Compensation to Farmers for Purchase of Breeding Livestock

The programme is implemented as part of the Comprehensive Programme for Support and Development of Agriculture in Lviv Region for 2021–2026 and is financed from the regional budget.

The Department of Agro-Industrial Development of the Lviv Regional State Administration informs livestock-sector entities about the possibility of receiving financial support in the form of partial reimbursement of the cost of:

• breeding heifers of the dairy type;
• breeding heifers of the dairy-meat type;
• breeding heifers of the meat productivity type;
• calves of the meat productivity type.

Thus, the programme supports livestock-sector entities through partial reimbursement of the cost of the specified breeding animals.

The programme supports breeding animals purchased from livestock breeding entities during the period from 1 October of the previous year to 30 September of the current year.

Eligible animals include:

• breeding heifers of the dairy type;
• breeding heifers of the dairy-meat type;
• heifers and heifers of the meat productivity type.

The animals must be of domestic origin and/or imported under the import regime.

Financial support is available to business entities whose average monthly salary for the last reporting quarter is at least UAH 13,500.

The salary requirement does not apply to individual entrepreneurs and members of farming enterprises who do not accrue a salary to themselves but receive income.

According to the programme conditions, partial reimbursement of the cost of breeding heifers and young cattle is provided.

• The support amounts to up to 30% of their cost excluding VAT.
• The maximum reimbursement is UAH 15,000 per animal.

• Purchase of breeding dairy heifers;
• purchase of breeding dairy-and-meat heifers;
• purchase of breeding beef heifers;
• purchase of domestically produced animals and/or their import during the specified period.

Applications for financial assistance are accepted at the Department of Agro-Industrial Development of the Lviv Regional State Administration at the following address: Lviv, 4 V. Chornovil Ave., 9th floor, Room 82.

To receive partial reimbursement, business entities are required to submit the following documents to the Department:

• An application in the form established by the Department.
• A copy of an extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Formations, generated in the month of application submission.
• A copy of the financial statements according to the selected taxation system for the previous reporting year (for legal entities, except those newly established in the current year).
• A copy of the taxpayer’s tax return according to the selected taxation system for the previous year (for individual entrepreneurs and individuals carrying out independent professional activities).
• An extract from the Unified State Register of Animals indicating the total number of identified and duly registered animals as of the application submission date.
• A certificate containing the bank details.
• Copies of the relevant payment documents (payment instruction, delivery note, payment invoice, etc.).
• A copy of the sale and purchase agreement for breeding livestock.
• A copy of the acceptance and transfer certificate for breeding livestock, except for animals imported under the import regime.
• A copy of the relevant contract, commercial invoice, payment documents, certificates and customs declaration — in the case of imported breeding livestock.
• Copies of certificates for breeding (genetic) resources.
• Copies of tax calculations of income accrued (paid) to individual taxpayers and the amounts of tax withheld from them, as well as the amounts of the unified social contribution, approved by Order No. 4 of the Ministry of Finance of Ukraine dated 13 January 2015, as amended, for the last three months preceding the month of application submission, where applicable.

Additional requirements

• A written commitment to submit information to the Department by 20 February on the results of activities during the current year in the established form.
• Repayment to the local budget, within one budget period, of the budget support received if, during the following two years (as of 1 January), the number of purchased animals whose cost was partially reimbursed decreases.

Financial support is provided to a business entity following the review of the submitted documents by the Commission. Based on the Commission’s decision, the Department prepares the Register of recipients of financial support in the established form.

Recipients of support are required to:

• twice a year — by 20 January and 20 June — submit information on the livestock numbers as of 1 January and 1 June respectively, including animals whose cost was partially reimbursed;
• if the number of purchased animals whose cost was partially reimbursed decreases during the following two years, return the budget support received to the regional budget, except where the decrease resulted from disease or the death of animals confirmed by relevant veterinary documents.

Business entities that have received financial support are also required to submit information to the Department by 20 February of the following year on the results of their activities during the current year, using the established form.

Recipients of financial support are subject to a requirement to maintain the relevant livestock numbers for the period specified by the programme.
