Program description
In order to implement the humanitarian aid mechanism, the Ministry of Energy of Ukraine uses the online platform AidEnergy.
AidEnergy is a “single window” for collecting, updating, and informing donors about the needs of recipients, processing and confirming donor proposals, distributing humanitarian aid, and reporting.
Main Information
Eligibility
The recipients of aid under martial law and for 150 calendar days from the date of its termination or cancellation are:
- military administrations;
- business entities regardless of ownership form operating in the electric power, nuclear industry, coal industry, peat extraction, oil and gas, and oil and gas processing sectors;
- enterprises, institutions, and organizations that are operators of critical infrastructure facilities;
- state authorities and local self-government bodies that require urgent restoration and/or provision of stable electricity and/or gas supply;
- healthcare facilities (the list of which is determined by the Ministry of Health).
Supported Activities
Currently, the following are available to recipients of humanitarian aid:
- Submission of needs using a specific form (attached).
- Information on the distribution of humanitarian aid to recipients.
- Survey on the need for equipment provided by donors.
- Analytics.
How to Apply
To access the AIDEnergy platform, Applicants must complete two steps:
- Send an official letter to the Ministry of Energy of Ukraine (the letter must contain general information about the Applicants, their field of activity, and justification for the need for humanitarian aid, as well as the surname, first name, and patronymic, position, contact email, and phone number of the representatives responsible for working on the platform).
- Complete a short registration process.
To register, you must do the following:
- Go to https://energy-aid.mev.gov.ua/ and click “Create an account”.
- Fill in the required fields (in the “Role” field, select “Recipient”).
- Confirm your registration from the email address you used to register. You should receive an automatic email with a link.
After registration, access is granted to the Resipient`s representative specified in the official letters.

- The specific form of needs has been determined.
- Official letter to the Ministry of Energy of Ukraine.
Legal Terms
In accordance with Resolution № 824 of the Cabinet of Ministers of Ukraine dated July 22, 2022, the Ministry of Energy coordinates the receipt, distribution, use, and accounting of humanitarian aid to meet the needs of the energy sector under martial law.
