Program description
“Artistic Debuts” is a competition organized by the “Cultural Horizons” program, which is co-funded by the European Union.
The competition aims to support the creative and professional development of artists in Ukraine, the professional growth of graduates from art schools, the development of new forms of artistic expression, interdisciplinary collaboration, the creation of digital and audiovisual cultural products, as well as partnerships between young artists and cultural institutions.
A mandatory requirement is the confirmed integration of young artists into the professional cultural environment.
The project must also be the result of an international partnership with organizations registered in EU member states. The total budget for the call for proposals is 18 million UAH (350,000 €).
Main Information
Eligibility
A legal entity of any form of ownership or an individual entrepreneur registered in Ukraine, excluding temporarily occupied territories in accordance with applicable legislation, for at least one year as of the competition announcement date, and having relevant experience in the cultural sector.
Financing
The total proportion of expenses for team member compensation and royalties (fees) paid to non-team members, including social security contributions, may not exceed 50% of the total grant-funded expenses

How to Apply
1. Review the competition guidelines.
2. Register on the UCF website as an applicant.
3. Select the “Cultural Horizons” programme, “Artistic Debuts” LOT and competition type.
4. Complete the application.
5. Sign the application with an electronic signature.
Reporting and Compliance
- Report on the Receipt and Use of Funds for the Implementation of the Project
- A separate attachment to the substantive report on project implementation must include materials
that confirm cultural and artistic activities - Independent Auditor’s Report
Legal Terms
- The applicant must be a legal entity or individual entrepreneur registered in Ukraine for at least one year as of the competition announcement date.
- Temporarily occupied territories are excluded.
- The applicant must have relevant experience in the cultural sector.
- The project must involve young artists directly.
- The project must result from international partnership with organisations registered in EU Member States.
- The project implementation language is Ukrainian; materials in foreign languages must be accompanied by a Ukrainian translation.
