The Emergency Recovery Program is a multi-sector project implemented with financial support from the Government of Japan through the Japan International Cooperation Agency (JICA) from March 9, 2023, to March 30, 2026. The total cost of the project is 22.44 billion Japanese yen.
The project aims to support the restoration, reconstruction, and development of Ukraine's critical infrastructure, which has suffered significant damage as a result of military operations. The program covers key areas of life support, including:
- transportation
- energy
- health care
- education
- agriculture
- humanitarian demining
- debris management
- water supply and sanitation.
The project includes nine sub-projects aimed at responding quickly to urgent recovery needs. The main tools for implementation are the procurement and supply of necessary equipment and materials, as well as providing technical and managerial support for the effective use of the resources provided.
The project is being implemented by Japan International Cooperation System (JICS), Crown Agents Japan Limited, and other partners involved in coordination, procurement, and implementation of activities in accordance with international standards and procedures.
The project makes a significant contribution to improving infrastructure resilience, restoring basic services to the population, and creating the conditions for Ukraine's long-term socio-economic recovery.
