desirable and provides an additional advantage during evaluation.
  • It can be financial or non-financial (e.g., free performance of work, provision of goods or services).
  • For non-financial co-funding, the applicant must indicate its estimated market value.

Supported Activities

  • Development of analytical documents and research for policies and reforms (requires confirmed cooperation with the responsible state body).
  • Activities to restore disrupted or destroyed processes in education, healthcare, social protection, culture, economy, and local self-government through partnerships and civic engagement.
  • Support for developing local policies with public participation (consultations, working groups, dialogue moderation, drafting decisions).
  • Advocacy campaigns aimed at developing and implementing local and national policies.
  • Communication campaigns to inform and engage citizens in policy making and implementation.
  • Joint projects establishing cooperation between CSOs, local authorities, and local media (partnership must be confirmed).
  • Educational programs and trainings for civic activists, journalists, civil servants, and youth.
  • Media support for reforms, European integration, and recovery, as well as media interaction training for local CSOs.
  • Other justified projects that strengthen the role of CSOs in reforms, recovery, and European integration.

Roadmap

Until October 2, 2026: Information and thematic sessions by the project team to explain competition terms and assist with applications.

October 2, 2026, 18:00: Deadline for submitting project proposals electronically via the ISAR Ednannia website.

  • Stage 1. Technical selection: The ISAR Ednannia Grant Committee checks applications for compliance with formal criteria (format, required documents, budget limits, thematic relevance).
  • Stage 2. Evaluation and interviews: An independent Selection Committee evaluates applications according to the criteria. The ISAR Ednannia team also conducts interviews with applicant organizations (3-4 team members expected to participate).

Approx. November 2026 (not earlier than a month after the deadline): Estimated start date for supported projects. Within 6–12 months: Implementation of project activities.

How to Apply

Applications are submitted exclusively electronically on the website http://ednannia.ua by 18:00 on October 2, 2026.

Application steps:

  1. Register the organization on the website and log into your account.
  2. In the "Applications / Submit an application" section, select the relevant competition, fill out the form with the budget, and click "Submit application".
  3. Managers will review the form: it may be returned (status "Needs revision") for edits, after which it will move to the "Under review by the Grant Committee" status.

Evaluation Criteria

  • Clarity and realism of the project logic, availability of indicators, and contribution to reforms, recovery, or European integration (30%).
  • Relevant experience, team expertise, and the organization's overall capacity to successfully implement the project (20%).
  • Justification and balance of the budget, its connection to goals, and efficient use of resources (20%).
  • Uniqueness, innovativeness, integrity of the project idea, and its potential for scaling (15%).
  • Practical implementation of European approaches and standards to bring Ukraine closer to the EU (15%).

Required Documents

  • Completed electronic project application form.
  • Detailed project budget.
  • Resumes of all individuals involved in project implementation.
  • Letters of support or memorandums confirming partnerships (if cooperating with other CSOs, authorities, or media).
  • Official confirmation letter from a state body (mandatory for projects developing analytical documents or research for policies and reforms).

Reporting and Compliance

  • Strict adherence to all policies and procedures of the donor and ISAR Ednannia.
  • Selection of suppliers for goods and services exclusively through transparent and competitive tender procedures.
  • Open search for verified providers of organizational development services through the special ISAR Ednannia marketplace.
  • Regular internal monitoring and evaluation of project results.
  • Timely submission of a project report with copies of all created documents and materials.
  • Timely submission of a financial report along with copies of all primary accounting documentation.

Legal Terms

  • Pre-selected organizations must undergo a CSO verification procedure (due diligence) to confirm capacity.
  • The grantee must strictly adhere to the donor's and ISAR Ednannia's policies and procedures, as specified in the grant agreement.
  • Selection of suppliers for any goods and services must be conducted exclusively through transparent, competitive tender procedures.
  • Organizational development services must be procured through an open search on the Marketplace (the provider must be officially verified on the platform).
  • The use of artificial intelligence (AI) tools in preparing the application must be declared; failure to do so will result in disqualification for violating academic integrity.
  • The recipient bears legal responsibility for submitting accurate financial and project reports, including all primary accounting documentation.
