EYF Grants for International One-Off Youth Activities

The European Youth Foundation (EYF), within the framework of this call, supports international one-off youth cooperation activities aimed at strengthening international understanding, solidarity, and the promotion of human rights and democracy. The programme focuses on four key thematic priorities: rebuilding pluralistic democracy, ensuring young people's access to rights, supporting living together in peaceful and inclusive societies, and the development of youth work.

Supported initiatives encompass international youth meetings, notably youth camps, seminars, conferences, trainings, and study visits, which must last for a minimum of four programme days. Projects must be prepared and implemented by a multicultural team in compliance with Council of Europe quality standards, using methods of non-formal education, intercultural learning, youth participation, and human rights education. Activities generally take place in one or more of the 46 member states of the Council of Europe and must involve participants from a minimum of seven member states with proper representation, where at least 75% of the participants are under 30 years of age.

Applications can be submitted by national and international non-governmental youth organizations, networks, as well as national organizations provided they have the necessary international partnerships (at least three partner organizations in other member states or a partnership with an international structure). Applicants must possess sufficient financial, operational, and professional capacity, as well as a bank account capable of receiving Euros. A mandatory condition is the availability of co-funding for the project through the organization's own resources or contributions from third parties (in financial, human, or in-kind form).

• An applicant can be an international non-governmental youth organization registered in the EYF system, its international or sub-regional network.
• National non-governmental youth organizations are also eligible to apply provided they have at least 3 partner national youth organizations in other member states or a partnership with an international non-governmental youth organization/network.
• The applicant organization must have a bank account to receive funds in Euros, as well as sufficient financial, operational, and professional capacity to implement the initiative.

• Maximum grant amount is up to 25,000 euros.
• Every grant recipient organization is required to contribute to the project through its own resources or the involvement of third parties (in the form of financial, human resources, or in-kind contributions).
• Grant funds are paid in installments: 80% is transferred after the signing of the grant agreement, and the remaining balance is paid after the submission and approval of the final reports.
• Expenses are not covered for commercial operations, acquisition or construction of real estate, purchase of fixed equipment for buildings, tourism activities, scholarships, sports events, school exchanges, or school/university program activities.

• Grants are aimed at supporting international youth meetings, which may include youth camps, seminars, conferences, trainings, or study visits (the list is illustrative and non-exhaustive).
• Funding can cover the main youth meeting as well as preparatory, evaluation, and follow-up meetings.
• All activities must be prepared and implemented by a multicultural project team in accordance with the quality standards of the Council of Europe.
• The work must utilize methodologies of non-formal education, intercultural learning, youth participation, and human rights education.
• Activities as a general rule must take place in one or more of the 46 member states of the Council of Europe and last for at least 4 programme days.
• Participation must involve representatives from at least 7 member states (with proper country representation), and no less than 75% of participants must be under 30 years of age, with special attention to the inclusion of youth with disabilities and gender equality.
• Commercial or for-profit operations, purchase of land/buildings, construction or renovation, purchase of fixed equipment, tourism, scholarships, sports events, school exchanges, university or professional programs, as well as statutory meetings of organizations are not supported.

• Publishing of the call: August 17, 2026

• Assessment and dialogue with applicants: October 2 – November 15, 2026
• Meeting of the Programming Committee on Youth (decision making): December 14–15, 2026

• Reporting on grants: within 2 months after the project's end date (and no later than February 29, 2028)

1. Applicants must be registered in the European Youth Foundation grant system (support4youth.coe.int). Organizations not yet registered must create an account and submit a registration request in advance, as validation by the EYF secretariat can take up to two weeks.
2. It is necessary to fill out the narrative application form and the budget form, which includes both grant-funded expenses and funds from other sources. Documents must be submitted in English or French.
3. The project proposal must be submitted via the EYF system (support4youth.coe.int) no later than October 1, 2026 (23:59 CET). Incomplete applications or those submitted after the deadline will not be considered.

• Relevance and added value of the proposal regarding the objectives of the call — 40%.
• Quality, clarity, and completeness of the application proposal — 32%.
• Cost-effectiveness and completeness of the foreseen budget — 16%.
• Expertise and experience of the organization, partners, and project team — 12%

• Filled narrative application form.
• Completed budget form containing both EYF grant expenses and funds from other sources.
• Signed declaration on honour to confirm compliance criteria and the absence of criminal convictions, bankruptcy, or tax debts.
• Documents confirming the organization's registration in the European Youth Foundation system (support4youth.coe.int).

• The grant recipient is required to submit final narrative and financial reports to the Foundation no later than 2 months after the project's completion (and in any case no later than February 29, 2028).
• Funds are disbursed in two installments: 80% after signing the grant agreement, and the remaining balance after the final reports are accepted by the Council of Europe.
• Applicants are excluded from the competition in the event of convictions for corruption, fraud, money laundering, terrorism, or trafficking in human beings, the presence of bankruptcy or liquidation procedures, debts regarding taxes and social contributions, as well as the creation of shell companies to evade obligations or the misuse of public funds.

• The procedure is based on the principles of transparency, non-retroactivity, prohibition of cumulative awards, non-profitability, co-financing, and non-discrimination in accordance with the European Youth Foundation's Review Regulations.
• Organizations are subject to exclusion if they have final court convictions for participation in a criminal organization, corruption, fraud, money laundering, terrorist financing, offenses linked to terrorist activities, child labor, or trafficking in human beings.
• Applicants must not be in a state of bankruptcy, liquidation, cessation of activity, insolvency, or composition with creditors, nor have unfulfilled obligations regarding the payment of social contributions and taxes under the legislation of the country of registration.
• Organizations are also excluded if they are shell companies created to evade legal obligations or have been involved in the misuse of public funds or Council of Europe funds.
• Applicants must not be in a situation of actual, potential, or perceived conflict of interest that cannot be resolved to the satisfaction of the EYF secretariat.
• To confirm compliance with legal conditions, organizations provide an official declaration on honour, while the Council of Europe reserves the right to request additional supporting documents at any stage.
