Program description
The grant program is part of the Partnership Fund for a Resilient Ukraine (PFRU), a multi-year donor initiative implemented by Chemonics and funded by the governments of Canada, Estonia, Finland, Norway, Sweden, Switzerland, and the United Kingdom. The programme aims to strengthen Ukraine’s resilience by supporting local communities in cooperation with government institutions, civil society, the media, and the private sector.
Under this activity, projects are intended to improve the quality, accessibility, and continuity of integrated services for vulnerable population groups at the community level. Services are delivered through a joint service delivery model that combines three complementary areas:
- social support;
- legal assistance;
- mental health and psychosocial support (MHPSS).
The grant recipient is responsible for the full project implementation cycle and delivers services together with local partners, including municipal social services, civil society organisations, and other organisations legally registered in Ukraine. Activities are coordinated with PFRU and target communities through shared service protocols, embedded mentorship, and common quality assurance mechanisms.
Main Information
Eligibility
The competition is open to organisations that are officially registered in Ukraine as public or non-governmental organisations and hold non-profit status.
Applicants are required to:
- be prepared to undergo the PFRU due diligence process and screening through the Visual Compliance system;
- have qualified personnel with experience in project management and financial reporting;
- demonstrate effective management, internal control, and appropriate financial, administrative, and technical procedures;
- confirm the existence of, or readiness to implement, a health, wellbeing, and human rights policy;
- ensure proper management of staff and consultants;
- comply with ethical standards and the Chemonics Supplier Code of Conduct.
The programme does not accept applications from organisations that:
- are not registered under Ukrainian legislation or remain registered in temporarily occupied territories without changing their registration;
- have misused donor funding during the past five years;
- are excluded through the Visual Compliance system or listed on international sanctions or exclusion lists;
- are political parties, religious organisations primarily engaged in religious activities, or organisations supporting anti-democratic or illegal activities;
- are registered in Russia, North Korea, or Iran, or are affiliated with individuals or organisations included in the sanctions list of the National Security and Defence Council of Ukraine.
Financing
Supported Activities
The grant programme supports projects focused on joint delivery of integrated services at the community level across three complementary areas:
- social support;
- legal assistance;
- mental health and psychosocial support (MHPSS).
Supported projects are expected to include activities such as:
- identifying and engaging local partners, including municipal social services, civil society organisations, and community-based organisations;
- conducting joint rapid community needs assessments and developing service packages tailored to local needs;
- informing and engaging communities through communication plans, accessible information materials, and trusted local communication channels;
- delivering services jointly with local partners using shared procedures, coordination mechanisms, and referral pathways;
- establishing systems for supervision, quality assurance, and monitoring, including regular practice reviews and support for local service providers;
- building a community of practice, disseminating project results, and developing practical resources to support future implementation and scaling.
Projects are expected to strengthen local capacity, promote the continuity of service delivery beyond the grant period, and reinforce cooperation among local authorities, civil society organisations, and other service providers.
Roadmap
The grant programme follows several key stages, from the launch of the call for proposals to project implementation. The expected grant duration is 9 months.
Key milestones:
- 23 June 2026 — call for proposals announced.
- 3 July 2026 at 11:00 a.m. (Kyiv time) — online pre-application workshop to be held via Microsoft Teams.
- 3 August 2026 at 11:59 p.m. (Kyiv time) — application submission deadline.
How to Apply
To participate in the competition, applicants must prepare and submit a complete application package in accordance with the programme requirements.
- Complete the online application form available through the provided link.
- Prepare and have an authorised representative sign the Grant Proposal Form (Annex A), describing the project implementation strategy in line with the programme requirements.
- Prepare the Budget (Annex B) using the required format and instructions.
- Complete the Applicant Self-Assessment Form (Annex C) and attach the required supporting documents, including:
- registration documents;
- proof of non-profit status;
- the organisation's statute;
- organisational structure and CVs of key personnel;
- existing organisational policies;
- financial statements for the last three years (if available);
- audit reports (if available).
- Prepare the Risk Matrix (Annex D).
- Where available, include recommendation letters from local administrations or regional health departments.
Applications must be submitted in Ukrainian in electronic format using the templates provided in Annexes A, B, C, and D. The complete application package should be sent by email: pfru-grants@chemonics.com, indicating the competition reference 19-10_Service Provision.
Applications must be submitted no later than 23:59 (Kyiv time) on 3 August 2026. Chemonics reserves the right not to consider late applications or those that do not meet the eligibility requirements.
Evaluation Criteria
After the eligibility screening, the selection committee evaluates full applications using a 100-point scoring system. Only applications that meet the eligibility requirements and include all required supporting documents proceed to the evaluation stage.
Applications are assessed under the following categories:
- Project methodology and design — 45 points.
- Expert knowledge and experience — 30 points.
- Budget and value for money — 15 points.
- Risk management — 10 points.
The assessment considers the quality and feasibility of the proposed methodology, the relevance of the organisation’s and personnel’s experience, the justification of the proposed budget, and the approach to managing budgetary, environmental, and security risks. Particular attention is given to the integration of GEDSI (Gender Equality, Disability and Social Inclusion) considerations.
Applications that achieve at least 70 points may be shortlisted for further review by the selection committee. Shortlisted applicants will be invited to negotiations and will undergo a due diligence process as potential grant recipients.
Required Documents
Applicants are required to submit a complete application package consisting of all forms and supporting documents specified by the grant programme.
The required application package includes:
- a completed online application form;
- the Grant Proposal Form (Annex A), signed by an authorised representative;
- the Project Budget (Annex B);
- the Applicant Self-Assessment Form (Annex C);
- the Risk Matrix (Annex D).
The self-assessment package must also include:
- an extract from the State Register or registration documents (including re-registration documents, where applicable);
- proof of non-profit status;
- the current version of the organisation's statute;
- the organisational structure and CVs of key personnel;
- existing organisational policies;
- financial statements for the last three years (if available);
- audit reports (if available).
Where possible, applicants are also encouraged to provide recommendation letters from local administrations or regional health departments.

Participants will be able to ask questions about the call and receive guidance on completing the application form, self-assessment form, and other RFA requirements.
Reporting and Compliance
The grant recipient is required to submit 100% of the required reporting, including documentation confirming all financial transactions, in accordance with the grant programme requirements.
The final payment, amounting to 5–10% of the total project budget, will be released only after the complete reporting package has been submitted and all financial transactions have been verified.
