Program description

The programme is implemented by the United Nations World Food Programme (WFP) in cooperation with the Shchedryk Charitable Foundation and is designed to support small-scale producers of fruit and vegetable products.

The programme aims to:

  • support greenhouse farming;
  • assist small fruit and vegetable producers;
  • support farms operating in war-affected and frontline communities.

The initiative is intended to strengthen the capacity of local producers and promote the development of greenhouse farming in the target communities.

Eligibility

The program is intended for individuals, sole proprietors (FOPs), family farms, and other representatives of micro and small agribusinesses engaged in fruit and vegetable production in open and/or protected ground who plan to develop their greenhouse operations.

To participate, applicants are expected to:

  • have been engaged in fruit and vegetable production for at least one year;
  • demonstrate proven experience in selling and marketing their agricultural products;
  • have a plan to develop or restore an existing greenhouse or to establish greenhouse production alongside open-field cultivation;
  • not have received similar financial or in-kind assistance related to greenhouse farming during the previous 12 months;
  • own a land plot suitable for installing a greenhouse of 90 m² or 150 m²;
  • be prepared to complete the application form and the required financial plan.

The program is implemented in the following communities of Mykolaiv Oblast: Snihurivska, Shevchenkivska, Shyrokivska, Zavodska (Pervomaiska), and Bereznehuvatska.

Financing

Under the programme, each participant receives one of two greenhouse equipment package options.

The available support includes:

  • a greenhouse equipment package for 90 m²;
  • a greenhouse equipment package for 150 m².

Supported Activities

The program is designed to support greenhouse development for small fruit and vegetable producers operating in open-field and/or protected cultivation who intend to expand their agricultural activities.

Supported projects include activities aimed at:

  • developing or restoring existing greenhouse operations;
  • establishing greenhouse cultivation as an addition to open-field production;
  • supporting individuals, sole proprietors (FOPs), family farms, and other representatives of micro and small agribusinesses engaged in fruit and vegetable production.

Roadmap

The programme is implemented through a series of scheduled stages, from application submission to the delivery and installation of support packages.

Key stages include:

  • by August 10 — submission of programme application forms;
  • by August 17 — review and evaluation of applications by the selection committee;
  • by September 11 — verification visits to the applicant's farm or business location;
  • by the end of October — delivery and installation of the support packages.

Applicants who successfully pass the evaluation stage will be contacted to arrange the verification visit.

Evaluation Criteria

As part of the competitive selection process, certain criteria are not mandatory, but they may provide applicants with an advantage when proposals receive equal evaluation scores.

Preference may be given to applicants who:

  • are internally displaced persons (IDPs) that relocated their business from temporarily occupied territories and require business recovery or expansion;
  • operate businesses or farms whose greenhouses or production infrastructure have been damaged or destroyed due to shelling or hostilities;
  • operate greenhouse facilities on land that was previously contaminated with explosive hazards but has since been officially confirmed as cleared and safe for use.

Required Documents

To participate in the program, applicants are required to complete the financial plan using the official template, upload it with the application form, and name the file according to the prescribed format.

Applicants should prepare the following documents:

  • a financial plan completed using the program's template;
  • photographs or documents confirming their farming activities, such as photos of products, production facilities, agricultural operations, sales, or customer testimonials.

Official business registration (sole proprietor or legal entity) is not a mandatory eligibility requirement, but it will be considered an advantage during the participant selection process.

Legal Terms

Under the program, applicants' personal data are treated as confidential and processed with the highest level of protection.

The main personal data protection conditions include:

  • personal data will not be disclosed to third parties;
  • information will be used only with the applicant's consent;
  • personal data will be processed solely when necessary to provide access to assistance under the United Nations World Food Programme (WFP) project.
