Program description
The program aims to support local and regional initiatives that honor various aspects of the Russian-Ukrainian war experience. Proposed projects should develop and implement trauma-oriented, inclusive, and innovative memory preservation practices, ensure public dialogue and participation of victims, displaced persons and communities, and promote the development of empathy and mutual understanding.
Main Information
Eligibility
Applicant organizations must: be an officially registered and recognized public organization/NGO under Ukrainian law; have non-profit status; agree to undergo due diligence and complete a self-assessment form; have competent staff in project management and financial administration; possess an effective governance structure and internal control system; have policies for health protection, well-being and human rights; ensure proper staff care; adhere to the ethics and business conduct outlined in the announcement. Organizations registered in temporarily occupied territories that have not changed their registration, and organizations without official registration are not eligible to apply.
Financing
Funding does not cover large construction projects or major reconstruction; supported activities include those related to an inclusive process for selecting the location or form of memorialization, conducting public discussions and expert consultations, developing memorial space concepts, supporting architectural competitions and preparing tenders for open construction competitions. Expenses must be directly related to activity implementation, comply with current legislation, be justified, incurred during the project implementation period, and be documented.

How to Apply
Complete project proposals must be submitted by email to pfru-grants@chemonics.com with competition number 21-04 (Local memory practices) by 11:59 PM Kyiv time on December 24, 2025. All documents must be submitted by the deadline; Chemonics reserves the right not to consider applications submitted late or that do not meet eligibility criteria
Evaluation Criteria
Eligibility check: application submitted on time; organization is a registered Ukrainian NGO/NGO; activities correspond to geographic priorities; applicant and staff have passed Visual Compliance screening; all supporting documents are included.
Methodology and project design (up to 45 points): quality and realism of methodology, appropriateness of approach, integration of GEDSI approaches (gender equality, disability inclusion, social inclusion) and "do no harm" principle are assessed; innovative solutions considering gender equality and diversity receive more points.
Previous activity and experience (up to 20 points): up to three examples of similar work, contacts for recommendations and staff resumes are considered; 20 points – at least three successful projects, 10 points – partial experience, 0 – no experience.
Budget and value for money (up to 20 points): justification, completeness and clarity of budget are assessed; 20 points – budget demonstrates best value for money; 10 points – requires clarification; 0 – budget is not appropriate.
Risk management (up to 15 points): risk matrix is assessed regarding budgetary, environmental, security and re-traumatization risks; 15 points – complete and clear matrix; 10 points – matrix covers key categories but lacks detail; 5 – partial matrix; 0 – absent.
Applications that meet criteria and receive over 70 points are invited to the next stage and undergo due diligence procedures.
Required Documents
Completed online form (contains information about organization and project).
Grant application form (Annex A) with authorized representative's signature; includes CVs of all project staff.
Budget (Annex B) in specified format.
Applicant self-assessment form (Annex C) with authorized representative's signature; together with copies of extract from Unified State Register, non-profit certificate, charter, organizational structure and list of key personnel, internal policies, financial statements for the last three years and audit reports (if available).
Risk matrix (Annex D).
Letters of consent for cooperation from administrations (if possible).
Updates / Announcements
Online pre-submission workshop on November 21, 2025 at 12:00 PM Kyiv time on the Microsoft Teams platform. This workshop will provide an opportunity for interested participants to ask questions about the competition and receive instructions on completing the application form, self-assessment form or any other requirements
Reporting and Compliance
Grantees must submit periodic financial reports, comply with the Code of Ethics and Business Conduct of Chemonics and USAID, and fulfill "USAID Standard Terms and Conditions". Cost eligibility principles require compliance with legislation, proper financial management and documentation. Grantees must conduct After Action Reviews after each stage, quarterly training sessions and document these activities. The PSUF technical team helps ensure the "do no harm" principle is followed and provides appropriate templates. The grant application is submitted together with a self-assessment form and a set of constituent documents (extract from registry, non-profit certificate, charter, organizational structure, policies, financial statements for the last three years, audit reports).
Legal Terms
Grants are provided in accordance with "USAID Standard Terms and Conditions" and the "Chemonics Supplier Code of Conduct", which is based on the "USAID Code of Conduct"; these documents are mandatory for all funding recipients. Participants must comply with the code of ethics, avoid fraud and bribery, and sign an integrity statement contained in Annex A.
