Program description
The State Agricultural Register has begun accepting applications for non-repayable financial assistance for cotton cultivation. Commercial cotton cultivation is identified as a strategic priority for the agricultural sector and a key area for Ukraine’s defense-industrial complex.
The introduction of this new crop is a response to serious climate challenges. Due to the destruction of irrigation systems and rapid warming, traditional farming in southern Ukraine requires a shift in crops. Thanks to its deep root system, cotton is extremely drought-resistant. The crop is capable of producing stable yields even on degraded and arid lands without excessive water use.
Main Information
Eligibility
Agricultural producers and sole proprietors (FOPs) operating in Odesa, Mykolaiv or Kherson regions on the application date are eligible.
Financing
Within the programme, agricultural producers may receive up to UAH 10,000 per hectare of cotton crops for the current year's harvest.
The funding is intended to support cotton cultivation and encourage the development of this agricultural sector.
According to the programme information, in 2025 two producers from the Odesa and Mykolaiv regions received compensation. The total supported cultivation area amounted to 5 hectares, while the overall amount of payments reached UAH 50,000.

Roadmap
Key milestones include:
- Application period opens on 10 June 2026.
- Applications must be submitted through the DAR system.
- Application deadline is 10 July 2026.
Applicants are required to submit their applications within the specified period to be considered for support under the cotton cultivation programme.
How to Apply
Submit an application through the State Agrarian Register (DAR).
Required Documents
Business owners must submit the following documents:
- a certificate detailing the results of this year’s cotton planting (signed by a legal entity or sole proprietor);
- a certificate from the State Tax Service confirming the absence of any outstanding tax liabilities for which the tax authorities are responsible (valid as of the date of issuance).

The mechanism and conditions for payment are set forth in the current Resolution of the Cabinet of Ministers of Ukraine No. 886 dated August 11, 2021, to which the government has made relevant amendments to expand the scope of support.
