A state program within the “eRobota” initiative providing grants to veterans, persons with war-related disabilities, and their family members to start or develop a business. Implemented via the Diia portal. Requires job creation.

Eligibility
The eligibility criteria and participation requirements define who can apply and under what conditions:
- The program targets combat veterans, persons with war-related disabilities, their spouses, and family members of fallen defenders.
- Applications are open to individual entrepreneurs (FOPs) or individuals planning to start a business.
- Participation is not allowed for applicants who:

operate in occupied territories, Russia, or Belarus;

are under sanctions or have state debts;

are involved in bankruptcy proceedings;

belong to financial sector entities (banks, insurance, investment funds, etc.);

operate in restricted sectors (weapons, alcohol, tobacco, currency exchange);

have corruption-related criminal convictions.

An important restriction: applicants cannot receive multiple grants simultaneously—if they have applied for another grant, they must first receive a rejection before applying here.
Financing
Within the grant program, the funding amount depends on the project scale and expected outcomes:
- up to UAH 250,000 — with the creation of 1 job;
- up to UAH 500,000 — with the creation of 2 jobs;
- up to UAH 1,000,000 — for applicants registered as sole proprietors for at least 1 year and creating 4 jobs.
The program covers 70% of the project cost.
It is also stated that grants are not subject to taxation, and no taxes need to be paid.
Supported Activities
Within the grant program, funding supports activities related to starting or developing a business.
- Funds can be used for purchasing equipment, furniture, and commercial vehicles.
- Financing for software (up to 50%) is allowed.
- Eligible costs include raw materials, goods, and services needed for business implementation, as well as livestock or seedlings (up to 70%).
- Expenses for marketing and advertising (up to 10%) are also supported.
- The grant may cover rental costs for premises or land (up to 25%) and equipment rental (up to 30%).
- Equipment leasing (excluding own vehicles) is allowed — up to 50% of the budget.
- Franchise acquisition is also an eligible activity.
Roadmap
The roadmap of the grant program outlines a step-by-step application and selection process:
- The current application round is open until May 3, with multiple submission waves scheduled throughout 2026.
- After each deadline, applications are reviewed within 10 working days.
- Applicants are notified about the results after evaluation.
- If approved, applicants must contact Oschadbank within 20 working days to open an account and sign the microgrant agreement.
Overall, the process includes: application submission → review period → follow-up actions after approval.
How to Apply
The application process for the grant program is conducted online and consists of several steps:
- The applicant must click “Apply” and log in via BankID or an electronic signature in the citizen portal.
- For individual entrepreneurs or legal entities, the appropriate digital signature (FOP or company head with registration code) must be used.
- The next step is to complete the online application form.
- A business plan must be attached in the required format (applicants may consult program partners if needed).
- Finally, the application must be signed with an electronic signature.
- If the application is submitted by one of the veteran’s spouses, additional consent from the veteran is required via electronic signature.

FAQ
To obtain an electronic signature, one must contact an accredited key certification center, complete a registration form, and provide passport details and a taxpayer number. The service costs about UAH 200 (may vary depending on the provider).
An electronic signature can also be obtained:
- from PrivatBank — free of charge via Privat24 or at a branch;
- from the Ministry of Internal Affairs and the State Tax Service — free of charge.
It is recommended to store the electronic key on a removable device (e.g., a USB drive).
- Open the Diia app and go to the Diia.Signature section.
- Activate the feature.
- Verify identity via photo.
- Create a 5-digit code.
- After that, documents can be signed digitally.
Reporting and Compliance
Post-award obligations include:
- creating jobs in line with the grant amount;
- operating the business for 3, 5, or 7 years;
- paying all required taxes;
- creating jobs within 6 months after receiving funds and formalizing employment contracts.
