Program description
The state provides non-repayable grants to entrepreneurs who plan to develop horticulture, berry growing, or viticulture.
The program aims to support agribusiness, increase production volumes, and create new jobs in rural areas.
Main Information
Eligibility
Sole proprietors (individual entrepreneurs) or legal entities:
- that are not located in and do not conduct business activities in areas of active hostilities or in temporarily occupied territories of Ukraine;
- that do not conduct business activities in the territory of the Russian Federation or the Republic of Belarus;
- that are not subject to sanctions;
- that are not credit or insurance institutions, investment or non-state pension funds, professional participants in the securities market, or pawnshops;
- that do not engage in the production and/or sale of weapons, alcoholic beverages (except for the production (without added alcohol) and/or sale of grape wines, fruit and berry wines, and mead beverages), tobacco products, or currency exchange operations;
- against which no bankruptcy proceedings have been initiated;
- with respect to which there is no court decision establishing criminal liability for a corruption-related offense;

that have no outstanding liabilities to the state budget.
Financing
The grant program provides partial funding for projects involving the planting of crops, subject to defined limits on financial support and conditions for the use of funds.
Grant Amount and Co-Financing
The grant amount ranges from UAH 140,000 to UAH 400,000 per hectare. However, the grant may not exceed 70% of the total project cost for planting activities.
Accordingly, at least 30% of the total project cost must be covered by the applicant as a co-financing (own contribution).
Eligible Expenses
Grant funds may be used exclusively to pay suppliers (vendors) for materials and equipment that:
- are included in the approved project budget;
- are directly related to project implementation.
Expenses not included in the approved budget are not eligible for grant financing.
Supported Activities
Creation or development of fruit, berry, and viticulture farming (planting, installation of irrigation and trellises).
Roadmap
- Submission of an online application and planting project.
- Review of the application by the Ministry of Economy: within 15 business days after the submission deadline.
- Notification of the result via Diia.
- Contacting Oschadbank to open an account and sign an agreement: within 7 business days after approval.
How to Apply
1. Authorization on the Portal
The applicant must click “Submit Application” and register or log in on the Diia Portal using the electronic key of a sole proprietor or the head of a legal entity, as registered in the Unified State Register of Enterprises and Organizations of Ukraine (EDRPOU).
2. Completing the Online Application
After authorization, the applicant must complete the online application form by providing complete and accurate information.
3. Uploading Project Documentation
A scanned copy of the planting project must be attached to the application. The project must be signed by the project developer. Applications submitted without this document will not be considered.
The project documentation must include the following sections:
- an explanatory note;
- a general (master) plan;
- cost estimate documentation;
- a working project passport.
4. Signing and Submitting the Application
After completing the form and uploading the required documents, the applicant must sign the application with an electronic signature and submit it through the Portal.
Please note that the electronic key of the sole proprietor or the head of the legal entity registered in the EDRPOU must be used for signing.
Evaluation Criteria
Planting projects are assessed for compliance with the established technical and regulatory requirements of the program. A positive decision on grant funding is possible only if all specified criteria are met.
The key evaluation criteria include:
- Compliance of the crop type.
The crop planned for planting must comply with the program requirements and the approved list of eligible crops. - Compliance of the region of implementation.
The region where the planting is planned must meet the program’s eligibility conditions. - Compliance of the land plot area.
The size of the land plot must correspond to the established parameters for project implementation. - Land designation compliance.
The land plot must have the appropriate designated use that permits the relevant agricultural activity. - Availability of an irrigation system.
For all crops (except grapes), the presence of an irrigation system with a clearly specified water supply source is mandatory. - Installation of a trellis system.
Installation of a trellis system is mandatory where required by the technological standards for cultivating the respective crop. - Number of seedlings per hectare.
The planting density (number of seedlings per hectare) must comply with the established norms. - Compliance of plant varieties.
The plant varieties used must be included in the State Register of Plant Varieties or in the State Register of Patents for Plant Varieties.
Compliance with these criteria confirms the technical feasibility of the project and its alignment with the requirements of state grant support.
FAQ
To obtain a qualified electronic signature (QES), contact any accredited key certification center. Complete the registration form and provide your passport details and taxpayer identification number. The service fee is approximately UAH 200, though it may vary depending on the certification center. The full list of certification centers is available via the provided link.
A qualified electronic signature can also be obtained:

at the Ministry of Internal Affairs and the State Tax Service — free of charge.
It is recommended to store the electronic signature key on a removable device (for example, a USB flash drive).
- In the Diia application, go to Menu — Diia.Signature.
- Tap the toggle button “Activate Diia.Signature”ю.
- Verify your identity through photo verification.
- Create a 5-digit code for Diia.Signature.
- You can now sign documents in Diia.
Reporting and Compliance
Post-Funding Obligations
Upon receiving the grant, the beneficiary is required to:
- create jobs in the quantity specified by the program requirements;
- carry out business activities for at least 5 years from the date of completion of the planting project;
- pay taxes and mandatory charges to the state budget, including those related to employee hiring.
Taxation
Grant assistance is not subject to taxation. No taxes are payable on the grant amount.
Grant Repayment
The beneficiary is required to repay the grant amount in the event of non-compliance with the established obligations, including if:
- the required number of jobs is not created;
- an irrigation system with a water supply source is not installed;
- the specified activity is carried out for less than 5 years;
- taxes and mandatory charges are not paid.
The beneficiary may also apply to the Ministry of Agrarian Policy to request cancellation of the decision to award the grant.
