Program description

The Ukraine Agricultural Support Program (UASP) is funded by the Howard G. Buffett Foundation. The goal is to strengthen the economic self-reliance and resilience of households and SMEs. In 2025, four priority sub-sectors were identified: poultry, beekeeping, livestock, and horticulture. The invitation aims to identify opportunities to strengthen small farmers within local value chains and expand their market access. This is the first stage of a two-stage process.

Eligibility

  • advisory service providers.

Applicants must operate legally in Ukraine and have a connection to the target sectors and regions.

Financing

Support aims to overcome systemic constraints:

  • production technologies;
  • high feed prices;
  • limited access to finance;
  • veterinary services;
  • market access;
  • advisory services.

Co-investment is possible within individualized support packages.

Supported Activities

  • Small-scale processing, collection, storage, packaging.
  • Joint marketing and networking.
  • Diversification and development of branded products.
  • Modernization of production systems.
  • Implementation of new technologies and regenerative agriculture.
  • Initiatives for women, IDPs, people with disabilities, and veterans.

Roadmap

1. Submission of Expression of Interest (until 24.01.2026).

2. Shortlisting.

3. Invitation to submit a full application.

4. Evaluation and co-design phase with candidates.

How to Apply

An online form must be completed via the link. The form should include a brief description of the business idea and demonstrate its impact on small producers.

  • Potential to strengthen the role of small farmers.
  • Improvement of access to markets and resources.
  • Increasing resilience to shocks.
  • Commercial potential and market relevance.
