Program description
The program was launched by the Government of Ukraine and the Ministry of Economy, Environment, and Agriculture under the "Vlasna Sprava" (Own Business) initiative.
The project aims to ensure the uninterrupted operation of small businesses (shops, bakeries, pharmacies, service centers, etc.) and the stable supply of basic goods and services to communities during power outages.
Support is provided as a one-time payment to increase business energy resilience under war risks. The assistance is implemented via the Diia portal with the participation of partner banks and the State Employment Service.
Main Information
Eligibility
Applications can be submitted by individual entrepreneurs who are in the 2nd or 3rd group of the simplified taxation system and are registered no later than December 1, 2025, have at least one employee, have no arrears in paying social security contributions, and operate in socially important areas.
Financial assistance is available, in particular, for businesses in the following areas:
- food and grocery retail (bakeries, coffee shops, grocery stores);
- health care (pharmacies, private medical offices);
- services (repair crews, workshops, service centers);
- social services (kindergartens, development centers, care services);
- logistics;
- other socially significant areas.
Financing
The assistance is a one-time payment and depends on the number of employees for whom social security contributions have been paid. The amount of the payment will range from 7,500 to 15,000 UAH:
- 1 employee — 7,500 UAH;
- 2 employees — 9,000 UAH;
- 3 employees — 10,500 UAH;
- 4 employees — 12,000 UAH;
- 5 employees — 13,500 UAH;
- 6+ employees — 15,000 UAH;
The funds can be used for:
- purchasing and repairing generators and other power equipment;
- purchasing fuel for generators;
- paying for electricity.
Supported Activities
The funds received can be used for:
- purchasing generators;
- purchasing batteries;
- purchasing inverters and energy storage systems;
- purchasing solar panels and components;
- purchasing voltage stabilizers and protective devices;
- purchasing fuel for generators;
- paying for electricity supply services;
- installing and commissioning equipment.
Roadmap
- January 23, 2026: adoption of a decision by the Cabinet of Ministers of Ukraine on the implementation of the government program “Energy Support for Individual Entrepreneurs”
- February 2, 2026: Start of acceptance and financing of the first applications under the “Energy Support for Individual Entrepreneurs” program.
- End of March 2026: Completion of the “Energy Support for Individual Entrepreneurs” program.
How to Apply
- Applications can be submitted online via the Diia portal.
- The entrepreneur selects an authorized bank and specifies the individual proprietor's account.
- Verification and compliance checks are carried out by partner banks.
- After verification, which takes up to 10 days, the applicant will receive a notification, and the status of the application in Diia will change.
- Next, the application is verified by partner banks, and the State Employment Service transfers the funds.
- The funds are transferred to the entrepreneur's account through the treasury.
Updates / Announcements
As of February 6, 2026, the state has already financed about 14.4 thousand applications for a total amount of almost 144 million UAH.
