Program description
SOS Children’s Villages Ukraine announced an open subgrant competition for civil society and charitable organizations implementing socially impactful projects focused on the reintegration of children and families returning to Ukraine.
The competition is implemented within the framework of the project “Strengthening Civil Society Capacity for the Safe Reintegration of Children and Families Returning to Ukraine”, supported by Sida.
The programme supports initiatives related to:
- reintegration of children and families affected by war;
- protection of children’s rights;
- development of civic participation;
- strengthening social cohesion within communities.
The grant competition is aimed at supporting NGOs and charitable organizations working on the safe return and social reintegration of families in Ukraine.
Main Information
Eligibility
Within the grant competition, civil society and charitable organisations may apply if they meet the defined organisational, staffing and territorial requirements.
Main eligibility criteria
Applicant organisations must:
- be officially registered in Ukraine for at least one year;
- hold non-profit status under Ukrainian legislation;
- have proven experience in project implementation;
- work in the field of support for children, youth, families and communities;
- be prepared to implement policies on child protection, anti-corruption and prevention of inappropriate sexual conduct.
Additional advantages include:
- experience working with international organisations;
- experience implementing humanitarian or social projects.
Project team requirements
The project team should include:
- a project manager;
- a financial manager or accountant;
- a procurement specialist;
- consultants or external experts, where relevant.
All team members are expected to:
- have professional qualifications and relevant experience;
- speak Ukrainian fluently;
- comply with Sida donor procedures and internal organisational policies.
Implementation territory
Projects will be implemented in four regions of Ukraine:
- Ivano-Frankivsk region,
- Poltava region,
- Kyiv region,
- Mykolaiv region.
Target groups
The programme is aimed at:
- children and families returning from abroad;
- internally displaced children and families;
- children affected by deportation or occupation;
- local communities and civil society organisations.
The programme expects participation from:
- 16 local civil society organisations;
- at least 4,800 children and family members receiving support.
Participation restrictions
The following entities are not eligible:
- individuals;
- commercial companies;
- public institutions;
- political parties;
- trade unions and religious organisations.
Applications submitted by organisations that do not meet the requirements or provide incomplete information will not be considered.
Financing
The grant programme provides project funding of up to UAH 850,000.
Grant payments will be disbursed in two instalments:
- 80% of the funding at the beginning of the project implementation;
- 20% after verification of the interim financial reporting documentation.
Eligible expenses are those that:
- are necessary for achieving the project objectives;
- comply with the principles of efficiency and cost-effectiveness.
Grant funds may be used for:
- salaries of project staff and external experts;
- procurement of goods and services required for project implementation;
- communication and information services;
- consultancy services;
- rental of venues for trainings and events;
- printing and publishing services;
- consumables and office supplies;
- transportation and other project-related expenses.
The programme also specifies that the costs of the project manager and financial specialist/accountant are mandatory budget items and may be covered by the grant.
At the same time, non-eligible expenses include:
- preparation of the project proposal;
- debt payments;
- exchange rate fluctuation costs;
- international travel;
- costs already financed by other programmes;
- office rent and utility payments.
Administrative costs may not exceed 18% of the total project budget.
The programme does not support humanitarian aid or direct cash assistance activities.
Supported Activities
Within the grant competition, support is provided for initiatives focused on the reintegration of children and families, civic participation and strengthening the capacity of local civil society organisations.
Main supported activities
The programme supports projects that include:
- conducting needs assessments of communities and target groups;
- developing and implementing local initiatives supporting the reintegration of children and families;
- strengthening the participation of children, youth and families in decision-making processes;
- organising advocacy activities at local and regional levels;
- improving cooperation between civil society organisations, public authorities and social services;
- applying approaches based on human rights, gender equality and conflict sensitivity;
- strengthening organisational capacities in governance, financial management and MEAL systems;
- documenting and sharing lessons learned and project practices.
The programme also supports initiatives aimed at:
- strengthening social cohesion and civic engagement;
- integrating environmentally responsible approaches into project implementation.
Expected project outcomes
Supported projects are expected to contribute to:
- stronger organisational, technical and advocacy capacities of civil society organisations;
- implementation of evidence-based and rights-based approaches;
- improved cooperation between civil society organisations and public authorities;
- increased opportunities for children and families to participate in consultations and advocate for their rights;
- enhanced social cohesion within target communities;
- development of practices and approaches that can be scaled at local, regional and national levels.
Roadmap
How to Apply
To participate in the grant competition, organisations must prepare and submit a complete application package in accordance with the programme requirements.
Step-by-step application process
- Prepare the full set of application documents specified in points 1–4 of the application requirements.
- Complete all application materials in Ukrainian.
- Submit all documents in a single email as a .rar archive.
- Use the following subject line format:

Partner-SIDA@sos-ukraine.org - Submit the application by 31 May 2026, 23:59.
Important conditions
- All submitted applications will be reviewed for compliance with the competition requirements.
- Only applications meeting the eligibility criteria will be forwarded to the selection committee.
- Project proposals submitted after the deadline will not be considered, regardless of the reason for delay.
Evaluation Criteria
The evaluation of project proposals within the grant programme is carried out through several consecutive stages. The process includes eligibility verification, legal review, technical assessment and final selection of beneficiaries.
Main evaluation stages
- Stage I — eligibility and compliance check: applicants and submitted documentation are reviewed for compliance with programme requirements, including the application form and budget proposal.
- Stage II — legal verification: applicants undergo a legal compliance assessment.
- Stage III — content evaluation of project proposals: proposals are assessed based on technical quality, proposed activities, budget relevance and alignment with the objectives of the call.
- Applicants may also be invited to participate in an online presentation or submit a short project video.
Evaluation criteria
The assessment takes into account:
- relevance of the proposed activities to the objectives of the competition;
- justification and appropriateness of planned costs;
- consistency between the budget and proposed activities;
- technical quality and overall content of the proposal.
Proposal revision stage
Applicants achieving the required score may be invited to revise and improve their project proposals. During this stage:
- online meetings with applicants may be organised;
- recommendations for improvements are provided;
- updated project proposals are submitted.
Final selection
The final beneficiary selection process includes:
- eligibility and legal verification;
- participation in the capacity-strengthening programme;
- assessment of revised proposals;
- selection of subgrant recipients.
The programme specifies that:
- out of 16 organisations participating in the training programme, 8 organisations will be selected for subgrant support;
- applicants will be informed about the results via email;
- final decisions on projects are not subject to appeal or revision.
Required Documents
Reporting and Compliance
Within the grant programme, a systematic monitoring, evaluation and reporting framework is established for all subgrant projects. These processes are coordinated by SOS Children’s Villages Ukraine in line with the MEAL approach and Sida donor requirements.
Monitoring and evaluation
Project monitoring includes:
- analysis of programme and financial reports;
- regular online and offline meetings with project teams;
- monitoring visits to project implementation sites;
- assessment of achieved results and impact indicators.
Special attention is given to:
- compliance with human rights, gender equality and conflict sensitivity principles;
- project effectiveness and sustainability of results after funding completion.
The organisation reserves the right to conduct additional checks, including financial audits, during project implementation and for up to three years after project completion.
Reporting requirements
Subgrant recipients are required to submit reports in the formats and within the deadlines defined by the programme. Reports must include:
- descriptions of implemented activities;
- achieved results and indicators;
- analysis of challenges and risks;
- financial information on the use of funds.
Financial reporting must include supporting documentation and comply with donor requirements and internal procedures.
At the end of the project, beneficiaries must submit a final report containing:
- a consolidated overview of activities;
- evaluation of outcomes and impact;
- a financial report covering the entire implementation period.
Communication and compliance obligations
Communication reporting is required in both interim and final formats and may include:
- photo and video materials;
- links to publications;
- evidence of project visibility activities.
All communication materials must acknowledge the partnership with SOS Children’s Villages Ukraine. All reports and documentation must be submitted in Ukrainian and comply with requirements regarding quality, completeness and accuracy of information.
