Program description
The program is implemented by the Ministry of Economy, the Ministry of Environmental Protection and Natural Resources, and the Ministry of Agrarian Policy and Food of Ukraine.
The goal is to support business and create new jobs through the development of greenhouse farming. Grants are provided for the construction of modular greenhouses with an area of 0.4 to 2.4 hectares.
The recipient is obliged to create a certain number of jobs and operate for at least 3 years.
Main Information
Eligibility
Sole proprietors (individual entrepreneurs) or legal entities:
- that are not located in and do not conduct business activities in areas of active hostilities or in temporarily occupied territories of Ukraine;
- that are not located in and do not conduct business activities in areas of active hostilities, in areas of active hostilities where state electronic information resources operate, or in temporarily occupied territories of Ukraine;
- that do not conduct activities in the territory of the Russian Federation or the Republic of Belarus;
- that are not subject to sanctions;
- that are not credit or insurance institutions, investment or non-state pension funds, professional participants of the securities market, or pawnshops;
- that do not engage in the production and/or sale of weapons, alcoholic beverages (except for the production (without added alcohol) and/or sale of grape wines, fruit and berry wines, and mead beverages), tobacco products, or currency exchange operations;
- against which no bankruptcy proceedings have been initiated;
- with respect to which there is no court decision establishing criminal liability for a corruption-related offense;
- that have no outstanding liabilities to the state budget.
Financing
Under the program, grant funds are provided for the implementation of a modular greenhouse construction project and may be used exclusively for expenses included in the approved project budget.
Eligible Use of Grant Funds
Grant funding may be used for:
- purchase of production inputs (planting materials, seeds, technological equipment);
- coverage of delivery costs for the above-mentioned items;
- commissioning of the modular greenhouse.
Payments may be made only for invoices included in the approved project budget.
Grant Amount
The following funding amounts are предусмотрені:
- for an area of 0.4–0.6 hectares — up to UAH 2 million;
- for an area of 0.8–1.2 hectares — up to UAH 3.5 million;
- for an area of 1.6–2.4 hectares — up to UAH 7 million.
However, the grant may not exceed 70% of the total project cost specified in the application. Accordingly, at least 30% of the total project budget must be covered by the applicant as co-financing (own contribution).
Conditions for Receiving and Repayment of the Grant
The grant may be awarded provided that the land plot is owned or legally used by the applicant for at least 7 years as of the application submission date, and that the land category is agricultural land.
Repayment of the grant may be required in the event of failure to fulfill obligations, including if the recipient:
- creates fewer than 4 permanent and 10 seasonal jobs per 1 hectare of the modular greenhouse area;
- fails to ensure a water supply and irrigation source for the greenhouse;
- does not carry out the specified activity for at least 3 years after completion of construction;
- fails to pay taxes and mandatory charges.
The recipient may also apply to the Ministry of Agrarian Policy to request cancellation of the grant award decision.
Taxation
Grant assistance is not subject to taxation; no taxes are payable on the grant amount.
Supported Activities
Construction of modular greenhouses, procurement of equipment and planting material, commissioning of the facility.
Roadmap
- Submission of the application through the Diia Portal.
- Review of the application by the Ministry of Economy: within 15 working days after the end of the application submission period.
- Opening an account with Oschadbank: within 7 working days after approval of the grant application.
- Conclusion of the Grant Agreement.
- Construction of the greenhouse: up to 1 year.
How to Apply
- Register or log in on the Diia Portal using the qualified electronic signature (QES) of the sole proprietor or the head of the legal entity (according to the Unified State Register of Enterprises and Organizations of Ukraine – EDRPOU).
- Complete the online application form.
- Attach to the application a scanned copy of the modular greenhouse construction project together with the cost estimate documentation. The application must be signed by the project developer. Applications submitted without this copy will not be considered.
- A standard modular greenhouse project template can be found via the provided link.
- Sign the application with a qualified electronic signature (QES) and submit it.
Evaluation Criteria
Applications are evaluated in accordance with the Procedure for the Adoption of Decisions by the Ministry of Agrarian Policy on Grant Provision for the Establishment or Development of Greenhouse Farming, approved by Order of the Ministry of Agrarian Policy and Food of Ukraine No. 449 dated July 12, 2022.
This Procedure defines the evaluation criteria, technical requirements for the investment object, permissible project parameters, and the conditions for adopting a decision to award or refuse a grant.
Key Evaluation Criteria

Compliance with Regional Allocation Limits
The number of greenhouses planned for construction must comply with the limits established in Annex 1 to the Procedure (regional distribution). -
Compliance of Project Documentation with the Procedure
The modular greenhouse project must meet the requirements of paragraph 3 of the Procedure and the area parameters defined in paragraph 4. -
Type of Greenhouse
Only modular greenhouses are eligible. -
Type of Covering
The covering must be plastic film with a thickness of 150–200 microns. -
Type of Frame
The frame must be metal and prefabricated. -
Type of Foundation or Supporting Structure
Permitted options include concrete or anchor foundations, as well as pile-based structures. -
Type of Production
The greenhouse may be used for cultivating:-
fruit and berry crops and vegetables;

fruit and berry seedlings;
-
vegetable seedlings;

flowers and ornamental plants.

Irrigation System
An irrigation system is mandatory, with a clearly specified water supply source. -
Planting Material
Plant varieties must be included in:-
the State Register of Plant Varieties Suitable for Dissemination in Ukraine, or
-
the State Register of Patents for Plant Varieties
(except for ornamental plants when financed with grant funds).

Land Category
The land plot must be classified as agricultural land.
Required Documents
Application.
The project documentation must include the following sections:
- an explanatory note;
- a consolidated cost estimate for the construction;
- a schematic drawing (design layout) of the modular greenhouse.
FAQ
To obtain a qualified electronic signature (QES), contact any accredited key certification center. Complete the registration form and provide your passport details and taxpayer identification number. The service fee is approximately UAH 200, but it may vary depending on the certification center. The full list of certification centers is available via the provided link.
A qualified electronic signature can also be obtained:
– from PrivatBank: the bank’s clients may receive a QES free of charge through their online Privat24 account or by visiting a branch;
– from the Ministry of Internal Affairs and the State Tax Service — free of charge.
It is recommended to store your electronic signature key on a removable device (for example, a USB flash drive).
- In the Diia mobile application, go to Menu — Diia.Signature.
- Tap the toggle button “Activate Diia.Signature”.
- Verify your identity through photo verification.
- Create a 5-digit code for Diia.Signature.

Reporting and Compliance
Key Obligations of the Grant Recipient
- Job Creation
The recipient must create no fewer than 4 permanent and 10 seasonal jobs per 1 hectare of modular greenhouse area. Compliance with this requirement is a key performance indicator of the project. - Business Operations
The greenhouse farming activity must be carried out for at least 3 years following completion of the greenhouse construction. - Payment of Taxes and Mandatory Charges
The recipient is required to pay taxes and mandatory contributions in full and on time, including those related to the formal employment of workers.
Reporting and Compliance
The grant recipient must ensure:
- documentary confirmation of the creation of the required number of jobs;
- evidence of actual business activity during the established period;
- proper accounting records and confirmation of tax and mandatory payments;
- full compliance with the grant agreement and applicable legislation.
Failure to fulfill the established obligations may result in consequences предусмотрені by the program, including the obligation to repay the grant funds.
