Program description
The goal of LOT is to support projects aimed at digitizing information that is important to the Ukrainian state and society. This ensures: the preservation of cultural heritage in digital format; the accessibility of Ukrainian history and art to Ukrainian and international communities in virtual space; and the unification of communities around digital cultural initiatives.
Main Information
Eligibility
The applicant for the LOT may be a legal entity of any form of ownership or an individual entrepreneur, each of which is registered in Ukraine in accordance with the current legislation of Ukraine for at least one year prior to the date of the competition announcement, with the exception of the temporarily occupied territories of Ukraine*, and has relevant experience in the field of culture.
* In accordance with the current amendments to the List of territories where hostilities are (were) conducted or temporarily occupied by the Russian Federation, approved by Order of the Ministry of Community and Territorial Development of Ukraine № 376 dated February 28, 2025.
Financing
The total budget for this LOT is UAH 15 million*:
- Minimum grant amount (cannot be reduced): UAH 300 thousand.
- Maximum grant amount (cannot be increased): UAH 1,5 million.
- Within this LOT, one sector of culture and creative industries is supported—cultural heritage
Eligible costs:
- Remuneration for the project team (up to UAH 50 thousand/month per person for civil law contractors/sole proprietors).
- Rental of equipment and premises.
- Material costs (data carriers, drives).
- Promotion services and web resource creation.
Ineligible costs:
- Purchase of mobile phones and household appliances.
- Alcohol and tobacco products.
- Audit services at the expense of the grant.
- Expenses outside the project implementation period.
* The Fund reserves the right not to spend all the funds provided for in this LOT. Please note that the LOT budget may change both upwards and downwards in the event of amendments to the relevant regulatory acts.
Supported Activities
Priority areas of support for LOT:
- creating new exhibitions and updating existing ones using new approaches and technologies (including VR, augmented reality, 3D modeling, 360°, multimedia holograms) in archives, libraries, and museums of all types and forms of ownership;
- digitization of printed materials, museum objects, archival documents, audiovisual materials, architectural and archaeological monuments;
- digitization of cultural heritage objects damaged during the Russian aggression or those under threat; creation of tools and platforms for their presentation and promotion in Ukraine and abroad;
- restoration of archival, library, and museum items, followed by their digitization and presentation online;
- development and implementation of IT tools for remote user access to archives, libraries, and museums.
The main product of the LOT:
- digital description, catalog, fund, collection, assembly;
- digital exhibit (3D scanning of museum exhibits, multimedia hologram, 3D and 2D animation);
- virtual tours and excursions in 360° (including multimedia audio guide);
- multimedia exhibitions and mapping (exhibition/re-exhibition);
- virtual and augmented reality (AR product, MR product, VR product).

How to Apply
- Read the instructions on the UCF website.
- Register in the UCF electronic system.
- Select the competition category: individual, national cooperation, international cooperation.
- Fill out the online application form and attach the required documents (cost estimate, work plan).
- Sign the application with your electronic signature and submit it by the deadline.
Evaluation Criteria
Evaluation is conducted by UCF experts based on the following criteria:
- Compliance with program priorities.
- Relevance and social significance.
- Feasibility of plans and budget.
- Expected results and their sustainability.

Considering the above, it is recommended to obtain the USR extract in advance. |

Updates / Announcements
The organizer conducts webinars and individual consultations from December 15, 2025, to February 15, 2026, on the rules for submitting applications and filling out estimates.
Reporting and Compliance
Selection of a supplier for goods/services worth UAH 50,000 or more must be justified by three commercial proposals. Acceptance acts must contain the date of compilation and the date of actual delivery within the implementation period. Reporting includes content and financial reports.
Legal Terms
Project implementation is based on the Grant Agreement.
It is prohibited to incur expenses under contracts dated prior to the signing of the Grant Agreement. Expenses outside the project implementation period are not included in the budget.
