Program description
The competition is held within the "Capable and Strong" program, implemented by the East Europe Foundation with support from Switzerland.
The goal of the competition is to strengthen the resilience and effectiveness of civil society organizations (hereinafter – CSOs) that provide services to civilians affected by the full-scale invasion, as well as to facilitate CSOs' effective response to the needs of territorial communities and promotion (advocacy) of the needs and interests of vulnerable groups in Vinnytsia, Volyn, Zhytomyr, Zakarpattia, Ivano-Frankivsk, Kirovohrad, Rivne, Ternopil, Khmelnytskyi, Cherkasy and Chernivtsi regions.

Eligibility
Applications can be submitted by charitable organizations and public associations registered as legal entities in Ukraine, having non-profit status (non-profit indicators 0032, 0034 or 0036), having experience working in target regions or ready to expand activities and demonstrate capacity for effective interaction with local communities.
Organizations must be guided by humanitarian principles – humanity, neutrality, impartiality and independence, plan activities to support affected civilians or vulnerable categories of population, and support for military personnel is not provided.

One organization is allowed to submit only one application.
Financing
Up to 15% of the budget can be directed to strengthening organizational capacity, including – staff expansion (new positions for communications specialists, monitoring, evaluation, fundraising, etc.) and purchase of equipment or services important for the organization's mission (for example, support lines, additional furniture and equipment).
Supported Activities
- Human rights protection measures and countering gender-based violence and sexual violence.
- Services for vulnerable groups: women, elderly people, people with disabilities, internally displaced persons, veterans, family members of military personnel, representatives of national minorities and LGBTQI+ community, children, etc.
- Measures that facilitate social integration and reintegration of internally displaced persons, including assistance with employment or entrepreneurship support, psychological support and other consulting assistance.
- Measures for acquiring or expanding competencies that will help IDPs and/or affected population adapt to new conditions (including entrepreneurship support, improving digital literacy).
- Measures to involve IDPs and other vulnerable groups in solving community problems (conflict mediation, etc.).
- Creation/ensuring operation of safe and inclusive spaces for work, learning and recreation (coworking spaces, spaces for working with children, etc.).
- Promoting, protecting and representing the needs and interests of vulnerable groups, information campaigns, advocacy before local self-government bodies.
How to Apply
Applications can only be submitted through the East Europe Foundation Grant Portal.
Before submitting, you should familiarize yourself with document templates and instructions in the "Documents" section of the portal.
Evaluation Criteria
Compliance of project application with competition thematic areas; justification of target audience needs; realism of achieving expected results in terms of resources and deadlines; experience of organization members and involved specialists; previous successful experience in implementing similar projects with similar budget; justification and balance of budget.
FAQ
After completing the application in the system, a PDF document is generated. It needs to be signed with an electronic signature by clicking "Sign" at the final submission stage. After successful submission, you will see confirmation on the screen. A similar message will be sent to the email addresses of the organization's director and accountant specified in the application. Also, the status of the submitted application will be displayed in the "Active Applications" section
The status of your application can be checked in the "My Cabinet" section. Select the "Active Applications" tab, which displays all applications that are in the process of submission or have already been submitted. The current status will be displayed next to each application.
Reporting and Compliance
Competition participants must fulfill reporting requirements (interim and final – narrative and financial), as well as participate in training and information events of the "Capable and Strong" program
