Program description

Web3 Resilience Lab is a programme aimed at supporting technology projects that strengthen the resilience of Ukrainian society through innovative digital solutions.

The programme supports Ukrainian teams developing projects in areas such as:

  • Web3;
  • blockchain;
  • AI;
  • IoT;
  • other innovative technologies.

Special attention is given to initiatives that improve quality of life, the economy, education, and security, even during challenging times.

The programme welcomes teams that:

  • are launching a new project;
  • or already have an MVP and need resources for further growth and scaling.

Web3 Resilience Lab establishes the framework for participation and focuses on supporting technology-driven solutions that enhance national resilience through modern digital tools.

Eligibility

Within the grant programme, both individual applicants and teams are eligible to participate if they meet the established requirements. Applicants must be Ukrainian citizens aged 18 or older and reside either in government-controlled areas of Ukraine or temporarily abroad in countries not subject to sanctions restrictions.

Projects must be at the stage from idea to MVP (minimum viable product). Registration and verification on the Binance platform are mandatory participation requirements.

Priority in the selection process is given to:

  • student-led projects;
  • veteran initiatives;
  • entrepreneurs implementing technological solutions.

Each participant or team may submit only one project. In team applications, all members must be listed in the application, and the team leader must reside in territory controlled by Ukraine.

Projects are subject to specific technological requirements. In particular, Web3 projects should include components such as blockchain technologies, smart contracts, DAO mechanisms, decentralized identity solutions, cryptographic trust mechanisms, or other Web3 elements. Digital and technology projects using AI, IoT, Big Data, Cloud, AR/VR, cybersecurity, automation, and other innovative technologies are also eligible.

Projects are expected to:

  • demonstrate social, economic, or technological impact;
  • show scalability potential;
  • have been launched no earlier than 2022;
  • respect third-party intellectual property rights;
  • have no operational links to Russia or Belarus.

All application materials must be submitted in Ukrainian. Applicants are also required to provide:

  • a short pitch or project presentation;
  • a description of the problem, target audience, and proposed solution;
  • links to MVPs, demos, or GitHub repositories (if available);
  • a short video presentation of up to 3 minutes.

Applicants who fail to comply with the programme requirements may be disqualified without prior notice.

Financing

Within the Web3 Resilience Lab programme, two separate funding mechanisms are предусмотрені with a combined budget of up to 500,000 USD.

The programme’s financial structure includes:

  • the Guaranteed Grant Fund with a budget of 250,000 USD;
  • the Amplification Fund with an additional 250,000 USD allocated for community-supported projects.

The programme plans to support 20 winning projects, each eligible to receive a guaranteed grant of 12,500 USD, subject to meeting the qualification requirements.

Grant payments are distributed in two stages:

  • the first instalment — 6,250 USD after the announcement of results;
  • the second instalment — 6,250 USD after a project progress review conducted approximately six months later.

The Amplification Fund provides additional support for projects receiving the highest level of community engagement:

  • 2,500–4,999 votes — an additional 12,500 USD;
  • more than 5,000 votes — an additional mentoring session from a Binance Product Director.

Funds are transferred in USDT equivalent to the applicant’s Binance Spot wallet specified during the application process.

Payments from the Amplification Fund do not affect the size of the guaranteed grant, and unused funds may be transferred to the next programme season.

Supported Activities

The grant programme includes several project categories focused on the development of Web3, digital technologies, and innovative solutions for Ukraine. The programme supports veteran, student, and resilience projects, each with separate quotas and community support thresholds.

Eligible project types include:

  • veteran-led initiatives with social or business impact;
  • student and youth blockchain initiatives;
  • Web3 business solutions;
  • digital products for small and medium-sized businesses;
  • technology solutions aimed at improving business efficiency, flexibility, and resilience.

Projects may incorporate:

  • blockchain technologies and smart contracts;
  • process tokenization;
  • AI, IoT, Big Data, and Cloud solutions;
  • AR/VR, automation, cybersecurity, and other innovative technologies.

Eligible grant expenses include:

  • development or improvement of MVPs, POCs, or prototypes;
  • purchase of equipment and software;
  • engagement of specialists and team members;
  • market research, testing, and pilot implementation;
  • marketing and analytics related to product development.

However, grant funding cannot be used for:

  • direct token advertising or investor solicitation;
  • dividend or bonus payments to founders;
  • repayment of loans, fines, or personal debts;
  • political activities;
  • activities that violate Ukrainian legislation or sanctions policies regarding Russia or Belarus.

The organisers also reserve the right to redistribute grants between categories or reduce the number of winners if submitted projects do not meet the established quality requirements.

Roadmap

The Web3 Resilience Lab programme follows a staged selection and support process for participating projects. Organisers note that the timeline may be adjusted if necessary.

Key stages of the roadmap include:

  • application period — from 02 April 2026 to 31 May 2026;
  • expert committee selection of finalists — from 01 June 2026 to 14 June 2026;
  • public voting for finalists — from 15 June 2026 to 20 July 2026;
  • announcement of winners — 31 July 2026;
  • incubation programme, including mentoring and distribution of the second funding instalment — from August 2026 to January 2027.

The programme combines a competitive selection process, community engagement, and long-term project development through the incubation phase.

How to Apply

Applications within the grant programme must be submitted exclusively through the Binance platform. Applicants are required to complete several mandatory steps to participate.

Step-by-step application process:

  • register or sign in to a Binance account;
  • complete KYC (Know Your Customer) verification;
  • fill out the online application form;
  • select the project category and provide a project description;
  • confirm acceptance of the Web3 Resilience Lab programme Terms & Conditions.

Applicants must submit their applications by May 31, 2026, 23:59. Late submissions will not be considered.

Several important conditions also apply:

  • applications submitted via email, Google Forms, or other channels will not be accepted;
  • submission without KYC verification is not possible;
  • changes cannot be made after final application confirmation.

In cases of technical issues during submission, such as incorrect attachments, form errors, or incomplete information, applicants may contact the organisers to correct the application without resubmitting it. After the deadline, corrections are allowed only in exceptional cases related to technical platform failures.

Evaluation Criteria

Within the Web3 Resilience Lab programme, applications go through several stages of review and evaluation. The selection process includes pre-screening, expert assessment, and public voting.

Main evaluation stages:

  • pre-screening — verification of programme eligibility, completeness of the application, and availability of all required materials, including a pitch, MVP/demo, and video presentation;
  • expert evaluation — selection of finalists by the expert committee;
  • public voting on the Binance platform among finalist projects.

Only projects that successfully pass the expert evaluation stage are admitted to public voting. Winners are determined based on the number of votes received and the achievement of the minimum voting threshold.

The expert committee evaluates projects across several key dimensions:

  • social and economic impact;
  • digital trust and security;
  • innovation and technological uniqueness;
  • inclusiveness and interoperability;
  • ESG and social value;
  • team capacity and execution potential.

The evaluation also considers:

  • the presence of an MVP or functional prototype;
  • scaling potential;
  • the use of advanced technologies such as blockchain, AI/ML, IoT, smart contracts, decentralized identity, and other digital solutions;
  • the realism of the roadmap and success metrics.

The organisers also apply conflict-of-interest rules and reserve the right to disqualify projects in cases of rule violations, vote manipulation, plagiarism, or copyright infringement.

Decisions made by the expert committee and the public voting results are final and cannot be appealed.

Reporting and Compliance

Within the grant programme, winning projects are required to submit regular reporting on project implementation progress and the use of grant funding. After receiving the first tranche, beneficiaries must submit a detailed progress report within the established period of up to 6 months.

The report should include:

  • a description of completed development stages and any deviations from the roadmap;
  • quantitative and qualitative success metrics, including user activity, partnerships, and scaling indicators;
  • evidence of Web3 or digital component implementation;
  • documentation of the project’s impact on target audiences and economic outcomes.

The evaluation criteria for the second tranche include:

  • compliance of the actual project progress with the approved implementation plan;
  • absence of misuse or non-targeted use of grant funds.

The organisers reserve the right to request additional information or presentations of results after each financing stage.

Funding may be fully or partially suspended in cases of:

  • failure to submit reports or submission of incomplete/non-compliant reports;
  • lack of demonstrated project progress;
  • failure to meet key commitments or declared milestones;
  • evidence of misuse of grant funding;
  • violations of programme rules or intellectual property rights.

If violations or inaccurate information are identified, the organisers may suspend or cancel the funding.

Legal Terms

Within the grant programme, participants are required to comply with established legal conditions, ethical standards, and regulatory requirements. Submitting an application confirms the accuracy and completeness of all provided information regarding the team, project, technology stack, and achievements.

Participants are required to:

  • comply with Ukrainian legislation, international sanctions, and Binance platform rules;
  • follow AML and KYC procedures;
  • ensure personal data protection;
  • respect third-party intellectual property rights;
  • avoid discrimination, fraud, plagiarism, and actions contrary to the programme’s objectives;
  • provide necessary information for monitoring, verification, and reporting purposes on time.

The organisers reserve the right to:

  • reject or disqualify applications in cases of programme violations;
  • suspend or cancel project participation if falsification is identified;
  • conduct selective audits and financial checks regarding the targeted use of grant funds;
  • request reimbursement of grant funding in cases of misuse or breach of programme conditions.

The organisers may also:

  • publish information about projects and teams in promotional and reporting materials;
  • use project names, logos, and descriptions with participants’ consent;
  • modify the programme timeline, format, or procedures in force majeure situations.

Decisions regarding selection, funding, and disqualification are final and cannot be appealed.

Participants voluntarily provide personal data and consent to its processing in accordance with Ukrainian legislation and Binance policies. The organisers guarantee data confidentiality except where disclosure is required by law or programme conditions.

The organisers are not responsible for technical failures, data loss, or the inability of every participant to receive funding.
