Program description

The State Institution “Ukrainian Book Institute” announces an artistic competition of cultural and artistic projects intended for publishing book products under priority thematic directions. Applications are accepted in electronic and paper formats in Ukrainian. Projects must meet technical, quantitative and quality requirements for book publications.

Eligibility

  • Participants must be listed in the State Register of publishers, manufacturers and distributors.
  • Аpplications not accepted from those who failed to fulfill obligations last year. 
  • Рrojects with multi-volume, multilingual editions, series, or trilogies are not accepted.

Financing

The Institute will finance all or part of the direct costs of preparing, printing, and delivering book publications that will be incurred by the participant during the term of the project agreement (provided that these costs were not financed by the participant prior to the conclusion of the agreement with the Institute), taking into account the average market prices for services, namely:

  • payment of royalties and/or acquisition of rights to use intellectual property rights to works and illustrations;
  • editing services, preparation of the original layout, calculation of social security contributions, military tax, and personal income tax;
  • printing costs and consumables related to printing;
  • costs of delivering book products to recipients (the cost of delivering book publications may not exceed 5 percent of their value). 

The amount of payment for royalties and/or the acquisition of rights to use the intellectual property of works and illustrations must be commensurate with the print run of the book publication to be published based on the results of the art competition in accordance with the terms of the agreement concluded with the Institute. 

Payment shall be made based on the results of the services provided after signing the act of acceptance and transfer of these services in accordance with the terms of the agreement concluded between the Institute and the winner of the competition (the executor of the book project).  

Supported Activities

Cultural and artistic projects aimed at publishing books (book projects) are carried out in the following priority areas (priorities):

I. Artistic and popular science works for different age groups of readers on the history of Ukraine in different periods in the context of the struggle for statehood, sovereignty, and independence, including biographies of prominent figures, in particular works of a heroic and patriotic nature (priority I). 

II. Works for children and young people aimed at national and patriotic education, fostering democratic values, cultural diversity and intercultural dialogue, gender equality, the inadmissibility of violence, the development of leadership, environmental awareness, responsibility for the surrounding world, and critical thinking (Priority II).

III. Works published in accordance with acts of the Verkhovna Rada of Ukraine, the President of Ukraine, and the Cabinet of Ministers of Ukraine (Priority III):

  • 1) works of art related to the commemoration of the exploits of war veterans in defending the sovereignty, territorial integrity, and inviolability of Ukraine (Priority III, Area 1);
  • 2) publications on the culture, history, and language, artistic and other achievements of national minorities and indigenous peoples of Ukraine and their role in the development of Ukrainian culture and statehood (Priority III, direction 2).

Roadmap

  • 05–28 January 2026: submission of applications.
  • 29 January – 24 February 2026: application processing.
  • 25 February – 04 March 2026: online voting.
  • 05 March – 02 April 2026: expert evaluation.
  • 30 March – 02 April 2026 (by 15:00): preparation of presentations.
  • 03–14 April 2026: evaluation of presentations and winners selection.

  • Prepare electronic and paper applications in Ukrainian.
  • Send the electronic archive to the email address: ubi@ubi.org.ua with the subject line “Application to participate in the competition for the publication of books _________ (name of participant)”. 
  • Send paper application to: Kyiv, Lavrska St, 9, building 20.

Evaluation Criteria

Completed book projects must meet the following requirements.

Technical, quantitative, and qualitative characteristics:

  • Format: book publication.
  • Electronic file format (electronic version of the book publication): pdf and/or epub.
  • Number of pages: from 32 (publications for children), from 60 (publications for adults).

Print run (excluding the advance copy of the book publication provided with the project implementation report):

  • Priority I and II: one project (publication) 1,500 copies;
  • Priority III, direction 1: one project (publication) 1,500 copies;
  • Priority III, direction 2: one project (publication) 500 copies.

Work(s) of Ukrainian literature published for the first time.

The source information of the finished publication shall be formatted in accordance with DSTU 4861:2007 “Publications. Source Information”, adopted by Order of the State Consumer Standards Service of Ukraine No. 297 of November 5, 2007.

Publications for children and young people must include information about the age category of readers.

The following information shall be included in the source data (on the back of the title page) of copies of book publications resulting from the Services provided:

  • “This publication was prepared with the assistance of the Ukrainian Book Institute, a state institution, using funds from the state budget of Ukraine, and is intended to replenish library collections”.
  • “The author's opinion may not coincide with the official position of the state institution ”Ukrainian Book Institute"".

The Customer's Ukrainian-language logo (available on the Customer's website at: https://ubi.org.ua/en/organization/brandbook).

High printing quality of the finished publication: thread-bound block, offset paper from 70 g/m2 for black and white printing, offset or coated paper from 90 g/m2 for color printing. The type of cover is chosen by the project contractor independently.

Participants may submit an unlimited number of applications.

4 Portfolio Presentation of the participant’s experience (completed works and achievements) as of the date of project submission, with references to completed works
III. Additional Documents    
1 Copies of the participant’s registration documents Copies certified by the participant in the prescribed manner: the charter (if available), an extract or excerpt from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations (obtained no earlier than the date of the competition announcement)
2 Copies of documents confirming the participant’s compliance with the qualification criteria provided in Part 2, Article 16 of the Law of Ukraine “On Public Procurement” According to Part 2, Article 16 of the Law of Ukraine “On Public Procurement”, qualification criteria include: — availability of equipment, material and technical base and technologies; — availability of employees with appropriate qualifications, necessary knowledge and experience; — availability of documented experience in performing a similar contract; — availability of financial capacity confirmed by financial reporting (for the previous reporting year). Documents are submitted in the forms according to Annex 5 to the announcement.

Reporting and Compliance

After concluding the contract, the contractor reports in accordance with the terms of the contract.

To confirm the results of the services provided, the contractor of the book project prepares a package of reporting documents, which is submitted to the Institute in electronic and paper forms.
