Program description
The Right to Protection CF announces a competition for micro and small business representatives to receive targeted, non-refundable financial assistance. The initiative aims to support the employment of war-affected individuals, create new jobs, and strengthen the economic capacity of Ukrainian enterprises.
Under the program, employers can receive approximately UAH 80,000 (gross amount, before taxes and deductions) to cover the labor costs of one newly hired employee. The funds are transferred after the completion of the first calendar month of official employment and the submission of supporting documents.
The program operates in the Vinnytsia, Dnipropetrovsk, Kyiv, and Kharkiv regions, including their respective regional centers. Legal entities and individual entrepreneurs (FOPs) that qualify as micro and small businesses (up to 50 employees and net revenue up to €10 million) are invited to participate.
The project is implemented by the Right to Protection CF with the support of Switzerland through the Swiss Agency for Development and Cooperation within the framework of the Economic Resilience Programme (ERP) for Ukraine. The program is implemented by the ERP consortium, which includes Mercy Corps, the Right to Protection CF, Helvetas Swiss Intercooperation, and JERU (Joint Emergency Response in Ukraine by Welthungerhilfe and Concern Worldwide).
Main Information
Eligibility
- Officially registered legal entities and individual entrepreneurs (FOPs) in Ukraine that qualify as micro and small businesses (up to 50 employees, net revenue up to €10 million).
- Operating in the Vinnytsia, Dnipropetrovsk, Kyiv, or Kharkiv regions (including regional centers) with a clear need to create new jobs.
- No tax debt, open executive proceedings, bankruptcy, or liquidation.
- Business operations with entities from temporarily occupied territories (including the so-called "LNR", "DNR", and the Autonomous Republic of Crimea) are strictly prohibited.
- Employment must be formalized exclusively through an official employment contract.
- The employer is obligated to provide supporting documents confirming the official payment of wages and all applicable taxes and deductions.
Financing
Competition winners receive targeted, non-refundable financial assistance of approximately UAH 80,000 (before taxes) per employed worker. The funds are intended exclusively to cover the labor costs of new employees and are transferred after the completion of their first month of employment and the submission of supporting documents.
Supported Activities
- Creating new jobs for business development or scaling.
- Official employment of people affected by the war (who have lost their jobs or source of income).
- Covering labor costs for newly hired employees.
Roadmap
- Registration of employers via the online form (organizers may close registration early due to a limited number of spots).
- Selection of participants according to the program criteria.
- Approval of candidates the employer is ready to hire.
- Signing of official employment contracts between employers and employees.
- Transfer of financial assistance (carried out after the completion of the employee's first calendar month of work and the submission of documents confirming the payment of wages).
How to Apply
- Follow the link and fill out the online registration form for employers.
- Submit the completed form by September 20, 2026.
Note: The Right to Protection CF reserves the right to close registration early due to a limited number of spots.
Required Documents
- Registration document of the legal entity or individual entrepreneur (FOP).
- Extract from the Unified State Register (EDRPOU) indicating business activities.
- Certificate of no tax debt (from the Diia portal or Taxpayer's Cabinet).
- Contact details of the prospective employee (full name, email address, and phone number).
Relevant tax reporting (along with Receipt No. 2 confirming successful submission):
- For single tax payers (legal entities and FOPs): single tax return.
- For legal entities on the general tax system: corporate income tax return (with annexes, if applicable).
- For FOPs on the general tax system: property and income tax return (with annexes, if applicable).
Reporting and Compliance
- Mandatory signing of an official employment contract between the employer and the new employee.
- Financial assistance is transferred exclusively after the employee has completed their first calendar month of work and the employer has paid their wages.
- The employer must provide the organizers with documents confirming the employment and all payments made (wages, applicable taxes, and deductions).
