Program description
The program is implemented under "Horizon Europe" and aims to create innovative digital tools and services to support energy communities. The goal is to develop solutions for managing local energy resources from renewable sources, promote energy democratization, and align with the European Green Deal initiatives. Projects should include the development of digital platforms (AI tools, blockchain systems) and services for community engagement (mobile apps, dashboards). Pilot implementation in real-world conditions with a Technology Readiness Level (TRL) of 5–8 is expected.
Main Information
Eligibility
Participation is open to consortia consisting of at least three legal entities from three different EU member states or associated countries (including Ukraine). Preference is given to participants capable of integrating AI solutions and ensuring gender balance in teams.
Financing
Grant funds can be used for:
- development of digital platforms and mobile applications;
- creation of energy flow balancing algorithms;
- implementation of monitoring and energy exchange systems;
- conducting pilot demonstrations in communities;
- technical support and research (RIA/IA).
Payments are made according to the grant agreement after signing (advance, interim, and final payments depending on reporting stages).

- Assessment of social acceptance of technologies.
- Analysis of economic sustainability.
- Pilot testing in urban and rural communities.
Roadmap
- February 17, 2026: deadline for submitting applications.
- After the deadline: review of applications and announcement of results on the portal.
- After the announcement: conclusion of Grant Agreements with the European Commission.

4. Prepare a project proposal in English according to the templates.
5. Submit the application online before the set deadline.
Evaluation Criteria
The organizer will focus on:
- technological indicators (platform stability, algorithm accuracy);
- social indicators (community engagement level, inclusivity);
- economic indicators (cost reduction, energy efficiency);
- scaling potential and compliance with ethical standards.

Reporting and Compliance
