Program description
The grant competition is aimed at supporting Ukrainian organizations and initiatives that assist people affected by the war. Its main objective is to support local initiatives addressing the most urgent needs of the civilian population.
Special priority is given to projects implemented in frontline regions or in communities affected by shelling and infrastructure destruction.
The programme is implemented through two thematic strands:
- “Emergency Support for Ukraine” — projects focused on assisting war-affected populations, particularly vulnerable groups (including IDPs, elderly people, and persons with disabilities);
- “Safe Education in Ukraine” — initiatives aimed at creating safe learning environments for children and youth.
Selected organizations will receive funding to implement projects, covering activities such as procurement of essential items, psychological and medical support, logistics, and intervention measures.
The competition targets organizations with a strong understanding of local needs and contexts.
Main Information
Eligibility
Who can apply:
- organizations registered in Ukraine, including NGOs, charitable foundations, and public institutions, as well as other authorized entities;
- entities working to support people affected by the war.
Project requirements:
- projects must focus on supporting war-affected populations;
- align with one of the programme’s thematic areas;
- administrative costs must not exceed 10% of the total budget.
Submission and participation conditions:
- partnerships are not mandatory but may be an advantage; if applicable, a cooperation declaration must be submitted;
- each organization may submit only one application and act as a partner in only one additional application.
Key eligibility criteria:
- the organization must be registered in Ukraine;
- compliance with non-discrimination principles;
- no links to entities subject to sanctions or export control restrictions.
Financing
Funding amount:

the maximum grant size is up to PLN 10,000.
Key requirements for fund usage:
- funding must support activities that directly benefit final beneficiaries;
- funds cannot be used as general operational support;
- direct cash transfers to third parties are not allowed (except for procurement of goods/services for project purposes);
- projects must be implemented within Ukraine.
Restrictions on the use of funds:
- purchase of fixed assets exceeding UAH 20,000 is not allowed;
- funding of religious activities or organizations is prohibited;
- funds cannot be used for the applicant’s commercial/business activities;
- sub-granting or any form of double funding is not permitted.
Ineligible costs:
- expenses incurred outside the project timeframe;
- purchase of real estate;
- high-value fixed assets above the установленого порогу;
- activities of political parties or religious organizations.
Supported Activities
Key areas of support:
- assistance to war-affected people, especially vulnerable groups (IDPs, elderly persons, people with disabilities);
- creation of safe learning conditions for children and youth;
- implementation of projects in frontline regions and communities affected by destruction.
Thematic programmes:
- “Emergency Support for Ukraine” — projects aimed at supporting war victims and addressing consequences of aggression;
- “Safe Education in Ukraine” — initiatives ensuring access to safe educational environments.
Project focus:
- support for communities affected by shelling and infrastructure damage;
- addressing basic needs and stabilizing living conditions;
- activities that directly benefit target groups.
At the same time, projects must not have military objectives or support military-related initiatives.
Roadmap
- Application period: from 3 April 2026 to 3 May 2026;
- Announcement of results: no later than 15 May 2026;
- Project implementation period: from 1 July 2026 to 30 November 2026;
- Final reporting deadline: by 20 December 2026.

Evaluation Criteria
Key evaluation principles:

proposals are subject to substantive evaluation, taking into account:

It is important to note that the decision is final and cannot be appealed.

Reporting and Compliance
Key requirements:
- the organization must submit narrative and financial reports within the deadlines and according to the formats defined in the grant agreement;
- upon request of the organizer, a full set of supporting documents must be provided, including accounting documents confirming expenditures;
- additional documents may also be required for monitoring purposes.
Reporting serves as a key mechanism for ensuring proper use of funds and compliance with grant conditions.
Legal Terms
Key provisions of the grant agreement:
- funding is disbursed in full after signing the agreement to the organization’s bank account;
- the organization must comply with Polish and Ukrainian legislation, especially in accounting;
- submission of narrative and financial reports is mandatory, along with supporting documents upon request;
- project results may be subject to Open Source intellectual property rules;
- organizations must monitor project implementation and report any risks or obstacles;
- beneficiaries are required to disseminate project results and cooperate with the organizer in communication activities.
Personal data protection:
- data processing is carried out in accordance with GDPR (EU Regulation 2016/679);
- data is collected for the purposes of the competition, evaluation, and administration;
- personal data may be shared with third parties only under compliant safeguards;
- data retention period is up to 6 years after the end of the competition;
- participants have rights to access, correct, delete, and manage their data.
Other regulatory provisions:
- matters not covered by the rules are governed by Polish law;
- the organizer reserves the right to amend the regulations with proper notification;
- in case of discrepancies, the Polish language version prevails;
- the regulations were published and entered into force on 30 March 2026.
