The service is intended to compensate an employer’s wage costs for each employed person from among IDPs as a result of hostilities during martial law in Ukraine.

Eligibility

An application may be submitted by a business entity that:

  • employed an IDP with wages not lower than the minimum wage;
  • is registered as a payer of the mandatory social contribution (USC/SSC);
  • filed quarterly or annual tax reporting for the latest reporting period as of the application date.

Financing

The compensation is provided as reimbursement of wage costs; the amount is the minimum wage for each employed IDP (as of 1 March 2024 — UAH 8,000).

Funds for the payment of wages for the employment of IDPs are transferred to the specified bank account when submitting an application for participation.

How to Apply

Online 
1. Register or sign in to the portal in the citizen’s account on diia.gov.ua using an electronic signature.
2. The Diia Portal will find you in the list of benefit recipients of the Pension Fund of Ukraine. 
3. After verification, select the period for which compensation is needed and enter information about the employed IDP. 
When selecting the compensation period for the second and subsequent months, confirm continued employment. 
4. If applications for previous months were submitted to a branch of the State Employment Center, indicate this when selecting the current month and enter the IDP’s information, then confirm continued employment. 
5. The portal will check whether the person is in the IDP register. 
6. Enter the settlement account details to receive funds; the portal will generate the application. 
7. Sign the application with an electronic signature; it will be sent to the State Employment Center.

The application can be signed with Diia.Signature or an electronic signature (QES)

  1. In the Diia app select Menu — Diia.Signature
  2. Tap Activate Diia.Signature 
  3. Confirm your identity via photo verification
  4. Create a 5-digit code for Diia.Signature
  5. Done! Now you can sign documents in Diia
  • In PrivatBank online or at a bank branch — free for PrivatBank clients.
  • In the Vchasno personal account using an account, email, and Diia.Signature — free.
  • At the Ministry of Internal Affairs and the State Tax Service — free.
  • From qualified trust service providers — about UAH 200, but may vary by certification center.

It is recommended to store the signing key on removable media (e.g., a flash drive)

An application can be submitted no earlier than after 5 working days from the date of employment.

Compensation can be received for months 1, 2, and 3. If an IDP with a disability is employed — also for months 4, 5, and 6

The application may be submitted by a business entity that employed an IDP with wages not lower than the minimum wage, is registered as a payer of the mandatory social contribution, and has filed the required tax reporting for the latest reporting period as of the application date
