Program description
The House of Europe program (funded by the EU) supports professional and creative exchanges between Ukrainians and their colleagues from the EU and the UK. Grants are awarded for the implementation of individual projects in the fields of culture, education, youth work, social entrepreneurship, and media. The project must be new, unrelated to routine activities, involve collaboration with partners from the EU or the UK, and contribute to professional development.

Eligibility
Eligibility for the grant program is open to individual professionals who meet specific requirements.
- Applicants must apply as individual participants (team applications are not allowed).
- Candidates must be adults and hold Ukrainian citizenship.
- They are expected to demonstrate full responsibility for project management and implementation.
- Applicants must reside in Ukraine (excluding temporarily occupied territories).
Additionally, consideration is given to:
- motivation to implement a project as a professional challenge and development opportunity.
Financing
Funding within the grant program includes a defined grant size and clear rules on eligible and non-eligible expenses.
- The grant amount ranges from €1,000 to €4,000.
Eligible costs include:
- participation in events, training programs, expert consultations, and mentoring;
- marketing activities (design, photo/video production, promotion);
- administrative expenses (rent of premises and equipment);
- digital tools (software, etc.);
- fees for experts and facilitators;
- other costs directly related to project implementation.
Non-eligible costs include:
- expenses not included in the budget or unrelated to the project;
- costs covered by other grants or programs;
- expenses incurred before the project start;
- ongoing operational costs (e.g., salaries, office rent);
- purchase of equipment and construction works.
Disbursement structure:
- Funds are transferred in two installments to a business or organizational bank account.
- The first payment equals 75% of the total grant and is provided after contract signing.
- The remaining amount is paid after full project completion and submission of the final report.
Supported Activities
The grant program supports a range of activities focused on professional development, international collaboration, and implementation of individual ideas.
- The program enables participants to implement personal projects, even if they are not related to their main job, provided they contribute to personal development.
- Involvement of the EU or the United Kingdom in the project is mandatory (e.g., through partnerships, events, or collaboration with international peers).
Key supported activities include:
- implementation of projects of various formats and scales defined by participants;
- initiatives beneficial to the professional community and knowledge sharing;
- projects in culture, education, youth work, social entrepreneurship, and media;
- development of international exchange and networking between Ukrainian professionals and EU partners;
- activities that expand collaboration opportunities, events, and connections across Ukraine, including regions.

Evaluation Criteria
Applications in the grant program are evaluated based on several criteria with defined maximum scores.
- Motivation and objectives (up to 20 points):
assesses clarity of motivation, relevance and feasibility of objectives, and the applicant’s experience. - Methodology (up to 30 points):
evaluates the quality of activities, clarity of the plan and timeline, as well as cooperation with EU partners and supporting evidence. - Relevance (up to 10 points):
measures how well the project aligns with the needs of national communities. - Long-term impact (up to 25 points):
focuses on the project’s long-term impact, knowledge dissemination, and the applicant’s development as a change agent. - Budget (up to 10 points):
reviews the accuracy, justification, and alignment of costs with planned activities. - Geography (up to 5 points):
considers the applicant’s location (e.g., rural or peripheral areas).
Required Documents
Applicants are required to prepare a set of mandatory documents to apply for the grant program.
- A scanned copy of passport pages and residence registration must be provided.
- A CV (up to 2 pages in Ukrainian) is required, including professional experience, education, internships, and scholarships.
- A project budget in the specified template must be submitted.
- Applicants must also include confirmation from an EU partner (e.g., invitation or partnership confirmation), clearly describing the partner’s role in the project.
Additional requirements:
- partner documents may be in English or another EU language but must include a Ukrainian translation.
Reporting and Compliance
The grant program establishes clear requirements for financial reporting and disbursement procedures.
- Participants are required to report all project-related expenses.
- Only expenses supported by proper documentation (receipts, contracts, and other financial records) are eligible for reporting.
Important notes:
- Beneficiaries may need to temporarily cover some costs themselves.
- Reimbursement is made after approval of the final report.
