Program description

The program aims to support business by providing grants for the creation or development of processing enterprises.

The goal is to stimulate production and create new jobs. The program is implemented by the Ministry of Economy of Ukraine and the State Employment Center.

Detailed terms are regulated by CMU Resolution No. 739 and Ministry of Economy Order No. 2109.

Eligibility

The grant program establishes clear eligibility criteria that applicants must meet, including legal, financial, and reputational requirements.

Who can apply:

  • prospective entrepreneurs, registered sole proprietors, or legal entities;
  • applicants who meet the established legal and program requirements.

Key eligibility requirements:

  • the applicant must not operate or conduct business in the temporarily occupied territories of Ukraine;
  • the applicant must not conduct business activities in the territory of the Russian Federation;
  • the applicant must not be subject to sanctions;
  • the applicant must not be involved in bankruptcy proceedings;
  • there must be no court decisions holding the applicant liable for corruption-related offenses;
  • the applicant must have no outstanding debts to the state budget.

Additional compliance requirements:

  • the applicant must have a good business reputation;
  • business activities must comply with applicable legislation;
  • the applicant must provide accurate and truthful information in the grant application.

Financing

The grant program provides substantial financial support to restore production capacity, create jobs, and strengthen business operations. Funding and co-financing conditions vary depending on the type of project and its location.

Grant amount

  • Up to UAH 16 million — for restoring production assets damaged as a result of the armed aggression of the Russian Federation.
  • Up to UAH 8 million — provided that at least 5 new jobs are created.

Eligible expenses under the grant

Grant funds may be used for:

  • purchase of production equipment, including machinery and technological systems;
  • commissioning and installation of equipment;
  • delivery and setup of purchased equipment;
  • working capital replenishment (if aligned with the relevant business activity classification).

All expenses must be directly related to the implementation of the production project.

Co-financing conditions

Standard co-financing terms:

  • 50% of the project is covered by the grant;
  • 50% must be covered by the applicant’s own funds.

Preferential co-financing terms:

  • 80% covered by the grant and 20% by the applicant, if the business operates in:

  1. areas of active or former hostilities;
  2. de-occupied territories;
  3. or projects involving restoration of damaged production assets.
  • co-financing of 70% grant funding and 30% own contribution is available if Ukrainian-made equipment is purchased.

Tax and financial obligations

  • grant funds are not subject to taxation;
  • repayment of the grant may be required only if program obligations are not fulfilled, including:
  1. failure to create the required jobs;
  2. termination of business activity within less than 3 years;
  3. failure to comply with tax obligations.

Note: Co-financing requirements and eligible expenses depend on the project type, implementation location, and investment purpose, in accordance with program regulations.

Supported Activities

Creation of new processing enterprises or development of existing production capacities.

Roadmap

  • Application submission: up to 20 minutes via the Diia portal.
  • Application review: within 20 working days after the application deadline.
  • Account opening: within 10 working days after approval.
  • Project implementation: after confirmation of receipt of the applicant’s co-financing contribution.

How to Apply

The application must be submitted online through the Diia portal using secure electronic identification and a digital signature. The process includes several sequential steps.

Main application steps:

  • access the Diia portal and select the “Submit Application” option;
  • register or log in to the personal account using BankID or a qualified electronic signature;
  • sole proprietors and legal entities must use the electronic signature of the business owner or company director;
  • complete the online application form with the required project and applicant information;
  • prepare and upload the business plan using the required template, ensuring the project’s feasibility and justification;
  • sign the application electronically and submit it through the portal.

Important requirements:

  • the application must be signed with a qualified electronic signature;
  • legal entities must use the electronic signature of the authorized company representative;
  • all submitted documents must comply with the program requirements.

Evaluation Criteria

The decision is made based on the bank’s assessment, including:

  • business plan evaluation;
  • interview;
  • business reputation check.

FAQ

Yes, you can submit a repeat application for the grant under one of the following conditions:

  • if you have the details of the Final Completion Certificate confirming fulfillment of the previous grant conditions;
  • if you are applying to restore production facilities or equipment damaged as a result of the armed aggression of the Russian Federation.

To obtain an electronic signature, you need to contact any accredited key certification center, complete the registration form, and provide your passport details and tax identification number. The service costs approximately UAH 200 (may vary depending on the provider).

You can also obtain an electronic signature:

  • from PrivatBank — free of charge via Privat24 or at a bank branch;
  • from the Ministry of Internal Affairs or the State Tax Service — free of charge.

It is recommended to store the electronic key on a removable storage device (such as a USB drive).

  1. Open the Diia app and go to Menu — Diia.Signature.
  2. Tap “Activate Diia.Signature.”
  3. Verify your identity using photo verification.
  4. Create a 5-digit code.
  5. You can then sign documents in the Diia app.

Reporting and Compliance

Після отримання грантового фінансування отримувач зобов’язаний виконувати визначені програмою вимоги, спрямовані на забезпечення належного використання коштів і сталого розвитку бізнесу.

Основні зобов’язання отримувача гранту:

  • створення щонайменше 5 нових робочих місць, відповідно до умов грантової програми;
  • здійснення підприємницької діяльності протягом не менше 3 років після отримання фінансування;
  • забезпечення офіційного працевлаштування працівників відповідно до чинного законодавства;
  • своєчасна сплата податків і обов’язкових платежів до державного бюджету;
  • дотримання умов грантової угоди та використання коштів за цільовим призначенням.
