Program description

The RESIST II project is a European initiative funded under the Single Market Programme – Euroclusters call. The program aims to strengthen the resilience, sustainability, and innovation capacity of Small and Medium-sized Enterprises (SMEs) operating within the mobility, transport, and automotive ecosystem.

The initiative addresses current challenges affecting European industry, including:

  • digital transformation;
  • the transition toward climate neutrality;
  • the need for resilient industrial value chains;
  • increasing environmental and production efficiency requirements.

Through the Process Innovation Open Call, support will be provided to SMEs implementing innovative solutions focused on:

  • improving industrial processes;
  • increasing resource efficiency;
  • enhancing operational sustainability;
  • adapting to ongoing industrial transitions.

Supported projects are expected to deliver measurable industrial and environmental results within an implementation period of up to nine months.

Eligibility

Within the RESIST II grant programme, Small and Medium-sized Enterprises (SMEs) operating in the mobility, transport and automotive ecosystem are eligible to apply.

Applications may be submitted by:

  • individual SMEs;
  • consortia of several SMEs implementing joint innovation projects;
  • collaborative projects involving up to three SMEs.

Start-ups and micro-enterprises may also participate if they comply with the SME definition and operate in the sectors covered by the call.

Main eligibility requirements include:

  • compliance with the SME definition under Recommendation 2003/361/EC;
  • fewer than 250 employees;
  • annual turnover not exceeding €50 million or annual balance sheet total not exceeding €43 million;
  • establishment in an EU Member State or a country associated with the Single Market Programme.

Applicants must operate within the:

  • mobility;
  • transport;
  • automotive ecosystem.

The programme particularly targets companies active in sectors such as:

  • automotive manufacturing;
  • rail transport;
  • waterborne transport;
  • cycling industries;
  • logistics and transport support services.

Companies outside the listed NACE categories may still be considered eligible if they can demonstrate membership in a cluster connected to the MTA ecosystem.

Applicants are not eligible if they:

  • are bankrupt or under liquidation;
  • are considered an “enterprise in difficulty” under Regulation (EU) No 651/2014;
  • have been convicted of fraud or financial irregularities;
  • are subject to EU funding exclusion or double-funding restrictions.

Financial support under the call may only be granted directly to SMEs, even if other organisations or subcontractors participate in project implementation.

Financing

Under the RESIST II grant program, a total budget of €800,000 will be distributed across two open call cut-off periods.

The program is expected to support:

  • approximately 15–20 projects;
  • around 25–30 SMEs.

The available financial support includes:

  • up to €20,000 for individual projects;
  • up to €30,000 for consortium projects.

Funding will be disbursed in stages:

  • 20% at the start of the project;
  • 40% after approval of the mid-term report;
  • 30% after approval of the final report;
  • the remaining 10% after participation in the showcase event.

The materials also specify that beneficiaries are required to provide 10% co-financing. Companies may participate in several RESIST II open calls, but the total amount of financial support received must not exceed €60,000.

Supported Activities

Within the RESIST II grant programme, supported projects will focus on innovation, digitalisation and resilience-building within the mobility, transport and automotive ecosystem.

Eligible project activities may include:

  • external services and procurement, such as testing, certification, consulting and specialised technical services;
  • acquisition of equipment, components and consumables;
  • personnel costs directly related to project implementation;
  • prototype development, pilot testing and validation activities.

Selected SMEs will additionally benefit from a complementary support package including:

  • technical support;
  • mentoring services;
  • internationalisation and networking support;
  • upskilling and reskilling opportunities.

Beneficiaries will have access to:

  • targeted technical assistance from experts in advanced automotive technologies and Industry 5.0;
  • a catalogue of qualified experts in digitalisation and green engineering;
  • international cooperation opportunities across Europe and selected third countries;
  • advanced training programmes and MOOCs on topics such as Net Zero technologies and critical raw materials.

The programme will also support participation in:

  • networking activities;
  • workshops;
  • showcase events;
  • dissemination activities.

Participation in certain project activities may be mandatory as part of the monitoring and validation framework for funded projects.

 

Roadmap

Within the RESIST II grant program, a structured implementation timeline has been established, covering all stages from the launch of the call to project execution.

The main stages include:

  • the application phase from May 13, 2026 to July 13, 2026 (17:00 Brussels time);
  • the evaluation phase from July to September 2026, involving independent experts and project partners;
  • the selection phase with communication of results and contract signing in September 2026;
  • the implementation phase from October 2026 to June 2027.

Supported projects are expected to have an implementation duration of up to nine months.

The materials also specify that project activities and expenses will only be considered eligible during the official implementation period defined in the Funding Agreement. Activities carried out before the official start date or after the project end date will not be considered eligible.

How to Apply

Applications under the RESIST II grant programme must be submitted electronically through the designated platform.

To apply, applicants are required to:

  • complete the application form;
  • provide information about the project concept;
  • explain the project’s relevance to the call objectives;
  • indicate partners, budget, work plan, expected results and KPIs.

Applicants must also upload:

  • the completed resilience check, a self-assessment tool designed to identify company vulnerabilities;
  • the completed Declaration of Honour confirming the accuracy of the submitted information and compliance with programme rules.

The resilience check covers areas such as:

  • market and customers;
  • technology and product;
  • processes and operations;
  • supply chain management.

Applications will be evaluated by at least three independent evaluators based on four main criteria:

  • level of innovation;
  • environmental and material impact;
  • feasibility and quality of the proposed work plan;
  • applicant capacity and market relevance of the project.
 

Evaluation Criteria

Within the RESIST II grant programme, applications will undergo a multi-stage evaluation process designed to ensure transparency, fairness and equal treatment of applicants.

After the submission deadline, the RESIST II consortium will verify:

  • compliance with formal requirements;
  • completeness of the required documentation;
  • eligibility and alignment with the objectives of the call.

Only proposals that successfully pass the admissibility and eligibility checks will proceed to the technical evaluation stage. Each proposal will be assessed by at least three independent experts.

The scoring system is based on:

  • a 0 to 5 scale for each evaluation criterion;
  • half-points may be awarded where appropriate;
  • proposals must obtain at least 60% of the total score to be considered for funding.

The evaluation focuses on four main dimensions:

  • the level of process improvement introduced by the project;
  • environmental and resource impact;
  • technical feasibility and quality of the work plan;
  • long-term industrial relevance and operational robustness.

In the case of equal scores, additional ranking rules will apply:

  1. overall total score;
  2. higher score in technical feasibility;
  3. higher score in environmental and resource impact;
  4. higher score in process improvement;
  5. geographical diversity of applicants.

The final project selection will be validated by the RESIST II consortium during Steering Committee meetings. All applicants will be informed of the evaluation results.

Applicants may also submit a formal complaint within 7 calendar days after receiving the results notification. The redress procedure is limited to procedural verification and does not include a re-evaluation of the proposal.

 

Updates / Announcements

The Process Innovation Open Call is divided into two cut-off periods. This approach allows SMEs that are not ready to apply in 2026 to have another opportunity to submit their innovation projects in 2027.

Reporting and Compliance

Within the RESIST II grant programme, project monitoring requirements will apply throughout the implementation period. The RESIST II consortium will monitor funded projects to ensure that activities are carried out in line with the approved objectives and work plan.

Beneficiaries will be required to submit:

  • periodic progress reports;
  • a mid-term report;
  • a final project report.

The reports must include:

  • descriptions of implemented activities;
  • information on project progress;
  • achieved results;
  • financial reporting data.

All reports must be submitted through the designated application platform using the reporting templates provided by the consortium.

The monitoring process will allow the consortium to:

  • verify that activities are implemented as planned;
  • assess project progress;
  • ensure that expected results and impacts are achieved.

In addition to reporting obligations, beneficiaries will also be invited to participate in:

  • networking activities;
  • collaboration initiatives;
  • dissemination and visibility actions within the RESIST II project.

Beneficiaries will also be required to complete the Single Market Programme Feedback Survey provided by the European Commission. Participation in this survey is mandatory and forms part of the reporting obligations. Proof of completion may be required as a condition for the final payment.

 

Legal Terms

Within the RESIST II grant programme, selected beneficiaries must comply with specific legal and contractual conditions related to project implementation.

After project approval, beneficiaries will sign a Funding Agreement with the RESIST II consortium. The agreement defines:

  • the rights and obligations of the parties;
  • the project implementation period;
  • reporting requirements;
  • financial conditions and payment arrangements;
  • monitoring procedures.

Projects may start only after the agreement has been signed by all relevant parties. The implementation period may not exceed nine months.
