Program description
The Ukrainian Veterans Fund compensates expenses of up to 20,000 UAH for the purchase of items and goods for running one's own business. Veterans and their family members who are self-employed (individuals who are entrepreneurs in the first, second, and third groups of single tax payers or individuals who are engaged in independent professional activities) are eligible for compensation.
Main Information
Eligibility
Veterans and their family members who are self-employed (individual entrepreneurs in single tax groups 1–3 or persons engaged in independent professional activities) are eligible for compensation. Veterans/family members must confirm their eligibility with the relevant certificates; repeated compensation of expenses based on the same certificate is not permitted.
Financing
- The amount of compensation for expenses incurred by the Applicant may not exceed UAH 20,000.00. If the Applicant submits documents confirming expenses in an amount exceeding UAH 20,000.00, the amount of compensation the Applicant may receive shall be UAH 20,000.00.
- Eligible expenses: expenses of self-employed individuals related to the purchase of items and goods for conducting entrepreneurial or independent professional activities; compensation applies only to expenses already incurred.
- Restrictions/conditions: compensation is paid only to accounts opened as sole proprietor accounts; provision of an individual's account is grounds for refusal.

Roadmap
- Meetings of the working group reviewing applications for reimbursement of expenses are held as necessary, but at least once a week.
- Decisions on whether an application meets the requirements and whether compensation should be paid are made by a simple majority vote of the working group members present.
- If the decision is positive, the funds are transferred to the account specified in the application in the order in which the applications were received, subject to the availability of budgetary appropriations.
How to Apply
Using the applicant instructions, it is necessary to:
- Register in the Fund’s CRM system (or log in if you are already registered).
- Confirm your email address via the link in the email.
- Log in to your personal account and confirm that you have familiarized yourself with the Regulations of the Ukrainian Veterans Fund.
- Complete your profile information.
- Go to the “Programs” tab and select the “20,000” program.
- Fill in the application fields and click “Save.”
- In the “Documents” section, upload the required documents (files must be in PDF format) and click “Save.”
- After verifying the fields, click “Submit.”
- Sign the uploaded files and the application itself with an electronic signature.
Evaluation Criteria
As applications are received in the CRM system of the Ukrainian Veterans Fund, they are reviewed for:
- correctness of completion;
- availability of a complete set of documents;
- availability of documents confirming the fact of payment for and receipt by the Applicant of items and goods related to entrepreneurial or independent professional activity, and a corresponding conclusion is prepared regarding the completeness of the documents required for compensation and their compliance with the program requirements.
Based on the results of application processing, the following conclusions are issued:
- “Recommended for compensation” — in the case of a complete set of required documents;
- “Incomplete set of documents” — in the case where the Applicant has submitted an incomplete set of documents;
- “Not part of the target audience” — in the case of the Applicant’s non-compliance with the eligibility criteria.
After the applications are processed by the moderator, they, together with the attached documents and the moderator’s conclusions, are forwarded for consideration by the working group.
Required Documents
- A document proving the identity of a citizen of Ukraine (a copy of the passport of the applicant (all pages) or a copy of the ID card (both sides), as well as a copy of the extract confirming registration of the place of residence).
- For individual entrepreneurs — a document confirming acquisition of entrepreneur status (a copy of an extract from the Unified State Register or another official information resource containing up-to-date data on the applicant as an individual entrepreneur as of the application submission date).
- For self-employed persons — a document confirming registration as a self-employed person.
- A document confirming one of the following statuses: war veteran, a person with special merits to the Motherland, an affected participant of the Revolution of Dignity, a family member of a deceased (fallen) war veteran, or a family member of a deceased (fallen) Defender or Defendress of Ukraine (mandatory).
If the application is submitted by a family member of a veteran, documents confirming the family relationship must be attached. Such documents may include: a marriage certificate, copies of birth certificates, and documents confirming joint registration at the same address with the veteran (copies of the passports of the applicant and the veteran or extracts on place of residence registration, etc.). - A document confirming registration as an internally displaced person (IDP) (if applicable).
- Documents confirming actual expenses incurred in connection with entrepreneurial or independent professional activity that may be reimbursed at the expense of the Fund.
