Program description

The program is implemented by the Ministry of Economy of Ukraine within the "eRobota" project

The goal is to support business entities engaged in agricultural production to ensure proper storage of grown products.

Grants are provided for the construction of modular buildings, refrigerators, and stores for fruits, berries, vegetables, and grapes.

It is expected that project implementation will contribute to food security stabilization and job creation.

Eligibility

Legal entities in the agricultural sector may apply if:

  • the business is registered in the State Agrarian Register;
  • the company has land ownership or usage rights for at least 7 years;
  • the enterprise operates in Ukraine (excluding temporarily occupied territories);
  • the company has no tax debts, sanctions, or bankruptcy proceedings;
  • the company does not conduct business in the Russian Federation or Belarus;
  • the business activity complies with the program requirements.

Financing

In accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 738 dated June 21, 2022, grants are provided to businesses for the development of storage infrastructure:

  • The grant amount is up to 30% of construction costs, but not more than UAH 20 million, subject to co-financing by the recipient.
  • Support is provided for the construction of new vegetable and fruit storage facilities with a capacity of at least 3,000 tons.
  • Special financing conditions apply to projects implemented in frontline territories.
  • In such cases, the state may cover up to 50% of construction costs, significantly improving access to grant funding.

Preferential conditions apply if the enterprise:

  • Is registered and operating in areas of possible or active hostilities, or in areas where state electronic information resources are functioning and for which no end date of hostilities has been determined, as included in the official list of territories affected by hostilities or temporarily occupied by the Russian Federation, approved by the Ministry for Development;
  • Has ownership and/or usage rights to land plots, of which 80% or more are located in temporarily occupied territories.

Supported Activities

The grant program is aimed at developing agricultural storage infrastructure and includes the following key supported activities:

  • Implementation of projects for the construction of new vegetable and fruit storage facilities, enabling the creation of modern storage capacities.
  • Ensuring the creation of new jobs, including:
    • at least 12 permanent employees for facilities with a capacity of 3,000 to 6,000 tons;

    • at least 16 employees for facilities with a capacity exceeding 6,000 tons.

  • Completion of construction projects within a defined timeframe of 6 to 18 months after receiving grant funding, ensuring timely implementation of infrastructure investments.
  • Provision of special financing conditions for frontline territories, supporting economic recovery in affected regions.
  • Supporting the development of modern agricultural storage infrastructure, which will:
    • reduce post-harvest losses caused by seasonal price fluctuations;

    • improve the efficiency of storage and supply chains;

    • strengthen the economic resilience of the agricultural sector at the regional level.

How to Apply

Applications are submitted through the Diia portal.

Submission Procedure

  • The application is submitted by the beneficiary through the Diia portal.
  • The applicant must indicate an authorized bank of their choice.
  • Submission is made using a qualified electronic signature (QES) and PDF documents.

The application must include:

  • project documentation for new construction;
  • notification of commencement or a permit for construction works.

Application Review

  1. The authorized bank:

    • verifies the documents;

    • assesses creditworthiness according to its internal procedures;

    • submits the verified application to the Ministry of Economy.
      Timeframe — up to 7 working days.

  2. The Ministry of Economy:

    • decides on grant approval, rejection, or leaving the application without consideration.
      Timeframe — up to 20 working days.

The overall process takes approximately one month.

After Approval

  • The beneficiary signs a grant agreement with the bank (within up to 7 working days).
  • Opens a current account with a special usage regime.
  • Transfers at least 50% of their co-financing share to the account (the remaining amount within 6 months).

Required Documents

The application must include:

  • a construction project with cost estimates;
  • a topographic plan;
  • a permit or notification of the commencement of construction works;
  • an expert review of the project documentation.

Updates / Announcements

The procedure for submitting applications to the program will be announced additionally.

Reporting and Compliance

The grant recipient is required to:

  • complete construction within 6–18 months;
  • create new jobs and officially employ staff;
  • operate the business for at least 5 years after project implementation;
  • pay taxes and report on activities;
  • use the funds strictly for their intended purpose.
