Program description

The competition aims to support the work of civil society organizations active in the fields of human rights protection, the restoration of justice, and the prosecution of those responsible for international crimes.

The goal is to help establish the objective facts and hold perpetrators accountable for war crimes, crimes against humanity, genocide, and the crime of aggression.

Eligibility

Within the grant program, eligibility requirements clearly define who can apply:

  • civil society organizations working in the field of human rights and justice are eligible;
  • at the same time, the fund does not provide grants to political parties, religious communities, or private individuals;
  • state and municipal enterprises, institutions, as well as profit-oriented entities, are also not eligible to apply.

Financing

Within the grant program, funding parameters and expenditure requirements are clearly defined:

  • the minimum grant amount is UAH 1,000,000;
  • the maximum amount is UAH 4,000,000;
  • the average grant size is UAH 2,000,000;
  • the total call budget is UAH 20,000,000.

Eligible costs must:

  • be necessary for project implementation;
  • occur within the project duration;
  • comply with principles of efficiency and value for money;
  • be properly documented and supported by financial records.

At the same time, the following costs are not eligible:

  • costs related to application preparation or organization setup;
  • debt repayment or compensation for currency fluctuations;
  • political or religious activities, or discriminatory practices;
  • profit-oriented activities;
  • construction, renovation, or purchase of equipment, vehicles, or luxury goods;
  • humanitarian or military aid;
  • provision of financial support to third parties.

Supported Activities

Within the grant program, supported activities focus on justice processes and documentation of international crimes related to armed conflict.

Key areas of support include:

  • facilitating the participation of victims in justice processes, including provision of legal aid at national and international levels;
  • supporting investigative authorities and prosecutors in building evidence related to international crimes, including:
    • conflict-related sexual violence;
    • extrajudicial killings and enforced disappearances;
    • torture and unlawful detention;
    • deportation and forced displacement;
    • discriminatory persecution;
    • environmental crimes;
    • destruction of civilian infrastructure and cultural heritage;
  • strengthening the capacity of national criminal justice institutions;
  • research and improvement of approaches to accountability and victim support;
  • preparation of analytical and informational materials, as well as advocacy activities.
 

Roadmap

The roadmap of the grant program outlines key deadlines for submission and result announcement:

  • the submission deadline is 08.05.2026 (15:00 Kyiv time);
  • the competition closing date is 08.05.2026;
  • results will be announced on 20.07.2026.

Additional deadlines are set depending on the project budget:

  • for projects up to UAH 2,000,000 — until 25 June 2026;
  • for projects up to UAH 4,000,000 — until 20 July 2026.

How to Apply

The application process for the grant program is conducted through a designated online system with specific technical requirements:

  • the application (application form with attachments) must be submitted via the Electronic Competition service on the International Renaissance Foundation website;
  • documents must be uploaded in .doc, .docs, .xls, .xlsx, or .pdf formats;
  • the maximum file size per document is up to 8 MB;
  • the submission deadline is 8 May 2026, 15:00 Kyiv time.

Applications submitted after the deadline or through other means will not be considered.

Evaluation Criteria

Applications within the grant program are evaluated based on the following selection criteria:

  • alignment with the thematic priorities of the call;
  • experience and institutional capacity of the organization;
  • confirmed partnerships with relevant stakeholders (public, civil, national, and international);
  • feasibility of achieving the expected results and alignment with the program objectives;
  • consistency between the proposed budget, planned activities, and expected outcomes.

  • Requirements regarding the organization’s level of transparency.
  • Application form.

Reporting and Compliance

Within the grant program, requirements for financial and narrative reporting are clearly defined:

  • expenditures must be properly documented, justified, and clear, supported by financial and accounting documentation;
  • the beneficiary is responsible for monitoring project implementation and evaluating its results;
  • compliance with communication policy and branding requirements is mandatory;
  • reports must be submitted in a specified format defined by the International Renaissance Foundation.

Legal Terms

Within the grant program, the following legal conditions apply to the review process and communication of results:

  • submitted materials are not returned and are not reviewed;
  • successful applicants are notified by email, and information about winners is published on the official website;
  • the final decision is not subject to appeal;
  • reasons for rejection of project proposals are not disclosed.
