Program description

The grant programme is implemented within the project “Comprehensive Protection Services for Civilians Affected by Hostilities and Resilience Building for First Responders”:

  • The call is implemented by organizations including Right to Protection CF, Voices of Children CF, NAGD “Zdorovi” CF, and the League of the Strong.
  • The project is supported by the Government of the United States of America.
  • The content is the responsibility of Right to Protection and does not necessarily reflect the views of the U.S. Government.

Eligibility

Organisations are eligible to participate if they meet defined eligibility criteria and demonstrate sufficient capacity to implement projects:

  • Legal status — applicants must be registered legal entities and non-profit organisations (including NGOs and charitable organisations).
  • Registration period — organisations must be established at least one year before the call date.
  • Operational capacity — availability of a team, including at minimum a project manager and a financial specialist.
  • Geographic scope — activities must be carried out in government-controlled areas of Ukraine.
  • Financial management and reporting — applicants must have proper accounting systems and the ability to report and undergo audits.
  • No debts or sanctions — organisations must not have tax liabilities or be subject to sanctions.
  • Experience and motivation — demonstrated commitment to development and, preferably, prior project implementation experience.
  • Compliance with policies — including zero tolerance for sexual exploitation and abuse (SEAH), fraud, and misuse of funds.

It is also noted that organisations registered less than one year prior may still be considered if they provide sufficient justification of their capacity and budget.

Financing

Funding within the programme is structured across several thematic lots, each with defined budgets and beneficiary coverage requirements:

  • Lot 1: up to $100,000 (≈ UAH 4,450,000) — at least 800 beneficiaries.
  • Lot 2:
    • up to $50,000 (≈ UAH 2,225,000) — at least 450 beneficiaries;

    • up to $100,000 (≈ UAH 4,450,000) — at least 800 beneficiaries.

  • Lot 3:

    • up to $25,000 (≈ UAH 1,112,500) — at least 300 beneficiaries;

    • up to $50,000 (≈ UAH 2,225,000) — at least 450 beneficiaries.

  • Lot 4:

    • up to $25,000 (≈ UAH 1,112,500) — at least 300 beneficiaries;

    • up to $50,000 (≈ UAH 2,225,000) — at least 450 beneficiaries.

  • Lot 5:

    • up to $25,000 (≈ UAH 1,112,500) — at least 300 beneficiaries;

    • up to $50,000 (≈ UAH 2,225,000) — at least 450 beneficiaries.

Funding levels are directly linked to the scale of activities and the number of beneficiaries reached.

Supported Activities

The grant programme supports a range of activities across thematic lots, focusing on assistance to vulnerable groups and strengthening social services:

  • Lot 1 (civilian protection) includes psychosocial, legal, and informational support, individual and group counselling, educational and cultural activities, as well as development of social services and crisis spaces.
  • Lot 2 (support for veterans and families) covers activities related to psychological support, rehabilitation, and reintegration, development of veteran spaces and programmes, and structured social support.
  • Lot 3 (children and youth) supports educational and recreational activities, creation of safe spaces, psychosocial assistance, initiatives to address learning loss, and life skills development.
  • Lot 4 (persons with disabilities) focuses on improving accessibility of services, individual support, psychosocial assistance, development of inclusive services, and economic inclusion.
  • Lot 5 (healthcare) includes provision of medical and advisory services, mobile healthcare delivery, rehabilitation, palliative care, supply of care items, and procurement of basic medical equipment.

The programme timeline outlines key stages for application, preparation, and implementation:

  • Call announcement: April 28, 2026.
  • Information sessions for applicants:
    • May 6, 2026, 11:00 — overview of the call and requirements;

    • May 7, 2026, 15:00 — concept note preparation guidelines;

    • May 11, 2026, 16:00 — application form, budget, and planning requirements.

  • Key submission deadlines:

    • concept notes — by 9:00 AM, May 20, 2026;

    • full applications — by 9:00 AM, May 27, 2026.

    • Applications submitted after these deadlines will not be considered.

  • Project implementation timeline:

    • expected start — July 1, 2026;

    • completion — December 31, 2026;

    • indicative duration — 5–6 months.

Evaluation Criteria

The selection committee evaluates applications using a scoring system covering key aspects of project quality and capacity:

  • Quality of the project and alignment with objectives — assesses effectiveness of the approach, expected impact, and relevance to donor priorities (30 points).
  • Target group orientation — evaluates how well the proposal addresses beneficiaries’ needs, feasibility of outreach, and cost-efficiency (25 points).
  • Budget consistency with project activities — reviews the logic and economic justification of proposed costs (20 points).
  • Institutional capacity of the organisation — considers experience, team qualifications, and management and financial control systems (15 points).
  • Innovation potential — assesses the use of new methods and potential for scaling or integration (10 points).

Overall, the evaluation combines both the quality of the proposal and the applicant’s ability to implement it.

All applicants are informed about the results, while organisers reserve the right not to provide explanations for rejection.

Required Documents

To apply for the grant programme, applicants must submit a set of mandatory documents via the online application form:

  • Application form or project concept (PDF) — depending on the lot (Annex 1).

    • For budgets of USD 100,000 and USD 50,000, a project concept is required.

    • For USD 25,000, a full application form with budget must be submitted.

  • Project budget (Excel) — submitted in the required format (Annex 2).
  • Organisation registration documents (PDF), including:
    • extract from the state register;

    • proof of non-profit status;

    • statute/bylaws;

    • document confirming authorised signatory;

    • CVs of key team members.

All documents must follow the provided templates and be submitted in full, as this is a mandatory requirement for application review.

    • each organisation may submit only one project within the call;

    • submitting the same project to multiple calls or through different partners is not allowed.

  • Project structure requirements:

    • projects including a “hard” component (e.g. repairs or equipment purchase) must also include a “soft” component (activities, services, or consultations for beneficiaries).

  • Additionally, organisers hold open information sessions where applicants can receive clarifications on the programme conditions.
