Program description
The program is implemented by the International Organization for Migration (IOM) with financial support from the German Government through the German Development Bank (KfW). The initiative aims to support the efforts of the Government of Ukraine in economic recovery and job creation. Grants are provided for the purchase of equipment, tools, rent of premises, and other needs aimed at developing activities.
Main Information
Eligibility
General criteria:
- Registered at least 1 year prior to the application date.
- Registered in Ukraine and owned by Ukrainian citizens.
Willingness to create new jobs.
Micro-enterprises:
- Employ fewer than 10 people.
- Enterprises that will create at least 1 new job thanks to the grant.
Geographically located in the following regions:
- Kyiv and Kyiv region
- Chernihiv and Chernihiv region
- Sumy and Sumy region
Small enterprises:
- Employ 10 or more people.
- Enterprises that will create at least 3 new jobs thanks to the grant.
Priority will be given to enterprises affected by the war, damaged, destroyed, and displaced; enterprises headed by veterans, women, and young people; enterprises whose activities contribute to supporting vulnerable groups of the population; enterprises in rural areas.
Financing
Micro-enterprises - the maximum grant amount is up to €7,000 in UAH equivalent at the UN exchange rate.
Small enterprises - the maximum grant amount is up to €20,000 in UAH equivalent at the UN exchange rate.
The UN exchange rate changes on the first and fifteenth days of each month. The current UN exchange rate can be found at: https://treasury.un.org/operationalrates/OperationalRates.php. 
Grants WILL NOT BE PROVIDED to enterprises in the following sectors:
- production or trade in weapons and ammunition;
- production or trade in alcoholic beverages;
- production or trade in tobacco products;
- production or trade in radioactive materials;
- production, trade, or use of unbound asbestos fibers;
- production or trade in pharmaceuticals;
- production or trade in pesticides/herbicides, taking into account international
- phase-outs or bans;
- medical facilities and pharmacies;
- luxury goods and gambling equipment.
Supported Activities
Grant funds may be used for:
- purchasing specialized equipment and tools necessary for production/processing and other company activities;
- repairing and furnishing premises (including purchasing furniture, shelving, etc.);
- purchasing raw materials for the production process (up to 50% of the grant amount);
- all activities must be planned for a period of up to 4 months.

| Monthly review | IOM reviews applications on a monthly basis and invites shortlisted applicants to present their business plans. |
| Call closure condition | Grants are awarded until the available funds are exhausted. If the funds are exhausted before 31 January 2026, the call will be closed. |
| Stage 1 | Verification of the submitted application against the basic requirements / Initial screening. |
| Stage 2 | Shortlisted candidates prepare a business plan and present it online to the selection committee / Final selection. |
| Stage 3 | Contract signing and grant disbursement / Monitoring. |
| Stage 4 | Grant reporting and evaluation. |

Evaluation Criteria
- Validity and feasibility of the business idea.
- Potential for creating new jobs.
- Socio-economic impact on the community.
- Experience in entrepreneurial activity.
Required Documents
- Completed online questionnaire.
- Detailed business plan based on the template.
- Registration documents (extract from the Unified State Register).
Updates / Announcements
Only one application per enterprise/person will be accepted. Applications from one person submitted for more than one grant will be rejected.
One enterprise/person cannot apply for both a micro and a small grant at the same time. Please check the criteria before applying and fill out only one application form.
Enterprises that have already received a grant in previous IOM projects will not be supported.
Reporting and Compliance
Grant recipients are required to maintain transparent accounting and provide reports on the use of funds in accordance with IOM and donor requirements.
Legal Terms
Participation in the program implies consent to monitoring visits by IOM representatives to verify the targeted use of the grant.
