Program description
The "SvitloDim" program was initiated by the Government of Ukraine to increase the energy independence of apartment buildings.
The goal is to ensure the autonomous operation of elevators, water pumps, and lighting during power outages.
The application process is fully digitalized via the "Diia" portal.
Main Information
Eligibility
Eligibility criteria:
- applications may be submitted by homeowners’ associations (HOAs), property managers, and service cooperatives of any form of ownership;
- support is provided for the needs of the entire multi-apartment building, not individual apartments;
- at the initial stage, the program operates in the city of Kyiv and the Kyiv region (with possible future expansion);
- priority is given to buildings with a verified and justified need for the equipment.
Participation requirements and key conditions:
- funding decisions are made within short timeframes;
- financing is allocated strictly for the purposes defined by the program;
- the application must be submitted by an authorized representative of the respective entity.
Note.
Geographic scope and prioritization may be adjusted depending on the stage of program implementation.
Financing
The program provides partial compensation for the cost of equipment, depending on the number of floors in a multi-apartment building and, in certain cases, the number of entrances.
The amount of compensation is determined as follows:
- for buildings up to 6 floors — up to UAH 100,000;
- for buildings with 7–16 floors — up to UAH 200,000;
- for buildings with 17 or more floors — up to UAH 300,000;
- the higher amount (up to UAH 300,000) may also apply to buildings with attached, built-in, or rooftop boiler rooms, as well as to buildings with 4–16 floors that have three or more entrances.
If a building consists of sections with different numbers of floors, the compensation is calculated based on the highest section.
Supported Activities
List of supported equipment:
- petrol, diesel, or gas generators;
- inverters;
- high-voltage battery management units;
- batteries;
- solar panels.
Applicants independently select the supplier and the type of equipment based on the building’s needs.
If some equipment is already available, applicants may still apply for support to cover other critical needs of the building (for example, ensuring power supply for elevators or other essential systems).
Roadmap
Participation in the programme consists of several consecutive stages.
Application submission
- The application is submitted by a homeowners’ association (HOA) or a building manager. A short application form and a minimal set of documents are required.
Application review
- After submission, the application is reviewed for compliance with the established requirements.
Decision and disbursement of funds
- In the case of a positive decision, the funding is transferred within up to 48 hours.
Applications are accepted for the period of the energy emergency (as decided by the Technical Emergency Commission and the National Security Council).
How to Apply
- Log in to Diia using a QES of a legal entity or an individual entrepreneur;
- verify the accuracy of personal and legal entity details;
- select the type of applicant (HOA/condominium association, building manager, or cooperative);
- provide the details of a current account with a special regime and the name of the bank where it is opened;
- indicate the building’s location;
- specify the number of floors and upload a supporting document (if the building has its own boiler house, provide the relevant document);
- choose the intended use of the funds and indicate the requested amount (if contracts for equipment purchase are already in place, attach them);
- confirm acceptance of the program terms and sign the application with a qualified electronic signature.

- Presence of critical equipment (elevators, pumps).
- Regional priority (Kyiv and region).
Required Documents
- Document confirming the number of floors in the building.
- Equipment supply contracts (if any).
The condominium association must also attach the management body's decision on the purchase of equipment with assistance and the charter.
The manager must attach the contract for the provision of multi-apartment building management services with annexes and, if necessary, a document from the local government confirming the validity of the contract for the provision of multi-apartment building management services and the decision of the meeting of co-owners of the multi-apartment building on the purchase of equipment with assistance.
The cooperative must also attach the decision of the cooperative's management body or the meeting of co-owners on the purchase of equipment with assistance and the charter.
FAQ
The funds may be used for the categories specified in the application from any supplier of the required goods or services.
To confirm the number of floors in the building, a copy of the building's technical passport (pages with the address and floor specifications) must be provided. If this is not available, a certificate from the local government authority containing information about the number of floors in the building must be provided.
Please note that if there are different numbers of floors, the maximum number must be indicated in the application.
The recipient must purchase the equipment within 45 calendar days of receipt, but no later than 20 December 2026.
The recipient shall pay any difference exceeding the amount of assistance independently.
No. Funds provided as part of the service are charitable assistance, which is not taxable in accordance with paragraph 170.7 of Article 170 of the Tax Code of Ukraine.
Updates / Announcements
Official start of application acceptance via "Diia" was announced on January 28-30, 2026.
The status of the application is available in "Diia", and notification of the results of the review will also be sent to your email address.
Reporting and Compliance
After the purchase of the equipment, the applicant is required to submit a short report (photos, acts) on the completed procurement via the Diia application within 30 working days.
