Program description

The state program for partial compensation of the value of business property destroyed or damaged as a result of the armed aggression of the Russian Federation, as well as partial compensation of insurance premiums under war risk insurance contracts, was approved by Resolution of the Cabinet of Ministers of Ukraine No. 1541 dated November 28, 2025, and enters into force on January 1, 2026. The implementation of the mechanism on behalf of the state is ensured by PJSC "Export Credit Agency" (PJSC "ECA").

The main goal of the program is to create a reliable support and protection tool for private business amidst the ongoing war threat. The program enables business entities to join the state system for covering potential future property losses caused by enemy actions in advance, as well as to reduce the cost of property insurance by partially compensating paid insurance premiums under relevant contracts.

A key feature of the instrument is its focus exclusively on future war risks: only losses that occurred after the Resolution came into force (after January 1, 2026) and after the business entity acquired official participant status under the program are eligible for coverage. Previously sustained losses are not compensated under this instrument. Furthermore, submitting an application for compensation for destroyed or damaged property legally constitutes accession of the applicant to an agreement assigning to the State of Ukraine the right of claim against the Russian Federation for damages in the amount of the paid compensation.
